Arts Section Minutes of the Meeting of the Expert Committee held on 14th, 15th,17th and 18th October, 2013 under the Performing Arts Grants Scheme (PAGS). The Expert Committee for the Performing Arts Grants Scheme (PAGS) met on 14th, 15th ,17thand 18th October, 2013 to consider renewal of salary grants to existing grantees and decide on the fresh applications received for salary and production grants under the Scheme, including review of certain past cases, as recommended in the earlier meeting. The meeting was chaired by Smt. Arvind Manjit Singh, Joint Secretary (Culture). A list of Expert members present in the meeting is annexed. 2. On the opening day of the meeting ie. 14th October, inaugurating the meeting, Sh. Sanjeev Mittal, Joint Secretary, introduced himself to the members of Expert Committee and while welcoming the members of the committee informed that the Ministry was putting its best efforts to promote, develop and protect culture of the country. As regards the Performing Arts Grants Scheme(earlier known as the Scheme of Financial Assistance to Professional Groups and Individuals Engaged for Specified Performing Arts Projects; Salary & Production Grants), it was apprised that despite severe financial constraints invoked by the Deptt. Of Expenditure the Ministry had ensured a provision of Rs.48 crores for the Repertory/Production Grants during the current financial year which was in fact higher than the last year’s budgetary provision. 3. Smt. Meena Balimane Sharma, Director, in her capacity as the Member-Secretary of the Expert Committee, thereafter, briefed the members about the salient features of various provisions of the relevant Scheme under which the proposals in question were required to be examined by them before giving their recommendations. -

The creation of two nations, India and Pakistan, was not only a geographical division but also widened the chasm in the hearts of the people. The objective of the paper is to study the cinematic representations of the experiences associated with the partition of India. The cinematic portrayal of fear generated by the partition violence and the terror accompanying it will also be examined. Films dealing with partition have common themes of displacement of thousands of masses from their homelands, being called refugees in their own homeland and their struggle for survival in refugee colonies. They showcase the trauma of fear, violence, personal pain, loss and uprooting from native place. -

India is known for its rich cultural heritage has harnessed the energy of theatrical forms since the inception of its civilization. A rich cultural heritage of almost 3000 years has been the nurturing ground for Theatre and its Folk forms. Emerging after Greek and Roman theatre, Sanskrit theatre closely associated with primordial rituals, is the earliest form of Indian Theatre. Ascribed to Bharat Muni, ‘Natya Sastra or Natyashastra’2 is considered to be the initial and most elaborate treatise on dramaturgy and art of theatre in the world. It gives the detailed account of Indian theatre’s divine origin and expounds Rasa. This text becomes the basis of the classical Sanskrit theatre in India. Sanskrit Theatre was nourished by pre-eminent play-wrights like Bhasa, Kalidasa, Shudraka, Vishakadatta, Bhavabhuti and Harsha.3 This body of works which were sophisticated in its form and thematic content can be equaled in its range and influence with the dramatic yield of other prosperous theatre traditions of the world like ancient Greek theatre and Elizabethan theatre. -

SETTING THE STAGE: A MATERIALIST SEMIOTIC ANALYSIS OF CONTEMPORARY BENGALI GROUP THEATRE FROM KOLKATA, INDIA by ARNAB BANERJI (Under the Direction of Farley Richmond) ABSTRACT This dissertation studies select performance examples from various group theatre companies in Kolkata, India during a fieldwork conducted in Kolkata between August 2012 and July 2013 using the materialist semiotic performance analysis. Research into Bengali group theatre has overlooked the effect of the conditions of production and reception on meaning making in theatre. Extant research focuses on the history of the group theatre, individuals, groups, and the socially conscious and political nature of this theatre. The unique nature of this theatre culture (or any other theatre culture) can only be understood fully if the conditions within which such theatre is produced and received studied along with the performance event itself. This dissertation is an attempt to fill this lacuna in Bengali group theatre scholarship. Materialist semiotic performance analysis serves as the theoretical framework for this study. The materialist semiotic performance analysis is a theoretical tool that examines the theatre event by locating it within definite material conditions of production and reception like organization, funding, training, availability of spaces and the public discourse on theatre. The data presented in this dissertation was gathered in Kolkata using: auto-ethnography, participant observation, sample survey, and archival research. The conditions of production and reception are each examined and presented in isolation followed by case studies. The case studies bring the elements studied in the preceding section together to demonstrate how they function together in a performance event. The studies represent the vast array of theatre in Kolkata and allow the findings from the second part of the dissertation to be tested across a variety of conditions of production and reception. -

Evolution of Street Theatre as a tool of Political Communication Sangita De & Priyam Basu Thakur Abstract In the post Russian Revolution age a distinct form of theatrical performance emerged as a Street Theatre. Street theatre with its political sharpness left a crucial effect among the working class people in many corner of the world with the different political circumstances. In India a paradigm shift from proscenium theatre to the theatre of the streets was initiated by the anti-fascist movement of communist party of India under the canopy of Indian People’s Theatre Association (IPTA). In North India Street theatre was flourished by Jana Natya Manch (JANAM) with the leadership of Safdar Hashmi. Introduction Scholars divided the history of theatre forms into the pre-Christian era and Christian era. Aristotle’s view about the structure of theatre was based on Greek tragedy. According to the scholar Alice Lovelace “He conceived of a theatre to carry the world view and moral values of those in power, investing their language and symbols with authority and acceptance. Leaving the masses (parties to the conflict) to take on the passive role of audience...........The people watch and through the emotions of pity & grief, suffer with him.” Bertolt Brecht expressed strong disagreement with the Aristotelian concept of catharsis. -

It could be claimed that by early 1950s, Bengali cinema’s negotiation of a linguistic and spatial equivalent of ‘disputed’ and ‘lost’ nation led to it trying to constantly spatialize Calcutta, offering several possibilities to reinterpret the metropolar visuality in and of the postcolonial city. Calcutta provided Bengali cinema a habitation, a meta- phor of modernity and a spatial equivalent of a nation. -

The International journal of analytical and experimental modal analysis ISSN NO: 0886-9367 Film and Accountability: Ritwik Ghatak's „Image Discourse' on Bengal's Partition Dr. Sravani Biswas Associate Professor, Department of English Tezpur University Napaam, Tezpur: 784028, Assam Email: [email protected] Mobile: +91 8638750574 Title: Film and Accountability: Ritwik Ghatak's „Image Discourse' on Bengal's Partition Abstract: The objective of the paper is to closely examine Ritwik Ghatak‟s film Subarnarekha, to analyse the partition-discourse that forms the centre of his directorial consciousness. The paper addresses Ghatak‟s narration in terms of film semiotics. Two more films of Ghatak have been cited for further illustration. It is observed that the river Subarnarekha (Golden Streak) is the leitmotif of moral degeneration undergone by the refugees. It is a unique and bold take on the historical tragedy which had naturally led to filmic depictions of the refugees as victims. Ghatak steps beyond the cliché in a soul searching venture to identify why this partition continues to inflict decadence. The dislocated refugees resist any paradigm shift. Romantic nostalgia turns them blind to all the ingrained social and moral weaknesses that had, in the past, led to the Partition. In order to keep alive the past, they carry the germs, which, in hostile conditions erupt to destroy. The camera goes on searching for the river Subarnarekha which, most of the time remains invisible. It comes back with all its life only when the story reaches that point of possible paradigm shift, which Ghatak had envisioned for the refugees. -

He was a librarian, a learned librarian, who looked out on the teeming city of Calcutta from the perspective of Roman antiquity and Victorian morality. Before him, spread out on a table, lay a huge sheet of paper divided into sixteen columns. Behind him, in endless rows of shelves, were books, a huge harvest of books from Bengal in the year 1879. Lawler’s job was to fill in the columns. The first columns posed no problem. They organized the information required for the registration of new books; and their printed headings conformed to Act XXV of the Governor General of India in Council for 1867: language of text, author, subject, place of printing and publication, name of printer and publisher, date of publication, number of pages, format, edition, pressrun, printing by movable type or lithography, price, owner of copyright. -

It suggests that though the dis tinctions between modernity, modernization, and modernism are particularly complicated in the case of India, they remain crucial to a historical understanding of the ‘modern’ in all its senses. The article argues that the characteristic feature of Indian modernism in In dia is that it is manifestly social and historical rather than a hypostasis of the new as in the West. It contends that modernisms in India are deeply implicated in the construction of a secular national identity at home in the world, and in this respect answer a historical need to fashion a style for the modern as it is locally experienced. Keywords: modernism, India, modernization, modernity, national identity, hypostasis THE distinctions between modernity, modernization, and modernism are particularly com plicated in the case of India, but remain crucial to a historical understanding of the ‘mod ern’ in all its senses. Modernity, as a social and intellectual project, and modernization, as its means, are associated with the influence in India of Europe and of Enlightenment ra tionality from the eighteenth century onwards. Modernism, as an aesthetic, is far more limited in period and scope. Nevertheless, just as recent cultural criticism has proposed the existence of ‘alternative modernities’1 not native to the West, so too our attention has been drawn to ‘alternative modernisms’, or ‘modernisms at large’.2 The question of peri odicity, as of location, is complicated by the historical fact that modernism as an aesthetic was simultaneously restricted and elitist, and international and democratic. -

Cinefan 2006 By Ron Holloway Fall 2006 Issue of KINEMA CINEFAN NEW DELHI FESTIVAL 2006 When I asked an informed critic for an opinion as to which was the most important film festival in India today, he named Osian’s Cinefan in a close tie with the Trivandrum International Film Festival - with the caveat, of course, that Cinefan in New Delhi primarily presents Asian cinema, while Trivandrum (aka Triruvananthapuram, to use the official name) in Kerala opens its doors wide to international film fare.As for the long-running International Film Festival in India (IFFI), a government-sponsored affair based in Goa for the past couple of years, I was told that it ranked third at best, although a larger attendance was recorded last year. In other words, Goa, a resort city populated mostly by tourists from home and abroad, has had to work hard to attract a movie-mad Indian public from across the country. Two other festivals were also thrown into the melee: Kolkata (Calcutta) and Mumbai (Bombay), both feeding upon major production centres with long traditions for supporting auteur directors. Some other Indian film festivals were named in passing - the Mumbai International Festival of Documentaries, Shorts, and Animation Films, for instance. And there’s also a growing film festival in Pune, where the country’s National Film Archive and National Film School are located. Under the tireless leadership of Osian’s Neville Tuli (founder-chairman) and Cinefan’s Aruna Vasudev (founder-director), the 8th Osian’s Cinefan Festival of Asian Cinema in New Delhi (14-23 July 2006) set new standards of Asian cinema excellence.
