Although City Hall is currently closed to the public, FedEx, UPS, and the USPS will be given access to the building to deliver mail/packages to the Procurement Office. If vendors choose to hand deliver proposals, they can come to the main entrance to City Hall at 900 Church St. and call the Procurement Office directly at 434-455-3970 Monday – Friday from 8:30 a.m. to 5:00 p.m. A Procurement Office staff member will physically respond to the main entrance to receive the proposals and time stamp them at that time. It is the sole responsibility for the Bidder/Offeror to ensure their bid/proposals are time stamped prior to the deadline for submission. Please allow additional time to ensure this is done. As always, late bids/proposals will not be considered. Project Description: The Randolph and Savoy Interceptor Replacement project included the installation of approximately 1,400 feet of 8-inch through 12-inch sanitary sewer pipe. The new sewer will be installed in an area along the Blackwater Creek Trail near Randolph Place. The project also includes the installation of two 30-inch steel casings, erosion and sediment control measures, storm structures, and other appurtenances in support of the replacement project. The project duration will be 365 days. An Optional Virtual Pre-Bid Conference will be held at 11:00 a.m., December 1, 2020. There will be a “Virtual Pre-Bid Conference” link on the City’s website at: www.lynchburgva.gov/current- solicitations so that the public can click on and participate in the proceedings via a smartphone or laptop. The undersigned, having visited and examined the site and having carefully studied all the Contract Documents, including without limitation, all drawings and specifications pertaining to " Randolph and Savoy Interceptor Replacement " for the City of Lynchburg, Virginia, hereby proposes to furnish all labor, equipment, materials, and services and to perform all operations necessary to execute and complete the Work required for the project, in strict accordance with the Contract Documents, The City of Lynchburg Manual of Specifications and Standard Details, latest edition, and , together with Addenda numbered through ______ issued during bidding period and hereby acknowledged, subject to the terms and conditions of the Construction Agreement for the sum of: $ DOLLARS ($ ), which shall be referred to hereinafter as the Base Bid. It is understood and agreed that the Owner, in protecting its best interests, reserves the right to reject any or all bids or waive any defects. Any changes, erasures, modifications, deletions in the bid form, or alternate proposals not specified in the Advertisement for Bids may make the bid irregular and subject to rejection. Contractors will indicate a unit price for each item listed below. If the Construction Agreement is for a lump sum price, unless clearly and specifically indicated otherwise in the Contract Documents, all unit prices only apply to changes in the Work. The listed bid items are to contain all necessary costs required for completion of the Work in accordance with the Contract Documents. If the Construction Agreement is for unit prices and not for a lump sum price, it is understood that all quantities listed on the following pages are estimated quantities, and the Owner reserves the right to raise, lower, or eliminate any quantity or item, and in any case, the unit prices shall be used in determining partial and final payment. It is further understood that costs to cover all components of the Work as described in the Contract Documents are included in this bid, even in cases where specific line items are not identified. We are properly equipped to execute all work of the character and extent required by the Contract Documents, and we will enter into the Construction Agreement for the execution and completion of the Work in accordance with the Contract Documents; and we further agree that, if awarded the Construction Agreement, we will commence the Work on the date stated in the "Notice to Proceed" and will maintain a work force large enough to execute the Work and all obligations no later than the completion date stated in the Contract Documents.     Lexical semantics and syntax: commercial transactions reanalyzed Lexical semantics and syntax: commercial transactions reanalyzed 1 Richard Hudson University College London 1 This paper arose out of an attempt to revise an earlier paper on the same list of verbs, Hudson 2008a. In preparing it I have benefited greatly from comments on earlier versions from a number of colleagues, in particular Nik Gisborne. 1 Lexical semantics and syntax: commercial transactions reanalyzed Abstract The paper addresses the general theoretical question of how arbitrary syntax is, and more specifically, to what extent a word’s syntactic valency may be predicted from its meaning. It argues that syntax is at least largely predictable given an analysis of meaning which pays due attention to the full cognitive structure which ‘frames’ each word’s meaning. The theoretical background includes Fillmore’s ‘frame semantics’, but the argument is based on a new analysis of the so-called ‘commercial transaction’ verbs BUY, SELL, PAY, CHARGE, SPEND and COST. In 1976, Fillmore claimed that these six verbs shares a single frame, in spite of the considerable syntactic differences among them such as their choice of prepositions and the options for passivization and omission. After re-analysis, it turns out that all of these syntactic differences can be explained as the regular syntactic pattern of a semantically coherent group of verbs to which the verb in question belongs. The methodological point of the paper is that semantic analysis should be guided by syntactic details as well as by careful structural analysis of the meaning. The main theoretical point is that the analysis requires a very flexible network analysis in which relations, both semantic and syntactic, can be created freely, rather than one which assumes a small and fixed universal set of relations; a subsidiary point is the benefit of being able to assume multiple default inheritance.
