1. As intimated vide reference 'G' the meeting was started at 1300 hours. Mr. Wahid Aziz, Bursar & Secretary Procurement Committee submitted the letter received from SPPRA vide reference 'F' referreing bid evaluation report, asked for justification that Procuring Agency has accepted the lowest bidder on the basis of total amount of bid instead of item wise, whereas; it was not mentioned in the bidding documents that the bid will be evaluated on the basis of total amount. The members deliberated the issue at length. Considering the question of SPPRA it was decided to evaluate the bids section/item wise, bid evaluation report be revised accordingly and bids be accepted on the basis of lowest bid for the section/item.
