Tonko Obuljen, Council President Miran Gosta, Director CROATIAN REGULATORY AUTHORITY FOR NETWORK INDUSTRIES 2018 ANNUAL ACTIVITY REPORT 4 01 SUMMARY In 2018, HAKOM continued its regulatory activities in all areas of its competence, with an emphasis on creating the conditions for investment, protecting users and passengers and creating the pre- conditions for the introduction of 5G networks. FINANCIAL STATEMENT HAKOM had non-profit organizations accounting until the end of 2017, and on January 1 2018, it was included in the State Budget of the Republic of Croatia as a budget beneficiary, and switched from non-profit organizations accounting to budget accounting. In 2018, HAKOM generated assigned revenue, own revenue and reimbursements from EU institutions, which were sufficient to cover all expenditures for carrying out and developing HAKOM’s activities. At the end of 2018, a surplus of revenue was generated, which is planned to be used in the coming period to ensure the liquidity and financial stability of the business and for investments. Total revenues amounted to HRK 99.1 million and expenditures HRK 73.5 million. ELECTRONIC COMMUNICATIONS The electronic communications market in the Republic of Croatia has been marked by a further incre- ase in data traffic by almost 50 percent in a year, as well as an increase in revenues and investments in broadband infrastructure. Revenue from the electronic communications market exceeded HRK 11.5 billion, a 73 million increase compared with the previous year. Growth in revenues from broad- band Internet service was about five percent, and for pay-TV it was about seven percent. Operators continued to invest in infrastructure development, new technology and services. Nowadays, Internet is affecting and changing almost every industry in transitional countries. The impact is most obvious in industries which deal with goods that can be easily digitalized and distributed online. Due to a large number of Internet users, network effects and accessibility of different easy-to-use software tools both for digitalization and distribution, music seems to be most exposed to Internet theft and piracy. In this paper the case of Croatian music industry will be discussed together with the legal framework regarding the issue of digital music. In the upland part, with a surface area of app. 480 km², there are 48 torrential basins with approximately 250 km of watercourses. Th is paper presents the (un)sustainable rural tourism practice in Lika-Senj County in Croatia through a case study of the Linden Tree Retreat & Ranch and Plitvice Lakes. In order to understand the concepts of sustainable rural tourism, overtourism and undertourism, the case study begins with an analysis of statistical data, secondary literature and examples of overtourism in Lika (Plitvice Lakes Nati- onal Park). Qualitative insight (preliminary data) is used to refl ect on the Linden Tree Retreat & Ranch campaign called CIDER (Community, Integrity, Development, Evolution and Responsibility), which can be considered as the point of departure for the enhancement of undertourism development. The case study of this work is the bearded fireworm Hermodice carunculata, a charismatic species spreading from the southern Mediterranean probably in relation to global warming. To achieve research objectives, some emerging technologies (mainly social platforms) were combined with web ecological knowledge (i.e., data, pictures and videos about the target species published on the WWW for non-scientific purposes) and questionnaires, in order to invite people to collect ecological data on the amphinomid worm from the Adriatic Sea and to interact with involved people. In order to address future fruitful citizen science campaigns, strengths and weakness of each used method were illustrated; for example, the importance of informing and thanking involved people by customizing interactions with citizens was highlighted. Moreover, a decisive boost in people engagement may be obtained through sharing the information about citizen science project in online newspapers.
