Snitcel (pronounced sneakwith) is Senćoten for the place of the blue grouse, a special place to Wsáneć [Saanich] First Nations communities. This traditional territory was utilized for hunting, fishing, shellfish gathering, and sacred ceremony and was historically considered a safe settlement during winter months. The project reported in this chapter grew out of an authentic ecological restoration effort led by a not-for-profit agency that attempted to restore native aquatic plants in a small bay in the Salish Sea. The restoration extended into native terrestrial plants in the surrounding park lands of the bay, which borders a world-renown botanical tourist attraction. This authentic science, technology, society, and environment setting served as the context for a community-based, ethnobotanical program that involved internships for first nations people; it also provided opportunities to border-cross between TEKW and western science and to build leadership capacity. The program increased the capacity of first nations youth to enter science-related careers—both traditional indigenous and western science—and increased understanding of how traditional knowledge has been and is presently used in the place of the blue grouse. This chapter describes the evolution of the program, some of its challenges, and its significance in the larger community. Advancing Indigenous Australia through knowledge engagement Far more needs to be demanded of service deliverers and people responsible for interacting with Indigenous communities to facilitate cultural understanding, according to a Northern Territory academic. Charles Darwin University Professor of Governance, Don Fuller has co-authored a paper illustrating the need for two-way knowledge engagement between Indigenous and non-Indigenous Australians. 1 Published in the Journal of Social and Economic Policy, “Aboriginal Economic and Human Development in the Northern Territory of Australia: A Clash of Non-Indigenous Beliefs”, has been co-authored with Scott Holmes, Jeremy Buultjens and CDU’s Susan Bandias. Professor Fuller said raising the living standards of Indigenous Australians, especially in Northern Territory remote communities, was one of the major challenges facing Australia today. “There are a large number of people living in communities typified by conditions of poverty, poor health, high crime, alcoholism and other forms of substance abuse,” he said. “Research suggests that welfare payments have placed many Indigenous Australians in a poverty trap undermining culturally acceptable norms of behaviour and traditional values and relationships within Indigenous communities.” Professor Fuller said it was necessary that Indigenous people be seen as more than just “clients” by public and private deliverers of goods and services. “Those who deal with Indigenous communities should be chosen because they are interested in Indigenous people and have empathy and a willingness to learn and understand Indigenous values, cultural practices and understandings,” he said. “There needs to be a heightened preparedness to be involved in ‘two –way’ cultural understandings, shared knowledge and communication,- across the range of employment, sporting, social and cultural activities regarded as important by both Indigenous and non-Indigenous Australians.” Professor Fuller said he believed the task required far more organisational and individual intellectual commitment, interest, involvement and understanding than was occurring presently. (http://ext.cdu.edu.au/newsroom/a/2010/Pages/110214-AdvancingIndigenousAust.aspx) BIITE, CDU agree on Indigenous education hub Higher education opportunities for Aboriginal and Torres Strait Islander people will take a major step forward this week when the Northern Territory's leaders in Indigenous education sign a landmark agreement. Batchelor Institute for Indigenous Tertiary Education (BIITE) and Charles Darwin University (CDU) will sign the Australian Centre for Indigenous Knowledge and Education (ACIKE) Establishment and Governance Agreement at a ceremony on BIITE's Batchelor campus. The Centre, which is being built on CDU's Casuarina campus, will be co-managed and run by CDU and BIITE staff and will house state-of-the-art instructional, research, teaching and computer facilities. The Centre is scheduled for completion in mid 2012. CDU Vice-Chancellor, Professor Barney Glover said the Centre would significantly expand Indigenous education in the NT. "The Centre will increase the capacity of CDU and BIITE to deliver positive outcomes to Indigenous communities and the Higher Education sector in areas relating to Indigenous knowledge and education," Professor Glover said. The Centre will be responsible for teaching and research in the multi-disciplinary fields of Indigenous knowledges and other general disciplines including nursing, education and arts at both undergraduate and postgraduate levels. 2 BIITE Director, Adrian Mitchell said the new ACIKE facility will be a valuable additional resource for Batchelor Institute staff and students. “We look forward to working closely with Charles Darwin University and building on the existing strengths of both organisations,” he said. “The new facility will enable us to jointly put in place a wider range of delivery options and services to support the successful participation of Aboriginal and Torres Strait Islander in higher education, particularly in the areas of health, education and Indigenous Knowledges.” (http://ext.cdu.edu.au/newsroom/a/2010/Pages/110322-BIITE,CDU.aspx) INDIGENOUS ASTRONOMY Australian Aboriginal Astronomy Project The Australian Aboriginal Astronomy Project, centred within the Department of Indigenous Studies (Warawara) at Macquarie University, is a collaboration of academics and Indigenous Elders that are researching the astronomical knowledge and traditions of Indigenous Australians. I have started a blog on Aboriginal Astronomy, which I will update about once a week, covering our latest research, educational material, information about upcoming talks, meetings and events, and general knowledge on the subject. Our work is rigorous and we are in close collaboration with Indigenous Elders and communities. It has been sometime since I have been able to update my site due to work and other commitments. As a New Year's resolution I vowed to finally get back to work maintaining this website. This site is dedicated to the many indigenous cultures of our world. This site has a focus on 'ethnoastronomy', which concerns itself with the cultural aspects of astronomy and how the world's various groups perceive the night sky. The major aim of this website is to share with you some of the diverse stellar lore from around the world with a particular focus on the night sky of Indigenous Australians. Many of us live in cities or countries that now have excessive light pollution and pollution in general, so the skies are not as clear as say 5,000 years ago. However, many us still watch the nightly ballet of stars above and ponder about the celestial majesty displayed before us. The STARLORE website is maintained by Paul Curnow. The Boorong Night Sky and Stellarium Alex Cherney and John Morieson Stellarium is a free planetarium program for a computer. It shows a relatively realistic sky as seen with the naked eye, binoculars or a telescope. It has multiple sky cultures - the constellations from the traditions of Polynesian, Inuit,

    Ngiya: Talk the Law – Volume 1 THE PROMISE OF REGIONAL GOVERNANCE FOR ABORIGINAL AND TORRES STRAIT ISLANDER COMMUNITIES1 ALEX REILLY∗, LARISSA BEHRENDT∗∗, RUTH McCAUSLAND∗∗∗ and MARK McMILLAN∗∗∗∗ The national interest requires a new relationship with Aboriginal and Torres Strait Islander people. There can be no relationship without partnership. There can be no partnership without participation.2 From the time the Whitlam Government introduced ‘self-determination’ as its policy framework for Aboriginal and Torres Strait Islander people, there have been many legislative versions of what this means in practice. This debate about how Indigenous people’s interests and needs can be best represented in legislation has re-emerged after the Federal Government’s announcement of the abolition of ATSIC and its Regional Councils.3 Both Indigenous peoples and governments continue to struggle with the question of representation in the context of policy formulation, funding arrangements, accountability, regulation, service delivery and Indigenous peoples’ human rights. Regional governance for Aboriginal and Torres Strait Islander people is often proposed as a means of addressing disadvantage and disempowerment, and as better reflecting the priorities and aspirations of Indigenous communities than national or state-based structures. In addition, there is also a need for practitioners to be aware of the history surrounding white engagement with Aboriginal communities and their cultures. Indeed, the Australian Association of Social Workers (AASW) acknowledges the importance of social workers practising cultural safety. Engendering knowledge of cultural safety for social work students is the opportunity to listen and talk with Aboriginal people who have experienced the destructive impacts of colonisation and the subsequent disruption to family and community. This article discusses the use of field experiences within a Masters of Social Work (Qualifying) Program (MSW) as an educational method aimed at increasing student awareness of contemporary Aboriginal issues and how to practice effectively and within a culturally safe manner. Mobile technologies have become an integral part of daily life in con- temporary society thanks to the pervasiveness of smartphones and tablet devices. Over the past 30 years these technologies have evolved beyond their original mandate by permeating diverse social segments across the world. Many cultural heritage projects have adopted mobile technologies to catalogue and document culture and history. However, limited research has examined the potential of us- ing mobile technologies as a mechanism to preserve and promote Indigenous cul- tural heritage. This work-in-progress paper outlines three distinct areas for the design and development of mobile technologies for Indigenous cultural heritage. We outline these as: (1) Establishing the notion of ‘digital land rights’ which asserts the rights of Indigenous people to a safe online space that they control; (2) Co-designing with a diverse group of Indigenous communities to build mean- ingful mobile experiences; and, (3) Documenting traditions within their unique context to preserve and promote Indigenous cultural history.     Putting Down Roots Belonging and the Politics of Settlement on Norfolk Island Mitchell Kenneth Low B.A. (Hons) University of Western Australia, 2004 This thesis is presented for the degree of Doctor of Philosophy of The University of Western Australia School of Social Sciences (Anthropology and Sociology) 2012 Abstract In this thesis I theorise emergent nativeness and the political significance of resettlement among the descendants of the mutineers of the Bounty in the Australian external territory of Norfolk Island (South Pacific). Norfolk Islanders are a group of Anglo-Polynesian descendants who trace their ancestry to unions between the mutineers of the HMAV Bounty and Tahitian women. Norfolk Islanders’ ancestors were resettled from their home of Pitcairn Island to the decommissioned, vacant, penal settlement of Norfolk Island in 1856. Since this date, members of the Norfolk community have remained at odds with state officials from Britain and Australia over the exact nature of their occupancy of Norfolk Island. This fundamental contestation over the Island’s past is the basis of ongoing struggles over recognition, Island autonomy and territoriality, and belonging. Using a combination of qualitative research conducted on Norfolk Island and extensive historical and archival research, I present an ethnography of belonging among a highly emplaced island population. One of the central problems in conceptualising Norfolk Islanders’ assertions of belonging is that Norfolk Islanders not only claim Norfolk as a homeland, but members of this community have at times declared themselves the indigenous people of the Island. With respect to recent anthropological theorisations of indigeneity as relationally and historically constituted, I consider the extent to which concepts such as ‘native’ and ‘indigenous’ may be applicable to descendants of historical migrants.

    AUSTRALIA AND THE PACIFIC: THE AMBIVALENT PLACE OF PACIFIC PEOPLES WITHIN CONTEMPORARY AUSTRALIA Scott William Mackay, BA (Hons), BSc July 2018 Submitted in total fulfilment of the requirements for the degree of Doctor of Philosophy Australian Indigenous Studies Program School of Culture and Communication The University of Melbourne 0000-0002-5889 – Abstract – My thesis examines the places (real and symbolic) accorded to Pacific peoples within the historical production of an Australian nation and in the imaginary of Australian nationalism. It demonstrates how these places reflect and inform the ways in which Australia engages with the Pacific region, and the extent to which Australia considers itself a part of or apart from the Pacific. While acknowledging the important historical and contemporary differences between the New Zealand and Australian contexts, I deploy theoretical concepts and methods developed within the established field of New Zealand- centred Pacific Studies to identify and analyse what is occurring in the much less studied Australian-Pacific context. In contrast to official Australian discourse, the experiences of Pacific people in Australia are differentiated from those of other migrant communities because of: first, Australia’s colonial and neo-colonial histories of control over Pacific land and people; and second, Pacific peoples' important and unique kinships with Aboriginal Australians. Crucially the thesis emphasises the significant diversity (both cultural and national) of the Pacific experience in Australia. My argument is advanced first by a historicisation of Australia’s formal engagements with Pacific people, detailing intersecting narratives of their migration to Australia and Australia’s colonial and neo- colonial engagements within the Pacific region.

Traditional Aboriginal Australian cultures include a significant astronomical component, perpetuated through oral tradition and ceremony. This knowledge has practical navigational and calendrical functions, and in some cases extends to a deep understanding of the motion of objects in the sky. Here we explore whether this astronomical tradition is reflected in the rock art of Aboriginal Australians. We find several plaUSible examples of depictions of astronomical figures and symbols, and also evidence that astronomical observations were used to set out stone arrangements. With these exceptions, astronomical themes do not seem to appear as often in rock art as in oral tradition, although it is possible that we are failing to recognise astronomical elements in rock art.     Indigenous Australian Canoes: Questions of Chronology1 Stan Florek Introduction “Perhaps it will be here, at the junction of the world’s greatest ocean and the world’s greatest archipelago, that we will eventually find man’s oldest watercraft” hypothesised Rhys Jones, an eminent Australian archaeologist (Jones 1976:261). I understand and even share his enthusiasm, as Oceania is the region where, for millennia, seafaring and boating of all kinds were an essential part of life for many communities. Man’s oldest watercraft however, is and probably will remain, elusive due to the peculiar nature of the evidence. Occasionally we uncover the most direct records from the past, but the bulk of evidence concerning boating is like a palimpsest of shadows. The oldest watercraft may not be as tangible as we would wish. In Aboriginal Australia the evidence of watercraft, beyond ethnographic records of the 18th and 19th centuries, is rather vague and the reliable chronological markers cannot yet be established. In this article I look at some evidence of Indigenous boat use on the east coast of Australia, in the broader context of Oceania, and pose a few questions about their chronology. The oldest watercraft is a good starting point because it demonstrates the inferential and elusive nature of evidence. Oceania includes part of the Old World – Southeast Asia – to which Homo erectus, an early human, arrived about 1.7 million years ago. It looks as though nothing but a relatively narrow sea channel (35-100 km wide) prevented them from moving further east, across the bio-geographical boundary that separates Southeast Asia from the landmass of Australia and New Guinea.
