These helped shape the ideas, principles and objectives that guide me today and give meaning to my actions in the public sphere. In the beginning, environmentalism did not exist for us, in Acre; it was a struggle for a way of living and producing that had the forest at its center, the provider, a presence we could not do without for reasons ranging from the cultural-emotional to the economic. Only later did the awareness of being part of something much larger arrive. Larger than our “colocações” (area assigned to rubber tappers in the forest for living and producing); larger than Acre, than the Amazon; larger than Brazil. It was the size of the world. In this period, of about 25 years, it was as if our little canoe—coming from a river of predictable waters, with its known margins and meanders—had suddenly been thrust into the sea. A place where one is frailer, where one is almost nothing in the face of unknown risks and where the eye can only see vastness, not the limits. A place where one needs navigation instruments far more than in the river. It is interesting that today, having covered so much sea, I see that my navigation instruments are basically those given to me by Acre and the forest; that is, the understanding that there is no such thing as separate social and environmental struggles. What exists is a conception of the 11 ANDRÉ ARANHA CORRÊA DO LAGO world in which production, the quality of people’s lives and the natural environment must be inseparable, generating a new vision of public ethics. In this sense, I find myself—and my challenges – in Andre’s thesis (now book). This is the direction to which we must row: that of describing, analyzing and unveiling complex processes involving the environmental issue without losing the wealth of the interactions and various meanings of this complexity, and thus consistently informing public action, be it of the individual, communities, or nations. It is a thesis in which knowledge builds an immediate bridge to reality and is concerned with answers. I would even say—looking back at an old motto in a new light— that this is a committed work, not from the point of view of demarcating an ideology, but from a perspective that we could call active intellectual citizenship. The author is present in his analyses; without losing academic rigor, he makes his ethics and his choices clear. He concerns himself with his own time and includes himself as an agent. Besides its obvious contribution to the knowledge of fundamental processes for the future of our country and the world, the work has important characteristics: it is direct and does not yield to the temptation of being exclusive and elitist through words, expanding access to the reading and understanding of complex themes. This is no small feat, for many times extraordinary works are lacking in a minimal effort to communicate, which is a good indication of a democratic spirit. André makes a great academic and political contribution by covering the period of the most significant milestones in the world’s multilateral approach to the environmental issue—particularly the Stockholm, Rio de Janeiro and Johannesburg Conferences. He uncovers the themes, concepts, scenarios, negotiations, power games and trends that make up this issue in a global setting with strong repercussions for Brazil, the country most identified with the Environment in the world. 12 FOREWORD Brazil’s role – its decisive action and leadership to ensure that the treatment of the environment is associated to the issue of development, is addressed in a competent and critical manner; as is the role of the Ministry of External Relations in the formulation and expression of Brazilian positions and its progressive interaction with other sectors of the government and civil society, especially after the Rio Conference and the creation of the Ministry of the Environment. By invoking the looming presence of a graver, more insidious threat the rhetoric of the lesser evil legitimizes fascist violence against dissidents and vulnerable populations. Through an analysis of texts by fascist philosopher Giovanni Gentile and his Brazilian counterpart Miguel Reale, I reveal that the rhetoric of the lesser evil is a constitutive part of fascist discourse and that in Italy and Brazil this aspect of fascist doctrine met a favorable combination of subjective and objective conditions which has allowed it to thrive within democratic structures.

Como se tornou uma das referências sobre o período de ditadura militar, ainda era procurado por estudantes e pesquisadores. A preparação do filme de Bruno Barreto, baseado no livro, aumentou a curiosidade em torno do texto, criando mais uma razão para reeditá-lo, com ligeiras alterações. As principais mudanças foram inspiradas pelas críticas do próprio embaixador Charles Burke Elbrick, que fez anotações no seu exemplar. Elbrick não entendeu como pude escrever que ele foi levemente golpeado na cabeça e desenhou vários pontos de inter- rogação nessa página do livro. Decidi adotar sua ótica e retirar a expressão para que o leitor tenha uma ideia mais precisa da intensidade do golpe. Registro também, pela primeia vez, a autoria do manifesto divulgado durante o sequestro do embaixador. O texto é de Franklin Martins, o que não consignei em fins de 79 quando escrevi o livro.

Post, Co-Chair Professor Ruth B. Collier, Co-Chair This research addresses the decentralization of policy making. Much of the literature argues that decentralization is more efficient because local policy makers are more responsive to local demands than are national policy makers. However, I find that centralization often provides greater environmental policy effectiveness. While both national and subnational tiers of government must weigh economic growth against environmental goals, the balance of these conflicting goals is different for subnational than for national governments. Through an empirical analysis of the location, type, and degree of implementation of federal and state conservation units (unidades de conservação, or UC) in Brazil, I argue that political incentives to establish more or less strict types of conservation units differ across levels of government due to the character and political influence of local economic interests. Two key variables explain variation in conservation unit types: the tier of government – national or subnational – enacting a conservation unit, and the type of industry present where a conservation unit is proposed, as well as the importance of that industry in the economy of the state.

    FROM BRAZIL TO SWEDEN TO BRAZIL: GENDER TROUBLE IN FERNANDO GABEIRA DO BRASIL À SUÉCIA E DE VOLTA AO BRASIL: PROBLEMA DE GÊNERO EM FERNANDO GABEIRA DÁRIO BORIM JR.* ABSTRACT: In light of Judith Butler’s insight, including her theories of gender trouble and performativity, this article investigates Brazilian journalist and activist Fernando Gabeira’s trajectory against machismo, homophobia, and gender presumptions. That trajectory spans his formative years (1940s and 1950s), armed resistance to the military dictatorship (1960s), activism during exile, mostly in Sweden (1970-1979), and another 35 years of sociopolitical engagement, after his return to Brazil. Key to this essay’s central inquiry are Gabeira’s thoughts and experiences in his autobiographical trilogy (1979-1981). KEYWORDS: Butler, Gabeira, homophobia, identity, gender trouble. RESUMO: Sob a luz de alguns conceitos de Judith Butler, inclusive as teorias sobre problema de gênero e performatividade, investiga-se a trajetória do jornalista e ativista Fernando Gabeira contra o machismo, a homofobia e as presunções de gêneros. Tal trajetória percorre os anos de formação (décadas de 1940 e 1950), a resistência armada à ditadura militar (década de 1960), o ativismo no exílio, principalmente na Suécia (1970-1979), e os posteriores 35 anos de engajamento político, após o retorno ao Brasil. O questionamento central recai sobre sua trilogia autobiográfica (1979-1981). Hess, Advisor This historical investigation of United States-Yugoslav relations during the last two decades of Josip Broz Tito’s thirty-five-year presidency makes a contribution to understanding the formation and execution of American policy toward Yugoslavia. An examination of the Kennedy, Johnson, Nixon, Ford, and Carter Administrations dealings with a nonaligned and socialist Yugoslavia shows that the United States during the height of the Cold War could maintain good relations with a Communist state to uphold a wedge in the Soviet Bloc and to preserve regional geo-strategic balance. The Yugoslav communists managed to deal imaginatively and successfully with the shifts in the focus of American policy from Kennedy’s “Grand Design,” Johnson’s “building bridges” appeal, Nixon’s personal diplomacy, to Carter’s focus on the human rights. Despite its domestic problems that involved political infighting and purges, experimentations with the market economy, and the resurgence of nationalism, Yugoslavia pursued a surprisingly independent foreign policy and maintained leadership of the international nonaligned movement that created a competing ideology to challenge the established spheres of influence of the two superpowers.
