Jackson School of International Studies 1 © Copyright 2020 Tasha Duberstein 2 University of Washington Abstract At the Nexus of Nationalism and Islamism: Seyyid Ahmet Arvasi and the Intellectual History of Conservative Nationalism Tasha Duberstein Chair of the Supervisory Committee: Selim Sırrı Kuru Department of Near Eastern Languages and Civilizations This paper offers an analysis of the work of Seyyid Ahmet Arvasi (1932-1988); a highly influential yet understudied ultranationalist intellectual, whose synthesis of Turkish nationalism and Islamism provided the ideological framework for the current Islamist-nationalist ruling alliance in Turkish politics. A prolific author, poet, scholar, and propagandist, Arvasi's Türk-İslam Ülküsü (Turkish-Islamic Ideal) was integral to the formulation of conservative nationalism; a form of cultural and religious nationalism which frames national and religious identity as indivisible and mutually constitutive. However, despite Arvasi's significant contribution to the evolution of conservative nationalism, he remains a relatively obscure intellectual outside of ultranationalist circles, and his work is largely ignored in contemporary histories of political ideology. This study reexamines Ahmet Arvasi's work in tandem with the inception of conservative nationalism and the ascendancy of extremist politics, and concludes that his ideological legacy was fundamental to the consolidation of a right-wing bloc perennially represented by Islamists and nationalists. -

Lizotte Chair of the Supervisory Committee: Professor Katharyne Mitchell Geography I examine a package of educational reforms enacted following the January 2015 attacks in and around Paris, most notably directed at the offices of the satirical publication Charlie Hebdo. These interventions, known collectively as the “Great Mobilization for the Republic’s Values”, represent the latest in a string of educational attempts meant to reinvigorate a sense of national pride among immigrant-descended youth – especially Muslim – in France’s unique form of state secularism, laïcité. While ostensibly meant to apply equally across the nationalized French school system, in practice La Grande Mobilisation has been largely enacted in schools located in urban spaces of racialized difference thought to be “at risk” of anti-republican behavior. Through my work, I show that practitioners exercise their own power by subverting and adapting geopolitical discourses running through educational laïcité – notably global security, women’s rights, and communalism – are nuanced by school-based practitioners, who interpret state directives in the light of their institutional knowledge and responsiveness to the social and economic profiles of their student populations. -

PIERLUIGI DA PALESTRINA" [I CAGLIAR02] 1. Introduction The GEO project (Galata Electroacoustic Orchestra) is inspired by the historical relations between Genova and Istanbul. The general objectives of GEO IP is: 1) to found the Galata Electroacoustic Orchestra, a small group orchestra based on an idea of live collective composition; 2) to merge of the Western Classical tradition of score- based music and the Improvisational techniques, in particular of Turkish Maqam Music. As the dialogue between the three Countries (Turkey, Spain and Italy) involved in the IP is an important objective for GEO, we adopted the sealing map ( portolano ) as a guide metaphor for the project (when a ship docks, the goods – in our case: the musical products – from one country are unloaded and goods from another country are loaded). IPC–MERCATOR POLICY BRIEF June 2021 GERMAN EXTERNAL CULTURAL AND EDUCATIONAL POLICIES IN TURKEY: COOPERATION AS EQUAL PARTNERS? Elena Dück Executive Summary This policy brief analyzes German External Cultural and Educational Policies (GECEP) in Turkey. It focuses on the successful implementation of “fair cooperation,” based on the self-proclaimed goal of reciprocal cooperation and encounters as equals rather than a hierarchical donor–recipient relationship. It is based on an analysis of the activities of the German Cultural Academy Tarabya, the German-Turkish Youthbridge, German Schools in Turkey, and the Turkish-German University (TAU). The analysis is enriched by interviews with representatives of German institutions in Turkey as well as students of the TAU. The guiding questions of this policy brief examine the long-term orientation of the activities and to what extent the parties are able to implement the goal of cooperation between equal partners. It addresses the most pressing issues of GECEP in Turkey and closes with examples of best practices and recommendations to further strengthen cooperation between Germany and Turkey in the field of culture and education. As a result of the hunt for and capture of those responsible for the terrorist attacks on “WJanuary 7th—the siege on Charlie Hebdo—and January 8th in Montrouge, French citizens, political leaders (except the Front National) and around 50 heads of state and government took part in the enormous republican marches organised in Paris and throughout France to commemorate the death of the victims but equally and, above all, to send out a message of national unity in the face of the danger con- fronting France. But with the investigation still underway, this message of unity is already beginning to disintegrate and give way to political agendas and public debate on the whys and wherefores of this carnage. So, for how long will France still be Charlie? If 2014 ended with the idea of Suicide Français, the title and theme of essayist and journalist Eric Zemmour’s book, 2015 has begun with the most deadly attack on French soil in more than a century and a half. By way of response, close to four million people marched on French streets on Sunday 11th January, the largest mo- bilisation in France since the liberation. Could this be a French surge in response to the so-called French suicide? As with all tragic events of this type, the emotion is soon followed by the debate on who is to blame and the lessons to be learned. -
