Introduction Background The purpose of this report is to provide an evidence base for the hot food takeaway policy in the emerging Local Plan. This report summarises the policy context and evidence which has informed the council’s decision to regulate takeaways through the planning system. It forms part of Doncaster Council’s wider strategic approach in promoting a healthy environment and addressing health concerns of the population, particularly with respect to obesity, in the borough. Over recent years, a whole systems approach to obesity and the benefits of healthy eating have attracted attention nationally and have highlighted the role that local authorities have in seeking positive solutions. This is outlined in the Healthy People, Healthy Places briefing Obesity and the Environment: Regulating the Growth of Fast Food Outlets (PHE 2014) where local authorities are urged to utilise the range of legislation and policy at their disposal to create places where people are supported to maintain a healthy weight. The existing planning policy on hot food takeaways is a Unitary Development Plan Policy (SH14). This existing policy focuses on managing environmental impacts such as noise, traffic, odour and refuse and protecting the amenity of nearby residents. It also has regard to the number and location of existing hot food takeaways and the cumulative effect of problems created as such. This and other development plan policies do not consider the health impacts associated with restaurants, drinking establishments and hot food takeaways.

GENERAL DESCRIPTION OF THE AREA 1.1 Physical process level 1.1.1 Classification One of the youngest natural coastlines of England is the Holderness Coast, a 61 km long stretch of low glacial drift cliffs 3m to 35m in height. The Holderness coast stretches from Flamborough Head in the north to Spurn Head in the south. The Holderness coast mainly exists of soft glacial drift cliffs, which have been cut back up to 200 m in the last century. On the softer sediment, the crumbling cliffs are fronted by beach-mantled abrasion ramps that decline gradually to a smoothed sea floor. The Holderness coast is a macro-tidal coast, according to the scoping study the classification of the coast is: 2. Soft rock coasts High and low glacial sea cliffs 1.1.2 Geology About a million years ago the Yorkshire coastline was a line of chalk cliffs almost 32 km west of where it now is. During the Pleistocene Ice Age (18,000 years ago) deposits of glacial till (soft boulder clay) were built up against these cliffs to form the new coastline. This, when combined with the potential to secure a signifi cant increase in biomass from the region’s under-managed woodlands, gives us a unique opportunity to help continue our move to a low U Rudie Humphrey carbon economy through the use of renewable energy. The development of the Woodfuel Strategy (launched in 2005) was seen as a key step in taking forwards the opportunities that woodfuel across the region presents. This fi rst regional directory is a manifestation of this. Its aim is to reinforce the links in the woodfuel supply chain in order to ensure consistent and effective delivery on the ground. The priorities are drawn from the already agreed regional ‘Vision for Biomass’ – connecting suppliers with producers was one of its key objectives. The Forestry Commission now seeks to build on the work of the South Yorkshire Woodfuel cluster and the supply chain development programme; the Wood Energy Co-ordinator recruitment in the White Rose Forest; and Yorkshire Woodfuels co-ordinated by Yorwoods. We are grateful to all of these partners and the Biomass Energy Centre who have proved vital in the development of this directory.
