    Die Kanzlerwohnung – Ein Blick hinter die Kulissen Als Bundestag und Bundesregierung noch in Bonn beheimatet waren, wusste so gut wie jeder, wo der amtierende Bundeskanzler wohnt: Im Kanzlerbungalow, den Bundeskanzler Ludwig Erhard 1964 im Park des damaligen Bundeskanzleramts, des Palais Schaumburg, errichten ließ. Sein Vorgänger im Amt, Konrad Adenauer, blieb Zeit seiner Kanzlerschaft in seinem Haus im nahegelegenen Rhöndorf wohnen. Seit dem Umzug unseres Parlaments und eines Großteils der Regierungsbehörden nach Berlin sind mittlerweile gut 15 Jahre vergangen und die ehemalige Dienstwohnung unserer Regierungschefs steht nun interessierten Besuchern am Wochenende zur Besichtigung offen. Und in Berlin, gibt es dort auch eine Kanzlerwohnung? Kurz und knapp, es gibt keine offizielle Unterkunft für den deutschen Bundeskanzler in Berlin. Anfangs war zwar geplant, im Garten des heutigen Bundeskanzleramts auch einen Bungalow im Stil des Bonner Dienstsitzes zu errichten, es fehlte jedoch das nötige Geld, um ihn zu bauen. Seitdem wird die Freifläche vor allem als Hubschrauberlandeplatz für den jeweiligen Bundeskanzler genutzt. Alt-Bundeskanzler Gerhard Schröder entschied sich dazu, während der Arbeitswochen in Berlin in einem extra für ihn als Wohnung eingerichteten Teil des achten Stocks des Kanzleramts zu übernachten. Es war wirklich keine luxuriöse Unterkunft, die dem damaligen Bundeskanzler zur Verfügung stand. Mit insgesamt gerade einmal 28 Quadratmetern, einem Schlafzimmer – in das mit Müh und Not ein Bett hineinpasste –, einem zum Kleiderschrank umfunktionierten Badezimmer und mit an einer Seite der Wohnung spitz zulaufenden Wänden war die Behausung alles andere als komfortabel. Auch die Lage von Küche und Badezimmer trug nicht zur Steigerung des Wohlfühlfaktors bei. Um sie zu erreichen, musste man zuerst zwei große Konferenzräume durchqueren, die die „Wohnung“ in der Mitte teilten.

    Building Bonn: Democracy and the Architecture of Humility by Philipp Nielsen When the West German Chancellor Helmut Schmidt visited the new chancellery in Bonn in 1977, he quipped that it had all the charm of a "cooperative savings bank". The same year, West German President Walter Scheel complained that the entire capital had no coherent architectural and thus political vision; and two years later the Bundestag's president Richard © Bundesarchiv, F044195-0012, Foto: E. Reineke Stücklen remarked that for the people to become emotionally attached to the constitutional order, the government buildings needed to give democracy "a certain splendor".[1] Scheel and Stücklen expressed a view more widely held among West German politicians at the time that the German capital failed to evoke an emotional connection between citizens and government — and to represent adequately the world’s fourth largest economy. The parliamentary Arbeitskreis Bundesbauten established in 1970 was meant to overcome this perceived deficit and provide Bonn with a more coherent architectural message. "Not monumentality" as had been case with the awe inducing buildings of the Third Reich, but the "political, economic, and cultural potential of the state" should be displayed.[2] The provisional and humdrum nature of the Bonn buildings accomplished none of these goals. It seemed lifeless, anodyne and bland. Ironically, the chancellery that Schmidt so deplored was the only fruit of the Arbeitskreis's labor in the 1970s. Considering that the Bundestag's budget committee, with the express mission to control spending, had considerable leverage over the implementation of architectural and urban planning, the austerity of Bonn's buildings seems little surprising.

Originating out of the organic punk scene cultivated in Düsseldorf in 1977, NDW was an ideological evolution of the tenets of West German punk but also a subcultural result of the specter of fascism, the violent student protests of the 68er movement, and the terrorism of the Red Army Faction in the 1970s. From this a unique punk subculture was developed in Düsseldorf which combined art, fashion, and music with the punk ideals of “do-it-yourself”, Anderssein/otherness, and authenticity, to create what became an avant-garde predicated on sonic and fashionable experimentation and which aimed to create a new cultural identity for a despondent German youth in the face of an embarrassing national history and an uneasy socio-political and economic climate in the Federal Republic at the time.

First accounts of what would only be defined as ‘diplomacy’ thousands of years later, can be found from as early on as the 14th century BC in Egypt. Homer’s Iliad and Odyssey, written in the 8th century BC, bear traces of Greek diplomacy. In the 12th century, Byzantium sent out first professional diplomats and in the 15th century the first embassies were set up by Italian city-states during the Renaissance.1 Evidently diplomacy has been applied consistently and in all corners of the world through the ages and thereby become an essential component of international politics. In the process, much like the countries that practiced it, diplomacy has been in flux. Whilst it was often the prerogative of those educated to exercise it, modern diplomats, politicians have not shied away from using it as a means to their ends. That is not to say that foreign policy was once, or ever, made solely by diplomats, but rather that politicians have discovered diplomacy as an effective strategy for themselves.

    Tagefahrt nach Bonn Eine informative Fahrt führte Mitglieder und Europa-Interessierte des Kreisverbandes Limburg am 19. Oktober 2013 nach Bonn. Mit ihren rd. 320.000 Einwohnern war Bonn von 1949 – 1990 Hauptstadt der Bundesre- publik und bis zum Umzug nach Berlin in 1999 Regierungssitz. Die zweistündige Stadtrundfahrt führte durch das Parlaments- und Regierungsviertel und Wohnstraßen mit Häusern im Jugendstil und reich verzierten Fassaden aus dem frühen 20. Jahrhundert. In Bonn tagte der Parlamentarische Rat und erarbeitete 1948 / 1949 das Grundgesetz für die BRD. Nach dem Umzug 1999 / 2000 in die neue Bundeshauptstadt Berlin siedelten sich in den nunmehr leer stehenden Gebäuden zahlreiche Bundesbehörden und große Firmen wie z. B. die Telecom an; Bundespräsident, Bundeskanzler und Bundesrat und acht Bundesministerien wie z. B. Bundesministerium der Finanzen, des Inneren und der Justiz haben hier ihren zweiten Dienstsitz. Nach einem Mittagessen in der Bonner Bun- deskunsthalle führte der Weg der Reisegruppe in die Dahlmannstraße 4. In unmittelbarer Nä- he des ehemaligen Bundeskanzleramtes – heu- te Bundesministerium für wirtschaftliche Zu- sammenarbeit und Entwicklung (BMZ) – und des Palais Schaumburg besichtigte die Reise- gruppe das ehemalige Wohn- und Empfangs- gebäude der Bundeskanzler, den „Kanzlerbun- galow“. In 1963 durch Bundeskanzler Ludwig Erhard in Auftrag gegeben, konnte dieser bereits 1964 den Bungalow beziehen. Die nachfolgenden Bundeskanzler Kurt Georg Kiesinger, Willy Brandt, Helmut Schmidt, Helmut Kohl und für kurze Zeit auch Gerhard Schröder hatten hier ihren Wohnsitz. Nach dem Regierungsumzug nach Berlin in 2001 wurde der Kanzlerbungalow unter Denkmalschutz gestellt. Die Wüstenrot-Stiftung übernahm das Gebäude in 2006 und be- gann mit einer umfassenden Sanierung. In 2009 wurde der Bungalow wieder eröffnet.
