Up To $7000 Up To $3000 Up To $8000 Call To Downtown Winter Garden Pilot Project

The city of Winter Garden is initiating a pilot public mural program in the historic downtown district to build community pride, build a stronger community identity and activate some key streets by bringing pedestrian activity to streets such as Main, Boyd, Joiner and Tremaine Streets. Historically, murals were used to advertise and draw interest to a street or store. Downtown Winter Garden has had some murals over the years, but currently does not have any murals remaining.

The City has asked the Winter Garden Art Association to assist in the call for artists and selection process. The city invites qualified artists to submit proposals for up to three murals to be placed on/or painted on the walls at three locations in the Downtown District.

The City has allocated up to $7,000 for Site #1 and $3,000 for Site #2 to be paid to each mural . The fee to be paid for Site #3 is to be determined based on the # of sections chosen by the artist, not to exceed $8000. Each mural shall be interactive and encourage creative thought and activity. If the applicant wishes to create a mural of higher value, the applicant must make a case to justify it and demonstrate the ability to secure a portion of the additional funds. The installed mural will become the property of the city of Winter Garden.

This initiative will be called #wheregoodthingsgrow and/or #acharmingcitywithajuicypast. This hashtag should be included on the artwork.

Artist Eligibility: Any artist or team of artists interested in creating an interactive mural, to be completed spring of 2020, may complete a proposal in accordance with the guidelines provided. Applicants shall submit the completed online form or application on 8.5 x 11 inch white paper and may be typed or printed clearly. Applications that are unreadable shall be rejected.

The city and the Winter Garden Art Association will three murals to be completed at three locations. The three sites being considered are shown below: Site #1 – Joiner Street and N. Main Street – 49 S. Main Street

Notes: Due to the heavy stucco, the artist may choose to affix a mural to the wall. If so, the mural shall be painted on wood and affixed to the wall. Site #2 - S. Boyd Street – 100 W Plant Street Site #3 – 127 S. Boyd Street – SOBO Art Gallery This mural could be painted on the middle section #2 (Shown Below) or may include side sections section #1 and/or #3.

The Winter Garden Art Association (WGAA) shall issue a call to artists with the locations, guidelines and criteria to allow local artists to submit proposals. The WGAA shall create a selection committee that will review the applications and make recommendations to the City of Winter Garden. The guidelines and the selection criteria are described below in detail.

GUIDELINES • All works entered must be an original concept and design. • No works of other artists should be submitted. • All entries uploaded in digital format: jpeg format and no larger than 3 MB or smaller than 1MB. • Artists may submit many entries (Design Ideas Accepted - We Hire The Muralist) • Please label each image you submit with your name and title • Murals are to function as art and not a sign. • Murals are encouraged to be interactive. • Mural themes shall be about life in Winter Garden - history, culture, agriculture, cycling and community life in Winter Garden • Murals shall be compatible with its surroundings and complement the existing and surrounding buildings. • Murals must be affixed to the wall of a building, unless permission is granted to paint directly on the building. • Placement of murals has been pre-determined and can only be placed on the selected walls. • No lighting • No animation or moving/projecting parts or extending over the building line • Mural cannot project more than 6 inches from the wall • Murals mounted onto a building must be attached in such a way to prevent damage from moisture/condensation behind the attached panel. Hanging and/or anchoring of the mural should be reversible. • All materials must be designed for exterior use. Paint utilized should be superior quality intended for exterior use and should not compromise the integrity of the material to which it is applied. Reflective, neon and fluorescent paints are prohibited. • The mural should have a weather-proof and vandalism-resistant coating. • The mural must be properly maintained to ensure that peeling paint is corrected and vandalism is removed promptly. • The City shall obtain written permission from the property owner. SELECTION CRITERIA

Proposals submitted for the mural will be reviewed by the Public Mural Committee using the above mentioned guidelines. A proposed mural should:

• Be specifically designed for the site and also be interactive; • Add to the local identity and character of Downtown Winter Garden; • Be durable and easy to maintain; • Aesthetically enhance the building or otherwise interact with its surrounding environment; • Be suitable by way of form and quality for public viewing and accessibility; • Contribute to a sense of civic pride. • Create pedestrian interest and activity on the street

MAINTENANCE REQUIREMENTS

Muralist shall prepare a description to be included in their application that described how the mural surface will be treated prior to , a description of paint materials shall be given along with a description on how the mural shall be protected from the elements. The length of time the mural remains will depend upon the timeframe approved by the property owner.

PROPOSED BUDGET AND REIMBURSEMENT

Recommend a budget ranging from $3,000 to $8,000 per mural. This includes materials. The artist shall also provide a W-9. Upon a final field inspection, a check will be prepared for the artist. Public Art Mural Application
