4. APPROVAL OF MINUTES To approve the minutes of the Annual Meeting of the Council held on 4 December 2017.

5. FINANCE 1) To receive a financial report tabled by the Clerk. 2) To consider changes to the ‘work from home’ expense rate paid to clerks. 3) To approve and note payments tabled by the Clerk.

6. PLANNING 1) Notices of Decision To receive any notices of decision on planning applications received from ERYC. 2) Planning Applications To consider and determine what comments to make on the following:

a. 17/04092/PLF - Retention of in-site access, hardstanding, store (transport container) and lambing shed (portacabin) – Land north of Sands Top Cemetery, North Newbald b. 17/04178/CLE – Certificate of lawfulness for continued use of land from agricultural to a motocross track used for motorsports – Monckton, High Hunsley Road, Newbald c. Any other applications received between the publishing of this agenda and the meeting which the Clerk has not been able to negotiate an extension for. 3) Parish Council Comments on Planning Applications To consider who will attend a meeting of Parish Councils on 18 January 2018 at 7.30pm to discuss ERYC’s handling of comments received about planning applications. 4) Tree felling at Property on Road To consider whether planning permission should have been sought for the felling of trees at a property on South Newbald Road and take action if considered appropriate. 5) Consultation on the East Riding Local Plan Draft Sustainability Scoping Report To consider whether to comment on the draft report - available to view at www.eastriding.gov.uk/sa- sea. (Note the report makes reference to the Becksies and the Clerk has requested further information from the YWT).

7. PLAYING FIELD GRASS CUTTING 1) To consider what percentage of the 2017 grass cutting cost to charge to the NPFA. 2) To consider whether to give the responsibility for finding and paying for a grass cutting contractor back to NPFA.

8. FUTURE MEETING VENUE FOR NPC To consider options in light of a decision by Council to charge NPC for the use of the school from April 2018.

9. STREET NAME BANK To consider a letter from the Address Management Team at ERYC requesting that NP C submits potential street names to ERYC’s name bank for the parish of Newbald. In the event of a new street being created in the parish, ERYC will select one of the names.

10. ST. NICHOLAS’ CHURCH 1) To consider notification from Revd Bushy that the PCC intends to put a base for a flag pole alongside the footpath at the east side of the church. 2) To consider whether a schedule of works should be introduced for work in the churchyard. 3) To consider whether to provide further support to the Church with its fundraising.

11. CEMETERY 1) To consider amending the cemetery regulations to allow slightly wider memorials as standard. 2) To consider further details about the decorative arch at the entrance to the cemetery (if received). 3) To consider options for a Garden of Remembrance or conversion of the brick building into a place to house memorial plaques. 4) To consider a quote for removing the ivy at the back of the brick building (if received in time).

12. DRINKING LITTER ON TRUNDLEGATE To consider whether to take any action following a report of excessive vodka bottles littering Trundlegate.

13. CAMPAIGN AGAINST COLD CALLING To consider anything further required to facilitate the setting up of a cold calling zone on Galegate.

14. SUPERFAST BROADBAND ROLLOUT To considers any new developments (if any).

15. VILLAGE HALL To hear an update and consider any other matters arising in relation to the Village Hall.

16. VILLAGE SIGNS To consider any further information regarding creating stone entrance signs for the village.

17. SAFETY INSPECTION REPORTS To consider any quotes received to carry out the work highlighted by the reports.

18. PARISH TRANSPORT To consider any further developments in relation to this, including a request from Sancton Parish Council to work with them on developing public transport solutions in the area.

19. TRAFFIC AND PARKING To consider feedback and suggestions received following NPC’s Traffic & Parking Supplement to the December 2017 Newsletter.

20. VANDALISM IN NEWBALD To hear feedback about the spate of vandalism reported in Newbald late last year.

21. ERYC COUNCILLORS - To receive any information from ERYC Rural Ward Members.

22. INFORMATION EXCHANGE Councillors to have opportunity to provide information to other Councillors on any issue. Note NO decisions can be made under this agenda item.

23. CORRESPONDENCE To consider and, where appropriate, take action on the following: 1) Invitation for nominations for the Chairman’s Awards 2018 – letter dated 30 November 2017 from the Chairman of the Council inviting NPC to submit nominations for individuals, companies and organisations in our Parish in recognition of their achievements towards enhancing the well- being of the area in which they work and live 2) East Riding Neighbourhood Watch Newsletter – December 2017 – email received from Community and Crime Reduction Resilience Officer for East Riding Council on 22 December 2017 3) Community Public Access Defibrillators (CPADs) – opportunity to obtain another defibrillator at a reduced rate – email received 22 December 2017 from the Community Defibrillation Officer, Yorkshire Ambulance Service NHS Trust 4) Request for funding for Dove House Hospice – letter dated 8 December 2017 received from the Fundraising Coordinator, Dove House Hospice. During 2017, the hospice cared for 16 individuals from the Parish of Newbald 5) Yorkshire Wolds Way Latest News – newsletter created by the National Trails Officer, National Trails (nationaltrail.co.uk).
