The EENC was set up in 2010 at the initiative of Directorate-General for Education and Culture of the European Commission (DG EAC), with the aim of contributing to the improvement of policy development in Europe. It provides advice and support to DG EAC in the analysis of cultural policies and their implications at national, regional and European levels. The EENC involves 17 independent experts and is coordinated by Interarts and Culture Action Europe. About the authors Dorota Ilczuk is a Professor of Economics and Cultural Management at Warsaw School of Social Sciences and Humanities. She has held a doctorate since 1995 on the topic of Institutional and Financial Analysis of Operational Opportunities for Cultural Activities in the Non-profit Sector, and a habilitated doctor degree since 2005. She is the founder and president of the Pro Cultura Foundation. In the years 2002-2007 she was the President of CIRCLE – Cultural Information and Research Centre Liaison in Europe. She is a member of the European Cultural Parliament. She co-operates with international organisations and science associations such as e.g.: European Institute for Comparative Cultural Research (ERICarts), Association of Cultural Economics International (ACEI) and International Society for Third Sector Research (ISTR). -

Operational processes for the formulation and implementation of cultural policies: some basic principles Prepared by Patricio Jeretic and David Rosello Cerezuela For the Division of Cultural Policies and Intercultural Dialogue UNESCO Culture Sector January 2011 INTRODUCTION UNESCO has developed a series of tools specially intended to assist cultural decision- makers and agents in reflecting on, designing, formulating and implementing cultural policies and strategies. The guide presented in this document specifically addresses the operational dimension of the process of formulating a cultural policy. This document offers general principles and methodological input to guide the formulation and implementation of cultural policies at the national, regional and/or local levels. The decision to formulate and implement a cultural policy implies setting a complex process in motion and establishing conditions that enable public action in the cultural field to be significant and effective, resulting in practical outcomes that benefit the development of society. Formulating a cultural policy is not confined to the drafting of a document, however thorough and relevant it may be. It entails creating a new momentum and promoting work methods in the case of institutions and agents responsible for culture, in order to attain a common goal and a clear and consistent strategy. It involves promoting the cultural dimension of the society and mobilizing available resources to enable sectors of cultural activity to play their part in economic, social and human development. In other words, the cultural policy of a country, region or locality is not the document so headed but rather the specific guidelines, actions and activities conducted by public institutions that affect the cultural dimension and related activity sectors. -

Collection Development Policy Collections Information Center Statement for the Conservation 1200 Getty Center Drive, Suite 700 Los Angeles, CA 90049-1684 Collection in the Research Library at the Getty Research Institute This Collection Development Policy Statement for the Conservation Collection in the Research Library at the Getty Research Institute (GRI) articulates the precise scope and policy for cultural heritage conservation literature acquired and retained within the Research Library. What began as a modest collection supporting the program activities of the Getty Conservation Institute (GCI) has become a significant resource for conservation research throughout the world. Nearly thirty years of sustained growth in the Research Library’s holdings of conservation literature has prompted periodic assessments of the Conservation Collection, and the revision of this policy statement for its continued growth and development. This policy will be reviewed and updated as needed at least every three years by the GCI Collection Development Librarian, the Manager of GCI Research Resources, and Manager of Library Collection Development and Acquisitions. Purpose of the Policy Statement This Collection Development Policy Statement is designed to serve a range of purposes. The criteria for determining who or what qualifies as subcultures, and the most effective ways to study them, are based on these assumptions. This project seeks to address these traditional modes of studying subcultures and discover ways in which their modification may lead to new understandings and ways of studying subcultures in the contemporary moment. This will be done by suggesting a change in the criteria of examining subcultures from that of deviance or resistance to identification with a collection of images, symbols, rituals, and narratives. The importance of this distinction is the ability to utilize the insights that studying subcultures can offer while avoiding the faults inherent in speaking for or at a subculture rather than with or from it. Beyond addressing theoretical concerns, this thesis aims to apply notions of subcultural theory to study the online community of Reddit, in particular, a subset known as r/trees–a virtual repository for those images, symbols, rituals, and narratives of cannabis subculture. R/trees illustrates the life and vibrancy of a unique subcultural entity, which to this point has evaded a cultural studies analysis. To that end, this project advocates for the importance of the cultural studies approach to analyzing cannabis subculture and further, to insert the findings of this study into that gap in the literature. -

Three key overlapping arenas of attention are the centrality of science and technology; decolonization, postcolonialism, and the reconstruction of so- cieties after social trauma; and the role of the new electronic and visual media. The most important challenges of contemporary ethnographic practice include more than merely (a) the techniques of multilocale or multisited ethnography for strategically accessing different points in broadly spread processes, (b) the techniques of multivocal or multiaudience-addressed texts for mapping and ac- knowledging with greater precision the situatedness of knowledge, (c) the re- working of traditional notions of comparative work for a world that is increas- ingly aware of difference, and (d) acknowledging that anthropological repre- sentations are interventions within a stream of representations, mediations, and unequally inflected discourses competing for hegemonic control. MURALS Call to Artists Downtown Winter Garden Public Art Mural Pilot Project
Up To $7000 Up To $3000 Up To $8000 MURALS Call To Artists Downtown Winter Garden Public Art Mural Pilot Project The city of Winter Garden is initiating a pilot public mural program in the historic downtown district to build community pride, build a stronger community identity and activate some key streets by bringing pedestrian activity to streets such as Main, Boyd, Joiner and Tremaine Streets. Historically, murals were used to advertise and draw interest to a street or store. Downtown Winter Garden has had some murals over the years, but currently does not have any murals remaining. The City has asked the Winter Garden Art Association to assist in the call for artists and selection process. The city invites qualified artists to submit proposals for up to three murals to be placed on/or painted on the walls at three locations in the Downtown District. The City has allocated up to $7,000 for Site #1 and $3,000 for Site #2 to be paid to each mural artist. The fee to be paid for Site #3 is to be determined based on the # of sections chosen by the artist, not to exceed $8000. Each mural shall be interactive and encourage creative thought and activity. If the applicant wishes to create a mural of higher value, the applicant must make a case to justify it and demonstrate the ability to secure a portion of the additional funds. The installed mural will become the property of the city of Winter Garden. This initiative will be called #wheregoodthingsgrow and/or #acharmingcitywithajuicypast. -

Intercultural Communication for Development: An exploratory study of Intercultural Sensitivity of the United Nations Volunteer Programme using the Developmental Model of Intercultural Sensitivity as framework By Keisuke Taketani A master thesis submitted to Malmö University in partial fulfillment of the requirements for the degree of Master of Communication for Development May 2008 Abstract The purpose of the study is to (1)analyze the level of intercultural sensitivity of United Nations Volunteer (UNV) volunteers in terms of interpersonal communication in a multicultural working environment; (2) explore how UNV volunteers interact and communicate in a multicultural environment at community level by developing a cognitive structure to understand differences in culture and; (3) identify the level of intercultural sensitivity of the UNV volunteers. This study is intended to make a contribution to the research on Communication for Development from the perspective of Intercultural Communication, particularly by using the Developmental Model of Intercultural Sensitivity (DMIS) as a framework to analyze the Intercultural experiences of a number of UNV volunteers. The qualitative survey was conducted with selected UNV volunteers including national, international and former UNV volunteers from February 15, 2008 for 4 weeks. A total of 48 UNV volunteers from 26 countries, serving in 24 countries, participated in the survey. The methodology of content analysis was applied to analyze their intercultural sensitivity and communication skills. The results show that UNV volunteers experience a wide range of intercultural situations, including: language and relativity of experience, non-verbal behaviour, communication styles, monochronic and polychronic time, values and assumptions. Whereas some UNV volunteers seem to be at the ethnocentric stage, the majority of respondents are at the ethnorelative stages, which include the acceptance and adaptation stages of DMIS. -

Aslam Bhat Centre of Central Asian Studies, University of Kashmir, J&K, India Article history Abstract: The historicity of youth culture studies is much challenging to Received: 10-01-2015 date exactly. Sociologists however, trace its genesis from Chicago School Revised: 30-09-2015 and then leap to Birmingham’s Centre for Contemporary Cultural Studies. Accepted: 17-02-2016 Theoretically it was, with the works of post subculturists that youth culture research gained ascendency. Global youth culture posture further revamped the field. This paper constructs a critical dialogue between the wide-ranging theories and research on youth culture and global/local relations in this sphere. It is revealed that the current ascendancy of post- subcultural studies margins the significance of sociological research to broader youth queries and does little to extend the case that youth studies should be more sociologically relevant and important. Youth lives in no island of its own and it is not all young people- who have the possibility of engaging in the consumerism, central to some post-sub-cultures. Conversely, youth and their cultures are framed within and to large extent shaped up by social divisions and inequalities. Against this backdrop, it is suggested that youth culture research would prove fruitful only when clubbed with ‘transition approach.’ Possibly this refit would not only facilitate to widen and thrive the significance of contemporary youth culture studies, rather may help in theoretical sophistication, empirical renovation and a more holistic sociology of youth.
