    WITHDRAW AND APOLOGISE: A DIACHRONIC STUDY OF UNPARLIAMENTARY LANGUAGE IN THE NEW ZEALAND PARLIAMENT, 1890-1950 BY RUTH GRAHAM A thesis submitted to the Victoria University of Wellington in fulfilment of the requirements for the degree of Doctor of Philosophy in Applied Linguistics Victoria University of Wellington 2016 ii “Parliament, after all, is not a Sunday school; it is a talking-shop; a place of debate”. (Barnard, 1943) iii Abstract This study presents a diachronic analysis of the language ruled to be unparliamentary in the New Zealand Parliament from 1890 to 1950. While unparliamentary language is sometimes referred to as ‘parliamentary insults’ (Ilie, 2001), this study has a wider definition: the language used in a legislative chamber is unparliamentary when it is ruled or signalled by the Speaker as out of order or likely to cause disorder. The user is required to articulate a statement of withdrawal and apology or risk further censure. The analysis uses the Communities of Practice theoretical framework, developed by Wenger (1998) and enhanced with linguistic impoliteness, as defined by Mills (2005) in order to contextualise the use of unparliamentary language within a highly regulated institutional setting. The study identifies and categorises the lexis of unparliamentary language, including a focus on examples that use New Zealand English or te reo Māori. Approximately 2600 examples of unparliamentary language, along with bibliographic, lexical, descriptive and contextual information, were entered into a custom designed relational database. The examples were categorised into three: ‘core concepts’, ‘personal reflections’ and the ‘political environment’, with a number of sub-categories. This revealed a previously unknown category of ‘situation dependent’ unparliamentary language and a creative use of ‘animal reflections’.

II Abstract In 2004, annual Australian viewership of Australian cinema, regularly averaging below 5%, reached an all-time low of 1.3%. Considering Australia ranks among the top nations in both screens and cinema attendance per capita, and that Australians’ biggest cultural consumption is screen products and multi-media equipment, suggests that Australians love cinema, but refrain from watching their own. Why? During its golden period, 1970-1988, Australian cinema was operating under combined private and government investment, and responsible for critical and commercial successes. However, over the past thirty years, 1988-2018, due to the detrimental role of government film agencies played in binding Australian cinema to government funding, Australian films are perceived as under-developed, low budget, and depressing. Out of hundreds of films produced, and investment of billions of dollars, only a dozen managed to recoup their budget. The thesis demonstrates how ‘Australian national cinema’ discourse helped funding bodies consolidate their power. Australian filmmaking is defined by three ongoing and unresolved frictions: one external and two internal. Aware of horrendous histories of Aboriginal murder, dispossession and pitying understanding at the hands of settlers, writers are worried about the effects of raced representation; and are always concerned to identify those texts which might be labelled racist. In order to make such a search meaningful, though, it is necessary to take as axiomatic certain propositions about the functioning of films: that they 'mean' in particular and stable ways, for example; and that sophisticated reading strategies can fully account for the possible ways a film interacts with audiences.

    Whatever Happened to Poor Mr Yate? AN EXERCISE IN VOYEURISM FROM the beginning there were those who were prepared to state openly that the missionary William Yate was the victim of a conspiracy 'black as hell'.1 Since then, the ambiguities surrounding Yate's dismissal in 1837 from the Church Missionary Society have continued to capture the imagination of some of New Zealand's major writers and recently pro- voked some spurious sword play in the pages of Landfall.2 The absence of decisive material in the CMS archives, combined with the problem that Yate, like Oscar Wilde, was accused of a crime considered hardly best suited for drawing-room conversation, contributed to the continuing uncertainty about the whole matter. It was complicated by the fact that Yate himself waged a long and unsuccessful campaign in England to have the allegations against him formally investigated. The CMS refused to. reopen his case, thereby adding to a rapidly swelling list of sympathizers with Yate. His friends believed him innocent and even those with no preconceived views thought that he had been unjustly deprived of an inquiry to which he was entitled. Moreover, he had been cast as yet another victim of Samuel Marsden's inflexible vindictiveness: 'I had no doubt of his Guilt from the first moment I was informed of his Conduct — and no one could Change my mind'.3 Because of the allegations, Yate found himself in an intolerable position: he was not faced with any legal charges, but was for many years prohibited by the Bishop of London from practising in a permanent capacity as a clergyman.4 It was not until 1846, under powerful patronage, that he was able to take up employment as a chaplain to an abandoned chapel for The portrait of the Reverend William Yate (opposite) was painted by C.
