Display of tender Documents (through website) : From 04/09//2015 to 10/09/2015 (Tender Documents can be downloaded from our website www.easterncoal.gov.in ) (In case of tender documents obtained by downloading from website, cost of tender documents shall have to be deposited by the tenderer in the form of Demand Draft (not refundable) drawn in favour of “Eastern Coalfields Limited, Area-V” on any scheduled Bank payable at State Bank Of India at Raniganj in a separate envelope. Tenderer shall be solely responsible for the correctness of the downloaded tender documents. Submission of incomplete downloaded tender documents will be rejected). The company shall not be responsible for any delay/difficulties /in-accessibility of the downloading facility for any reason what so ever. The downloading facility shall be available during the period of sale of tender paper as stated above. 4. Date & Time of Submission : 12/09/2015 (From 10:00 am to 1:00 pm) 5. Place of submission of Tender : At Office of the Manager, Madhabpur Colliery. 6. Date & Time of Opening : 12/09/2015 at 3:00 pm At Office of the Manager, Madhabpur Colliery. (If the office happens to be closed on date of opening the tender will be opened on next working day at same time and venue). 7. Cost of tender documents should be paid in cash which is non-refundable. 8. The bidders will be required to submit an ‘Under-taking’ that they will accept the tender documents as available in the website and their tender shall be rejected if tempering in the tendering documents is found to be done at the time of opening of tender. 9. The Bank Draft towards the cost of tender documents (Application fee and the under taking of the tenderer) shall be submitted in a separate envelope marked “Cost of tender document and the under taking” not with Part-1/EMD. 10. In case of any discrepancy between the tender documents down loaded from the website and the master copy available in the office the letter shall prevail and will be binding on the tenderers. Earnest Money It should be deposited in the form of demand draft drawn in favour of “ Eastern Coalfields Limited, Area-V” on any Nationalized Bank payable at State Bank of India, Raniganj , Dist. Burdwan (W.B.) and the same should be submitted in a separate envelope marking “Earnest Money”. No tenderer shall be considered unless accompanied by the said earnest money. 12. Tender box at respective submission office will be opened on 12/09/2015 at 3:00 pm. Only for recording the number of tenders received at the respective places in presence of intending tenderers or their authorized representative. 13. Eligibility Criteria a) Experience of having successfully completed (not less than 75% of the contract values) for similar type of works during last seven years ending on March’2015 should be either of the following: i) Three similar completed work’s each costing not less than 40% of tender amount. OR ii) Two similar completed work’s each costing not less than 50% of tender amount. OR iii) One similar completed work’s each costing not less than 80% of tender amount. (Similar nature of works means Underground works.) b) Average annual financial turn over during last three year i.e. 2012-2013, 2013-2014 & 2014-2015 ending on March’2015 should be at least 30% of the estimated cost. Either of the following documents will be considered valid for considering financial turn over:- Audited Balance sheet or Form 16A or Form 18 (The West Bengal Value Added Tax rules 2005) or Details statement of contractual (Civil) works done duly certified by AFM of Kajora Area or Any other Area of E.C.L/H.Q or Any PSU or Govt. Establishment. c) Fulfillment of eligibility criteria is to be supported with documentary evidence. Only such bidders who meet the above eligibility criteria and have submitted latest and valid PAN Card, Status details of the Firm (Copy of partnership deed/memorandum of association and article of association in case of limited company), EPF/CMPF Registration (if applicable), Service Tax registration certificate and VAT registration certificate. Audited balance sheet (if required) and earnest money shall qualify for opening of part-II of the tender i.e. Price bid. All such documents shall be authenticated before submission and original shall be produce for verification as and when required. In addition to this the intending tenderers has to submit Bank A/C No. , Name of Bank, Branch. d) Declaration should be given by the Tenderers in Non Judicial stamp paper or their own Letter head pad for the following: - i. That the entire document submitted along with this tender is genuine, authentic, true and valid. ii. That the firm has not been banned/delisted/blacklisted any time by the State Govt. or Central Govt. or PSUs. iii. That they or their partners do not have any relatives working in ECL. iv. That in case of any information or document is found to be false/incorrect, department may cancel his tender and action has deemed fit may taken against him. 14. The contractor/contractors shall make necessary payments of the provident fund for the workmen’s employed by him for the work as per laws prevailing under provision of CMPF and deposit the same along with employer’s contribution (contractor’s share) to the respective CMPF / EPF Office and to submit statutory return under intimation to principle employee. 15. ECL would not be liable for any compensation due to stoppage of change in a cope of work due to local disturbances, change in Govt. policies, law and any other of judicial obstruction of delay by any outside documents/agencies. 16. The tenderers should visit the site of the work before offering their tenders. Other details are available in the tender documents. 17. No conditional tender will be accepted. 18. ECL reserves the right to accepts or rejects any or all the tenders without assigning any reason what so ever. No documents will be issued or received by post. Ch. (ECL), but where the surface rights belong to others, are Sripur area, Sodepur area, Salanpur area, Satgram area, Kenda area, Kunustoria area, Bankola area and Kajora area. ii) In Jharia coal belt, areas of illegal mining activities are Barora, Govindpur, Katras, Sijua, Kusunda, Kustore, Bastacolla, Lodna, E.J. area, W.J. area and C.V. area. The following reasons are attributable to the menace of illegal coal mining: a) Socio-Economic−unemployment, poverty; b) Administrative−innumerable small pockets spread over vast coalfield area; c) Geological − easy access to coal with very low cover; d) Economic − demand from end-users, willing to pay good price; e) Legal action against offenders-time consuming; and f) Landlessness/marginal land holding.
