    2008 Human Rights Report: Croatia Page 1 of 24 2008 Human Rights Report: Croatia BUREAU OF DEMOCRACY, HUMAN RIGHTS, AND LABOR 2008 Country Reports on Human Rights Practices February 25, 2009 The Republic of Croatia is a constitutional parliamentary democracy with a population of 4.4 million. Legislative authority is vested in the unicameral Sabor (parliament). The president serves as head of state and commander of the armed forces, cooperating in formulation and execution of foreign policy; he also nominates the prime minister, who leads the government. Domestic and international observers stated that the November 2007 parliamentary elections were in accord with international standards. The government generally respected the human rights of its citizens; however, there were problems in some areas. The judicial system suffered from a case backlog, although courts somewhat reduced the number of unresolved cases awaiting trial. Intimidation of some witnesses in domestic war crimes trials remained a problem. The government made little progress in restituting property nationalized by the Yugoslav communist regime to non- Roman Catholic religious groups. Societal violence and discrimination against ethnic minorities, particularly Serbs and Roma, remained a problem. Violence and discrimination against women continued. Trafficking in persons, violence and discrimination against homosexuals, and discrimination against persons with HIV/AIDS were also reported. RESPECT FOR HUMAN RIGHTS Section 1 Respect for the Integrity of the Person, Including Freedom From: a. Arbitrary or Unlawful Deprivation of Life There were no reports that the government or its agents committed arbitrary or unlawful killings. During the year one mine removal expert and one civilian were killed, and one mine removal experts and two civilians were severely injured.

His most recent publication is “Serbian Jerusalem: Inventing a Holy Land in Europe’s Periphery, 1982- 2019,” Chapter IX, in Nadim N. Rouhana and Nadera Shalhoub-Kevorkian, eds. When Politics Are Sacralized: Comparative Perspectives on Religious Claims and Nationalism (Cambridge University Press, 2020). Perica holds a Ph.D. in history from the University of Minnesota Twin Cities, USA. In the 1970s in former Yugoslavia he was a basketball player, and before the war, a jurist and journalist until coming to America in 1991.

Zlatko Herljević* Kako zastarjelo online izdanje pretvoriti u moderan news portal - studija slučaja Vjesnik.hr Sažetak Iako je online izdanje Vjesnika pokrenuto u listopadu 1998. bilo među prvim izdanjima novina na internetu u Hrvatskoj, nakon nekoliko godina zbog tehnološkog zaostajanja izgubilo je na aktualnosti. Dok su konkurentski portali više puta mijenjali i dizajn i sadržaj te težili objavama u realnom vremenu, Vjesnik online je zbog statičnosti počeo gubiti utrku na tržištu novih medija. Proces revitalizacije, sadržajnih promjena i redizajna onlinea pokrenut je krajem 2007. godine, a novi moderni news portal pojavio se na tržištu 13. ožujka 2011. Podaci govore da su promjene već nakon osam mjeseci rezultirale udvostručenjem posjeta jedinstvenih korisnika kao i znatnim povećanjem vremena koje korisnici provedu na portalu. Uredništvo ima za cilj u doglednoj budućnosti portal pretvoriti u opinion makera hrvatske političke, gospodarske, kulturne i znanstvene scene. Until today no analysis has been conducted on how relevant Croatian institutions monitor the implementation of media laws and by extension the provisions relating to the protection of children’s rights in the media. In this paper we seek to examine complaints of citizens and institutions sent to the Croatian Journalists’ Association (CJA) regarding violations of the CJA Code of Honor as well as reports by the Office of the Ombudsman for Children, the Electronic Media Council and the Croatian Media Coun- cil, regarding complaints about violations of children’s rights in the media in the past five years (2008-2012). We shall not only analyze reports by the Ministry of Internal Affairs and the Office of the Attorney General of the Republic of Croatia, but also analyze and demonstrate whether these institutions have adequately, through which methods and to what extent, responded to the disregard of children’s rights in the media, in line with their legal authorities. Based upon research findings, we offer proposals for the better protection of children’s rights in the media, as well as for the work of institutions that are responsible for supervising the imple- mentation of legal codes and ethical norms.
