He graduated from Istanbul University Faculty of Law. He earned two master’s degrees on International Relations from Fletcher School of Law and Diplomacy in Boston. He earned his PhD degree from Istanbul University Faculty of Letters. He lectured in Robert College in 1961-1967. He served as a professor of history at Ankara University Faculty of Political Sciences until his retirement in 2004. Akşin has many articles published in different newspapers and journals. He is also the author of several books including Turkey, from Empire to Revolutionary Republic: The Emergence of the Turkish Nation from 1789 to Present; Jön Türkler ve İttihat ve Terrakki (Young Turks and the Committee of Union and Progress) and Essays in Ottoman-Turkish Political History. Tal BUENOS is currently a PhD candidate in Political Science at the University of Utah. He has a Master's degree in Theological Studies from Harvard Divinity School, and a Bachelor of Arts degree in Jewish Philosophy from Tel Aviv University. Tal's main focus is on the relations between international politics and the genocide discourse. His research interests include American foreign policy, British imperialism, conflict between Armenians and Turks, international relations theory, multiculturalism, postcolonialism, and racism. Tal has published articles in Turkish and Israeli newspapers such as Daily Zaman, Hurriyet Daily News, Daily Sabah, and the Jerusalem Post. Sadi ÇAYCI is a professor of international law at Başkent University. He is also the Vice Dean of the Faculty of Law and the Director of the Baskent University Center for Strategic Research. He teaches courses on European Unon Law, National Security, Law of Rules of Engagement and Basic Legal Concepts. Previously, he served as a military judge (askeri hakim) in the Turkish Armed Forces (1975-2004), and Advisor of International Law at Ankara based think-tank Eurasia Strategic Research Center (ASAM) (2004-2008). Sevtap DEMİRCİ is a lecturer at Boğaziçi University Ataturk Institute. She graduated from Marmara University Faculty of Political Sciences and earned a master’s degree

My name is Andre Altherr and I’ll be your Crisis Director for the Cabinet of Armenia: 1920 committee. I’m from New York City and am currently a Second Year at the University of Chicago majoring in History and Political Science. Despite once having a social life, I now spend my free-time on much tamer activities like reading 800-page books on Armenian history, reading 900-page books on Central European history, and relaxing with the best of Stephen King and 20th century sci-fi anthologies. When not reading, I enjoy hiking, watching Frasier, and trying to catch up on much needed sleep. I’ve helped run and participated in numerous Model UN conferences in both college and high school, and I believe that this activity has the potential to hone public speaking, develop your creativity and critical thinking, and ignite interest in new fields. Lizotte University of Washington Abstract The Geopolitics of Laïcité in a Multicultural Age: French Secularism, Educational Policy and the Spatial Management of Difference Christopher A. Lizotte Chair of the Supervisory Committee: Professor Katharyne Mitchell Geography I examine a package of educational reforms enacted following the January 2015 attacks in and around Paris, most notably directed at the offices of the satirical publication Charlie Hebdo. These interventions, known collectively as the “Great Mobilization for the Republic’s Values”, represent the latest in a string of educational attempts meant to reinvigorate a sense of national pride among immigrant-descended youth – especially Muslim – in France’s unique form of state secularism, laïcité. While ostensibly meant to apply equally across the nationalized French school system, in practice La Grande Mobilisation has been largely enacted in schools located in urban spaces of racialized difference thought to be “at risk” of anti-republican behavior. Through my work, I show that practitioners exercise their own power by subverting and adapting geopolitical discourses running through educational laïcité – notably global security, women’s rights, and communalism – are nuanced by school-based practitioners, who interpret state directives in the light of their institutional knowledge and responsiveness to the social and economic profiles of their student populations.
