Zlatko Herljević* Kako zastarjelo online izdanje pretvoriti u moderan news portal - studija slučaja Vjesnik.hr Sažetak Iako je online izdanje Vjesnika pokrenuto u listopadu 1998. bilo među prvim izdanjima novina na internetu u Hrvatskoj, nakon nekoliko godina zbog tehnološkog zaostajanja izgubilo je na aktualnosti. Dok su konkurentski portali više puta mijenjali i dizajn i sadržaj te težili objavama u realnom vremenu, Vjesnik online je zbog statičnosti počeo gubiti utrku na tržištu novih medija. Proces revitalizacije, sadržajnih promjena i redizajna onlinea pokrenut je krajem 2007. godine, a novi moderni news portal pojavio se na tržištu 13. ožujka 2011. Podaci govore da su promjene već nakon osam mjeseci rezultirale udvostručenjem posjeta jedinstvenih korisnika kao i znatnim povećanjem vremena koje korisnici provedu na portalu. Uredništvo ima za cilj u doglednoj budućnosti portal pretvoriti u opinion makera hrvatske političke, gospodarske, kulturne i znanstvene scene. Milan Radošević istupanje ∑ iznimno teškom i opasnom vremenu, obilježenom dvama ratovima svjetskih razmjera (1914.- Andrej Bader mag.hist. 1918. i 1940./1941.-1945.), evakuacijom i internacijom civilnog pučanstva (1915.-1918.), poratnim diskriminacijama i progonima prema nacionalnom i ideološkom načelu. Možda su upravo te nepravde, KULTURNI okrutnosti i patnje bile povod i poticaj ovim našim znamenitim osobama iz naselja na području općine Medulin za zatomljavanje inače blagog i prilagodljivog KRUG istarskog duha, te za odigravanje svoje životne «role≈ pod svjetlima povijesti. Zacijelo postoje i neki preduvjeti koji su pogodovali i Veliki broj znamenitih i zaslužnih ljudi s prouzročili takav fenomen. Jedan od njih je svakako tako malog područja već na prvi pogled povoljan geografski smještaj općine Medulin. Tu izaziva divljenje mislimo prije svega na blizinu grada Pule, i to ne na njezino vojno-pomorsko značenje, nego na činjenicu da je ona u drugoj polovici XIX. stoljeća izrasla u vrlo moderan veliki grad, koji je između ostalog predstavljao Medulincima i stanovnicima okolnih naselja tržište za ovom ćemo poglavlju prikazati životopise plasiranje radne snage, ali i tržišnih viškova. Email: [email protected] Abstract Most studies of the antibureaucratic revolution have focused on political elites and activists in Serbia, Montenegro, and the autonomous provinces of Vojvodina and Kosovo. Recent scholarship has focused on individual participants, often workers, and takes their agency seriously. Building upon such research, this article explores the antibureaucratic revolution as a particular manifestation of a larger sociocultural process, constitutive of long-term structural changes across the whole of Yugoslavia. An analysis of workplace documents and local newspapers in northwest Croatia demonstrates that antibureaucratic sentiment was not the prerogative of Serbian and Montenegrins but of Yugoslav citizens more generally. Yugoslavs were conditioned by the party-state to be critical of bureaucracy. Workers began to admonish the expansion of administrative positions, which they blamed for their falling living standards. Despite decentralizing and autarkic tendencies in political and economic life in late socialist Yugoslavia, working class discontents (and representations of it) remained remarkably similar across republican boundaries. In Rijeka and its environs, a shift does not occur until in mid-1988. Condemnations of nationalism become more urgent and a skepticism toward the mass protests occurring in Serbia is palpable from this point onward. We are submitting comments only for those MEI sectors in which we have closely monitored projects, namely waste, water supply, wastewater treatment and urban transport. Where possible we refer to projects approved since the current MEI Operations Policy became operational, however we also refer to projects approved before this date if the issues raised do not appear to have been resolved by the 2004 policy. Likewise, whereas the EBRD does not carry out project evaluations of projects where the financing was not finally disbursed, we refer to some such examples here, as we believe they contain valuable lessons learned. Aims of the EBRD’s operations in the MEI sector Before moving on to sector-specific comments, we would like to emphasise the need to evaluate the EBRD’s aims in its MEI investments, not only to measure the investments against the existing aims. As a new sectoral policy will be developed next year, it is imperative to assess whether it should set similar goals to the last one.
