BACKGROUND INFORMATION:

The Department of Transportation (FDOT) and the North Florida Transportation Planning Organization (TPO) request from local governments their project priorities for potential funding of new transportation projects to be considered for inclusion in the new fiscal year (FY 2026/27) of FDOT’s Work Program. This is an annual recurring request to local governments. The St. Johns County Board of County Commissioners is charged with prioritizing all projects within the County, including those within municipal boundaries. The Transportation Advisory Group (TAG), consisting of County staff, representatives of the City of St. Augustine, St. Augustine Beach, St. Johns County School District, St. Johns County Sheriff’s Office, and the St. Augustine-St. Johns County Airport Authority met on November 20, 2020, to review last year’s priorities and to recommend this year’s priorities. The attached LOPP includes recommendations of the TAG for both highway and alternatives projects.

St. Johns County Board of County Commissioners Proposed – 2021 REGIONAL PRIORITY PROJECTS DESCRIPTIONS

Project Project Description I.D.

R1 SR 313 (SR 312 Extension) around St. Augustine has been a consistently high priority for many years to relieve congestion on US 1. FDOT has chosen an alignment from SR 16 to SR 207, has programmed funding for right-of-way to this southern segment, and is actively acquiring the necessary right-of-way. St Johns County recognized and appreciated the funding of the first mile of SR 313 from SR 207 to Holmes Blvd. The County requests for the final design of the alignment and ROW acquisition to be completed and construction funding to be programmed for this critical transportation facility and at minimum, the Lower Segment of SR 313. R2 CR 2209 from CR 210 to International Golf Pkwy (IGP) will be a new north/south roadway (6 lane) providing necessary mobility and connections. This corridor is planned to eventually connect Race Track Rd to CR 204 as a critical north/south arterial collector serving the entire county. A portion of CR 2209 from CR 210 to Silverleaf Pkwy has been constructed to a four (4) lane roadway. St. Johns County requests funding for engineering, right-of-way, and construction. R3 Race Track Rd from Bartram Park Blvd to East Peyton Parkway is a two-lane roadway and is experiencing heavy congestion during both morning and afternoon travel. SR 9B has been constructed and is connected to St Johns Pkwy and to Race Track Rd; just west of this segment, Race Track Rd widening to 4-Lane is necessary. Right-of-way has been acquired. The County requests funding for design and construction of a four (4) lane expansion. R4 The North Ponte Vedra Beach Traffic Study recommended intersection improvements between Ponte Vedra Lakes Blvd to Marsh Landing Pkwy/JTB at the northern boundary of St. Johns County with Jacksonville Beach. This area continues to experience heavy traffic congestion that has been increasing since the development of the Nocatee DRI. Intersection improvements will improve the traffic flow in the area until more substantial improvements can be programmed. Intersection improvements along SR A1A corridor were recommended by the Ponte Vedra/Palm Valley Traffic Study completed in 2016 & 2017. R5 With the connection of SR 9B to St. Johns Pkwy in place, it was anticipated and now measured that a significant amount of traffic has been diverted to St. Johns Pkwy to access SR 9B. The St. Johns Pkwy/CR 210 intersection will need to be redesigned to an interchange or another intersection concept to accommodate and address the increase in traffic and maintain an acceptable level of service (LOS). R6 St. Johns Pkwy from CR 210 north to SR 9B connection, a four (4) lane roadway, is already experiencing heavy congestion during both morning and afternoon travel. The widening of St. Johns Pkwy to 6-lane will be necessary to mitigate for the increase in traffic. The County requests funding for right-of-way, design, and construction. R7 The SR A1A Arterial Investment Study (AIS) recommended that the FDOT improve SR A1A to 4 lanes from Mickler Road to Sawgrass Dr. W. A PD&E study conducted by the FDOT for the 4-laning of SR A1A north of CR 210 has also been completed. This request is to fund construction of the four lanes in the Five Year Work Program at the earliest opportunity.

R8 A grade separated intersection at CR 210 and US 1 is needed as detailed in the CR 210 Corridor Study. Phase I, an overpass of CR 210 and US 1, is completed and opened for traffic in October 2014. The Twin Creeks DRI has a commitment to expand this overpass to a 4-lane overpass in its latter phases of the development. However, additional funds will be needed to add ramps (Phase II) for access to US1 as a full interchange. R9 Palm Valley Rd between the Intracoastal Waterway and Mickler Rd will require additional travel lanes to improve traffic flow as this area of St. Johns County develops. This 2-lane section has been identified as deficient in the County’s concurrency management system. Widening of this segment to four lanes along with the widening of Mickler Rd will complete a regional connection from Nocatee Pkwy to SR A1A. It is also a critical hurricane evacuation route. R10 Mickler Rd from the roundabout/Palm Valley N/S to SR A1A is a two lane roadway that is projected to experience an increase in traffic volume as this area of St. Johns County develops. Widening of this segment to four lanes along with the widening of Palm Valley Rd west of the roundabout will complete a regional connection from Nocatee Pkwy to SR A1A. It is also a critical hurricane evacuation route. R11 SR 16 from International Golf Pkwy to S. Francis Road is a two lane, high volume, and high speed mobility corridor. Design is underway by the County funded by developer proportionate share for a ½ mile widening to 4-lanes to align the intersection of SR 16/Pacetti Rd/IGP. There is currently adequate right-of-way for widening. The County requests funding for construction in the interim to widen SR 16 to 4-lanes to CR 2209 to be combined with funding from other sources, but ultimately to S. Francis. R12 SR 16 from S. Francis Road to the Outlet Mall Entrance will require additional travel lanes to improve traffic flow as this area of St. Johns County develops. This two lane section has been identified as deficient in the County’s concurrency management system. The County is requesting funding for design and construction. R13 CR 2209 is a planned north/south roadway that will eventually connect Race Track Rd to CR 204 as a critical north/south arterial collector serving the entire county. The segment from IGP to SR 16 will also serve to relieve the SR 16/IGP/Pacetti Rd. intersection in the interim. Rights-of-way (ROW) and pond sites are in place. St. Johns County requests funding for engineering and construction. R14 The Old Moultrie Road (CR 5A) Improvement Study completed by the County in 2013 recommends a 3-lane section from SR 312 to US 1. This important corridor has been deficient for many years and it functions as a reliever to US-1. St Johns County is requesting funding for design and construction. We have the required local match for CIGP or TRIP funding. R15 Development along the SR 207 corridor in the vicinity of the I-95 interchange has continued to increase travel demand through the interchange area. A study of the future traffic impact on this interchange will identify what improvements will be necessary to handle the increase in traffic; thus, the County is requesting an interchange modification report. R16 The I-95/SR 206 interchange has also begun to experience traffic growth in recent years. This project would provide a study to determine what improvements will be necessary to handle projected increases in traffic; thus, the county is requesting an interchange modification report. R17 In an effort to enhance mobility in the St. Augustine area, this intermodal center will give residents, commuters, and tourists a centralized location to obtain information and services that will expedite their trips to and through the greater St. Johns County area. The location is along US 1 at the St. Augustine-St. Johns Airport. R18 St. Johns County has identified CR 210 between Greenbriar Rd. on the west and SR A1A on the east as a major east-west thoroughfare. The majority of the facility is either four lanes or will be widened to four or six lanes in the near future. The primary north-south connector for this facility is I-95. The ramp intersections at the interchange are currently failing due to capacity and other safety-related issues. The County, developers and FDOT have been working to implement short-term improvements to relieve the current congestion. However, additional funds will be needed for improvements that will maintain an acceptable level of service (LOS) through design year 2040. It is projected and now confirmed that a substantial number of traffic volume diverted to CR 2209 to access SR 9B. prior mutual understanding between FDOT and the County in lowering the ranking of this project until after SR 9B is open and a study can be conducted to evaluate the interchange conditions. St Johns County is requesting funding for design and construction of a concept design for this interchange that will work for the built-out year. R19 Wildwood Drive from US 1 to SR 207 has experienced increased traffic volumes as this area of St. Johns County develops. The County conducted a safety study in 2013 that specifically recommended a 3- lane section at various segments of the corridor. Additional dedicated turn lanes are also recommended at critical intersections. R20 Widening to 6-lanes is requested on SR 207 from I-95 to SR 312 This is a high volume and high speed corridor with recent residential and non-residential developments along both sides of SR 207. Traffic volume has reached capacity of the existing 4-lane facility. St Johns County is requesting funding for design and construction for expansion to 6- lane. R21 A feasibility study is being requested for a new road and interchange with I-95 on Big Oak Road from US 1 to I-95 to provide an easier, more direct access for those traveling to and from the St. Augustine-St. Johns Airport to I-95. R22 The request is to develop plans to provide a commuter rail service between downtown Jacksonville and St. Augustine.

Project Project Description I.D.

L1 The South Dixie Highway project limits are from SR 207 to King Street. The Project improvements entail replacement of underground utilities (water and sewer), stormwater conveyance system, stormwater water quality structures and the implementation of complete street principles for the corridor. L2 Request construction funding for drainage improvements on King Street between San Sebastian River and Avenida Menendez. Project includes improvements to storm drainage and roadway reconstruction incorporating complete street principles focused on a multimodal way. L3 The Ponte Vedra/Palm Valley Traffic Study completed in 2017 recommends interim improvements at the Palm Valley Rd/Mickler Rd intersection/roundabout. The Study suggested that the existing roundabout will not accommodate future traffic. Public Works is currently evaluating this intersection to assess other design concepts to address future traffic conditions. L4 The Ponte Vedra/Palm Valley Traffic Study completed in 2017 recommends interim improvements at the Palm Valley Rd/Roscoe Blvd/Vilano Bridge intersection. This intersection may be warranted for signalization. St Johns County is currently evaluating this intersection for potential improvements; however, funding may not be sufficient. L5 The sidewalk on US 1 from San Sebastian View to SR 16 is only partially complete. To increase pedestrian connectivity, St Johns County is requesting funds to complete the sidewalk on both sides to San Sebastian View. Along US 1 from SR 207 to CR 5A (Old Moultrie), there is a sidewalk only on the west side. The County is requesting funding to install a sidewalk on the east side of US 1 for better pedestrian connectivity. Design and construction funding is requested for this entire corridor of US-1 from San Sebastian View to CR 5A (Old Moultrie). L6 There is currently a sidewalk on the east side along SR A1A from Treasure Beach Rd. to the Ocean Palms Entrance (San Julian Blvd). To increase connectivity in a heavily used pedestrian corridor, St Johns County is requesting funding to construct a sidewalk or trail facility/multi-purpose path on the west side of SR A1A. This corridor is within SJR2C Loop Trail. L7 The City of St. Augustine requests funding for engineering design and construction of a shared use path on San Marco Ave. from SR 16 to the Bridge of Lions. L8 Sidewalk is currently under construction by FDOT on the east side of US 1, but stops short of IGP. Request is to continue the sidewalk from Stokes Landing Rd to IGP. US 1 at IGP quadrants is currently a developing commercial area with a major grocer, gas stations, restaurants, etc. L9 Currently there are no pedestrian pathways on this portion of SR 312. Local residents are requesting sidewalks for pedestrian safety. There is a sizable townhouse/apartment area just west of SR A1A in need of pedestrian connectivity. L10 Develop plans and reconstruct this corridor utilizing complete street principles focused on a multimodal way with pedestrian safety and connectivity in mind. This corridor is within SJR2C Loop Trail area adopted by resolution. OVERVIEW The North Florida Transportation Planning Organization (North Florida TPO) Transportation Improvement Program (TIP) for Fiscal Years 2020/2021 through 2025/2026 begins with preparing a "List of Priority Projects" to be used in developing the Florida Department of Transportation's (FDOT) Tentative Five Year Work Program. The "List of Priority Projects” identifies potential projects to be funded in the new fifth year (2025/2026) of the FDOT Work Program. However, by creating the Strategic Intermodal System (SIS) and the Transportation Regional Incentive Program (TRIP) in Florida, the “List of Priority Projects” now includes potential projects to be funded in other years of the FDOT Work Program under the SIS and TRIP programs. The "List of Priority Projects" includes a prioritized listing of state highway, mass transit, aviation, intermodal, and Transportation Alternative Program (TAP) and Transportation Regional Incentive Program (TRIP) projects and was approved by the North Florida TPO Board June 14, 2018.

The North Florida TPO expects all projects currently programmed in the FDOT Work Program to advance to the next development phase. This will ensure that implementing the 3-C planning process (continuing, cooperative, and comprehensive) in the North Florida TPO area is being implemented, as required by federal and state statutes. If FDOT cannot complete the programmed phase and advance the project to the next logical phase, it is incumbent that the agency provides an explanation to the North Florida TPO.

The St. Johns County Transportation Advisory Group (TAG) annual meeting to prioritize roadway and FDOT transportation alternatives fund projects for submission to the Board of County Commissioners has been scheduled for Friday, November 20, 2020, at 10:00 A.M . These project priorities will be submitted to the North Florida TPO, which is then forwarded to the FDOT District 2 offices for consideration in their Five Year Work Program (FY 2022/23 – 2026/2027).

The meeting will be held in Conference Room 1 on the 1st Floor of the St. Johns County Permit Center, 4040 Lewis Speedway, St. Augustine. In addition, for those who do not wish to attend in person, a Zoom meetin g option will be set up so that you can attend virtually.

The 2020 approved projects and rankings for FY 2021/2022 – 2025/2026 are attached. Any additional information and/or updates regarding these projects, or new projects should be submitted to our offi ce

1 three weeks prior to the meeting (October 30, 3020); and the proposed lists will be distributed to the group two weeks prior to the meeting (November 6, 2020).

This meeting is intended for coordinated staff evaluation and ranking of projects within St. Johns County, City of St. Augustine, and the City of St. Augustine Beach, which will then be presented to the St. Johns County Board of County Commissioners for approval at a public meeting, and subsequent submission to the TPO and FDOT for consideration.

Participation from each department and agency is very important. If you are unable to attend, please send an appropriate representative.

Jan, Here are some comments I have received to date re TRAILS, (“Alternatives”) priorities to be sent to the state; specifically for the “Vilano Trail” which was sent via a Sun Trail Funding application as “A1A Multi-Use Trail”. The Feasibility study for the trail done was for "A1A San Marco to Mickler’s Landing". The City does not seem to be mentioned separately, except San Marco Avenue south , unless that is included under River to Sea. I sent a copy to Reuben Franklin and Xavier Pellicer of the City’s Mobility Program. See Paul Haydt’s comments. Thanks for your dilligent efforts to get this together.

The St. Johns County Transportation Advisory Group (TAG) Annual Meeting The St. Johns County Transportation Advisory Group (TAG) annual meeting to prioritize roadway and FDOT transportation alternatives fund projects for submission to the Board of County Commissioners has been scheduled for Friday, November 20, 2020, at 10:00 A.M. These project priorities will be submitted to the North Florida TPO, which is then forwarded to the FDOT District 2 offices for consideration in their Five Year Work Program (FY 2022/23 – 2026/2027). The meeting will be held in Conference Room 1 on the 1st Floor of the St. Johns County Permit Center, 4040 Lewis Speedway, St. Augustine. I suggest that all trail components identified as part of the national East Coast Greenway be designated as such to indicate the importance and connectivity to other priority trail segments ex. Vilano Trail - East Coast Greenway

In the same way trail segments along the State Priority St Johns River to Sea Loop should also be recognized and tracked as such.

It is concerning to me that the western alternative to the Vilano Trail is identified as the St Johns River to Sea Loop Connector and is the third ranked County priority project while the downtown St Augustine connector to the Vilano Trail is not on the County Priority list at all.

>> Of all the trails in the County the downtown St Augustine trail segments identified in the adopted St Augustine Mobility Plan is by far the most important in terms of numbers of users, DOT recognized safety concerns, hotels and businesses, desired economic growth and the successful development of designated "Trail Town" concept in Vilano Beach . It is an important omission to not recognize the downtown St Augustine trail segment as a priority effort as it is a key component of all three of the major trail efforts in St Johns County: the East Coast Greenway, St Johns River to Sea Loop and the Vilano Trail.

Adding the downtown St Augustine Connector trail segment to the St Johns County MPO Multi Use Trail Network priority list will provide clarity, continuity and direction to the County's outstanding regional multi-use Trail Network initiative.

Looking at the list I’m wondering if “Vilano Trail” is now the name for the multi-use trail project? More recently it has been called “First Coast Greenway”. Whichever works best to push this project forward is fine with me, but we probably should all be using one consistent name, so as to not confuse anyone going forward. (Support for 2021 SUN Trail funding is an item that has also been proposed for Civic Roundtable legislative priority list.)

As you know, the recognition of the order of prioritization to be submitted to the North Florida TPO is critical for purposes of getting a FDOT project funded.

IDENTIFICATION OF THE TRAILS

1. Called: VILANO TRAIL for this meeting’s review.

2. Called: A1A MULTI-USE TRAIL for submitted application for possible Sun Trail funding.

3. Called: FIRST COAST GREENWAY by North Shores Improvement Association Group. “First Coast” is a designation that goes beyond just San Marco to Mickler and would encompass the other three trails listed.

4. Location for Area covered in the final Feasibility Study: SAN MARCO AVENUE to MICKLER BLVD

5. “VILANO TRAIL” needs to be identified to be part of the national East Coast Greenway and now with an OGT official designation as a Florida Trail Town.

6. RIVER to SEA TRAIL is still listed as Number one priority.

7. Other three Trails other than “Vilano Trail” (San Marco Ave to Mickler via A1A) on the Proposed Ranking List are “P.V. Trail “(SJR loop to Mickler Blvd), “Palm Valley RD to Mickler” (ICW to SR A1A), “North A1A Trail” (Mickler to Duval County line)

RELATIONSHIP TO CITY MOBILITY PLAN

1 1. The important Integration of City mobility plans are not separately listed. Is it part of River to Sea Loop?

2. Downtown segments will have a proportionately large group of users and economic impact.

3. I sat in on meetings with Reuben Franklin which concluded the decision was NOT to go directly to the May Street intersection at San Marco, but to turn onto Magnolia Avenue past the Fountain o Youth entrance (historical significance), go South to the end of Magnolia and then go west to San Marco.

This meeting is intended for coordinated staff evaluation and ranking of projects within St. Johns County, City of St. Augustine, and the City of St. Augustine Beach, which will then be presented to the St. Johns County Board of County Commissioners for ap proval at a public meeting, and subsequent submission to the TPO and FDOT for consideration.
