Once inhabitants of the rainforests of south west Uganda, the Batwa today live in bonded labour arrangements with their local neighbours and exist as a despised and marginalised group, positioned on the margins of Ugandan society. In the first part of this thesis, Global Powers, I seek to lay out the theoretical foundations for the marginalisation of the Batwa by discussing the more general marginalisation and representation of Indigenous Peoples. In the rest of the thesis, I move on to discuss two specific questions. In the second section, Local Realities, I ask why the Batwa have ended up in their current situation and I investigate the historical and social contexts of the south west of Uganda that have shaped their present predicament. In the third section, Current Interface, I ask why national and international interventions, aimed at helping the Batwa, have failed to achieve their stated aims, and in some circumstances deepened their present marginalisation? The thesis argues that representations of, and knowledge about the Batwa are constructed from an epistemology that seeks to create a subordinate ‘Other’ in order to assert a dominant ‘Self’. As such, their marginalised position replicates the situation of similar ‘Exotic Others’ found throughout the world. Importantly this construction plays a crucial role in the progression and validation of distinct social ontologies that the dominant ‘Modern World’ holds as self evident and true to its own social reality. As a result, the Batwa have only two futures which are presented to them by the dominant forces that regulate their situation. On the one hand, they are coerced to assimilate towards the identity of the dominant ‘Self’ and in doing so cast off the identity which the dominant ‘Self’ has deemed to account for their ‘Otherness’. Or on the other hand, if they choose to maintain those aspects of their identity which identifies them as the ‘Other’, they are ostracised and depicted as unfit for the ‘Modern World’. I conclude this thesis by suggesting that the current predicament of the Batwa has been constructed by external forces and that Development discourse continues to construct this marginalised position. I also conclude that in positioning the Batwa as the ‘Other’, what is being asserted is the identity of a dominant ‘Self’. This relationship between the dominant ‘Self’ and the marginalised ‘Other’, whilst being declared as a distinct and exclusionary relationship, is in fact an intertwined and entangled relationship.     Administrative Report: Uganda Census of 1991 INTRODUCTION The 1991 Population and Housing Census Administrative Report that I now have the pleasure to submit, is the last publication among several reports that mark the completion of the 5th systematic Population Census held in Uganda since 1948 when the first fairly systematic census was carried out. The 1991 Population and Housing Census was the first census in the country to include a fairly detailed survey of the stock and conditions of housing in Uganda. The central concern of this report is to describe in some detail, the trials and tribulations of the administration and management of the 1991 Population and Housing Census. It reveals aspects of successes recorded and problems encountered in the course of managing the three stage activities of the census, namely the pre- enumeration, enumeration and post-enumeration activities. It is our hope that a detailed description of what took place through all these phases will guide future census administrators in this country and help the data users to determine the likely accuracy, of, and strengthen their faith in, the data they are using. The 1991 Population and Housing Census was a result of an agreement between the Government of Uganda and the UNFPA signed in March, 1989 although the idea and negotiations started way back in 1986. For various logistical reasons, the date of enumeration was shifted from August, 1990 to November/December the same year, and finally to January, 1991, which made it close to eleven years from the date of the 1980 census. The census project was funded by the Government of Uganda to the tune of U Shs 2.2 billion and by the UNFPA and UNDP at $5.7 million, DANIDA $ 850,000 and USAID shs.

Her vocabulary, as well, is of a western Maryland mountain variety, unassuming and undisturbed by slangy language or new age idiom. To her, a refrigerator is still a Frigidaire; or, more precisely, a freegeedaire; neighbors live across the way. Her children, including my mother, say she’s never cursed and only occasionally lets fly her fiercest expression: Great day in the mornin’! Despite growing up in poverty, Grandma isn’t uneducated or lacking in contemporary wits, as one might presume based upon the ‘‘culture of pov- erty’’ paradigm that dominates today’s understandings of poverty and schooling in the United States. She graduated first in her high school class. Later, the year she turned 50, she completed college and became a nurse. I’ve never been tempted to ‘‘correct’’ Grandma’s language, nor do I feel embarrassed when she talks about how my Uncle Terry’s gone a’feesheen’. She doesn’t need my diction or vocabulary to give meaning to her world. Background Information Democratic Republic of the Congo (DRC) has experienced instability and conflict throughout much of its independence since 1960. There has been a resurgence of violence particularly in the east of the country, despite a peace agreement signed with the National Congress for the Defense of the People (CNDP), a primarily Tutsi rebel group. An attempt to integrate CNDP members into the Congolese military failed, prompting their defection in 2012 and the formation of the M23 armed group, and led to continuous conflict causing the displacement of large populations and human rights abuses before the M23 was pushed out of DRC to Uganda and Rwanda in late 2013 by a joint DRC and UN offensive.
