Some topics covered were; library service to American /Miens* school libraries and media centers, public librettos, federal financial support, the pros andcons of a national' network,4finencial needsof libraries at the local lows), academic and presearch library needs, cooperative efforts of libraries, problems of rpral library service, state library services, medical libraries, in'terlibrery loans, services to the blind and aged, and Ithe 'education of librarians. BEST COPV fi;;;tili1311 A SURVEY OF LIBRARY SEVCES AVAILABLE TO NAVAJO PEOPLE ON THE NAVAJO INDIAN RESERVATION A Research Paper by Margaret Wood Graduate School of Librarianship University of Denver Auguitg1973 UJ 116 BEST Conolurion COPYAVAILABLE There is a need for all types of informationservices on the Navajo Reservation.More materials, more staff and longer hours of service, and specialoutreach programs are needed in existing library facilities.Distances people must travel to cattsfy their informational, educational,recreational and cul- tural requirements must bereduced. Existing services need to change their focus in orderto deal with students and establishing them as libraryusers and adults in meeting problems ofcareer development, health and otherpriority concerns of thearea. (26,4) From examining state library laws and theextent to which the, state libraries fulfilltheir duties, it can be concluded that they are almost entirelymeeting their legal obligations. But certa4ly it cannot be concludedthat the Navajo peopleare receiving adequate libraryservice. To. support the services needed, a steadysource of.funds is needed and possiblyrespon- sibility can be attachedto the Federal Government. "...the history of services to the Indiansin the Southwest has been one of federaljurisdiction with little localrespon- sibility or federal, support.''unfortunately, no special federal money ha's been earmarked for public libraryprojects or materials for the Indians." (7,3) Navajo Indiansipayno local_ or state property tax, no state BEST COPY AVAILABLE 117 V or local sales tax and asof March 27, 1973, Navajos in Arizona pay no state income tax. This Supreme Court decision may even- tually apply.to some states presently levying incometax on Indian citizens. The fact that the Indian populationsin these states are not paying taxes may alg4 affect the amount ofor- vices received from the state governments, Navajos do, however, pay federal income tax and most local ser.c.sts and education funding for them comes from the FederalGov, -nment. /- The above taxation situation is very similar to the Cana- dian Indian bands and reservations. Canadian Indian bands began expressing interest in having libraries in the 1960's,many developing volunteer librarieson their °Wu. As a result of this interest, Saskatchewan's provincial librarr and the Indian- Eskimo Association approached the Department of IndianAffairs and Northern Development,(Imparable to theU. S. Bureau of In- dian Affairs) with facts and figures abut librariesin relation to Canadian Indians. This presentation of facts showed that In- diana did make use of community libraries and thatIndian bands had made numerous requesti- for informationon establishing com- munity libraries and joining regional librarysystems. (40:38.39) In March, 1967, the Department of Indian Affairs and Nor- them Development made provisions for librarygrants amounting to $1.00 and later $1.50 per capita.from Grants to Bands Funds." (19s49) Also a library consultant was added to the Department staff. To get these funds, the individual Indian band must show 11E1 BEST COPY AVAICABLE initiative in establishing libra;service, must match wants with at least 10$ per capita and must establish,aworking ar- rangement with a larger library system. Federal library,grants and band contributions take the place of localtax funds availa- ble in other communities and allow triballibraries to join systems on an equal basis. (19:49) ,$ It is conceivable thatthe above fundingprogram could be initiated inthe U. S., for thebenefit of Navajo Inhiansc and all Indians in the U. C. 20036, Dear Mr. Burkhardt: This letter is written in response to your invitation to submit by August 2 written testimony for the New England Hearing on Optober 3 of the National. Commission on Libraries and Information Science. I am deeply concerned that many potential users of information are deprived of t4e library materials and services which they should have. In terms of effectiveness and cost benefit analysis, the following situations should be vividly portrayed. 1. A very significant number of Vermont children do not receive pre- first grade educational experiences.This is especially true in the smaller communities. Here, attempts to meet the need through parent- child h e education programs face.a startlingly barren situation of "book fane" in this age of such delightfUl materials for the very young. He is a place vhere some vell -.placed dollars can work o prevent, through laying the foundation for education, potential ater illiteracy, frusti-ations and poverty. 2. We need funds for school libraries and-media center.Here are facts from Vermont: a. There are 351relementary schools in Vermont, of which according to data from our School Library Consultant, 72% have inadequate book collections, 93% have inadequatespace, 79% have inadequate audio-visual collections, and 95% do not have fully qualified librarians. b. The position at the School Library/Media Consultant is entirely Federally funded. if no further Federal funds are available for FY 75, the position is in jeopardy because the State budget is stretched to the breaking point.
