Yorkshire and The Humber is a diverse and varied “region with a long history of power generation and solid fuel installations, previously based on the region’s coal resource.

This, when combined with the potential to secure a signifi cant increase in biomass from the region’s under-managed woodlands,

gives us a unique opportunity to help continue our move to a low U Rudie Humphrey carbon economy through the use of renewable energy.

The development of the Woodfuel Strategy (launched in 2005) was seen as a key step in taking forwards the opportunities that woodfuel across the region presents. This fi rst regional directory is a manifestation of this.

Its aim is to reinforce the links in the woodfuel supply chain in order to ensure consistent and effective delivery on the ground. The priorities are drawn from the already agreed regional ‘Vision for Biomass’ – connecting suppliers with producers was one of its key objectives.

The Forestry Commission now seeks to build on the work of the South Yorkshire Woodfuel cluster and the supply chain development programme; the Wood Energy Co-ordinator recruitment in the White Rose Forest; and Yorkshire Woodfuels co-ordinated by Yorwoods. We are grateful to all of these partners and the Biomass Energy Centre who have proved vital in the development of this directory.

Yorkshire & The Humber Woodfuel Directory 2011 www.forestry.gov.uk/yhwoodfuel Contents 5 Regional Activity on Woodfuel f © Earlswood Services Yorkshire & The Humber has 92,082Ha of woodland, 6% of the region’s total land cover, 19,847Ha are currently under the management of the Forestry Commission and the remaining 70,280Ha are under private or local authority ownership. Many of these woodlands, around 50%, are currently undermanaged or un-managed, and could supply in the order of 150,000 Oven Dry Tonnes (ODT) of material per annum to the local woodfuel market.

These woodlands have the potential to develop the market, giving the region a great opportunity to bring them back into management with the associated improvements in biodiversity this would create. Wood and other sources of biomass have an important contribution to make to our future energy needs. Climate change is a reality and using woodfuel will help reduce our reliance on burning fossil fuels. New markets for woodfuel will help to create and maintain rural jobs as well as contribute to the sustainable management of our woodlands.

The Woodfuel Strategy for England The Forestry Commission – through 'A Woodfuel Strategy for England' – is working to facilitate an increase of two million tonnes (2mt) of wood used each year as a biomass fuel by 2020. The focus is on community users and small businesses, utilising wood from currently under-managed woodlands for local heat generation in modern, effi cient appliances.

Regional Activity The Forestry Commission is currently working with regional partners

such as CO2Sense, South Yorkshire Forest Partnership, White Rose Forest and Yorwoods to help deliver about 50,000m3 extra to the woodfuel market regionally. The Forestry Commission has helped to produce a series of strategic guidance documents. These include; 'The Vision for Biomass' and the 'Regional Forest Strategy' which together guide the region’s long term direction. BEC aims to draw together information from existing sources into one easy to use service based around a website and an information enquiry service to UK individuals, companies, local authorities and other UK organisations.

BEC focus on the various biomass fuel types that are commercially available or being researched. It provides information on fuel processing and supply chains, currently with an emphasis on woodfuel and heat production. BEC provide information to anyone in the UK with an interest in biomass-derived solid, liquid, gaseous fuels and associated conversion technologies.

BEC Supplier Listings BEC run a registration service to assist current and prospective users of woodfuel appliances to locate potential suppliers of suitable fuel. There is, however, no implied recommendation or endorsement by BEC or the Forestry Commission of any supplier listed. Energy Supply Companies (ESCo’s) sell the heat to the customer instead of appliances and/or fuel. They may install, own and maintain the boiler, or may sub-contract some, part or all of the supply. Heat used by the customer is metered, usually as hot water fl ow rate and the temperature difference between the outfl ow and return measured.

ESCo’s become fully responsible for ensuring continuous operation and suitable quality of the fuel supply. Because fuel supply is decoupled from heat supply the ESCo is free to choose the optimum combination of fuel; based on calorifi c value, price, availability and other contractual stipulations such as sustainability. They negotiate for a reliable supply, potentially working with a number of providers. The ESCo will also be responsible for ensuring any maintenance takes place as required and any faults or failures are rectifi ed as soon as possible. This is often to avoid penalty payments, as contracts will usually contain clauses if heat becomes unavailable. The model effectively allows the fi nal user to be ignorant of any practical details of the heating system, even the fact that it uses biomass fuel. It is particularly suited to installations where multiple units are supplied from a single boiler, such as district heating, sites without maintenance staff or large building installations.

There is an estimated 500,000 tonnes of waste wood available in Yorkshire & The Humber (WRAP 2009), and some of this will be available for use as woodfuel depending on what type of wood it is.

In comparison with virgin timber forestry, waste wood tends to have a higher calorifi c value because most processed timber has been kiln dried. Potential sources are local joineries and manufacturers. With an increase in biomass plants however, there is more demand for clean waste wood. Clean waste wood can be burnt in normal biomass boilers. If it is contaminated with halogenated organic compounds or heavy metals (from treatment), it can be only be burnt in a WID (Waste Incineration Directive) approved boiler. One source of information about waste wood is Why Waste (www.whywaste.org.uk) which is a free online waste exchange for business waste in Yorkshire & The Humber. The Acts gave local authorities powers to control emissions of dark smoke, grit, dust and fumes from industrial premises furnaces and to declare 'smoke control areas' in which emissions from domestic properties are banned. Since then, smoke control areas have been introduced in many of our large towns and cities across Yorkshire & The Humber. The implementation of smoke control areas, the increased popularity of natural gas and the changes in the industrial and economic structure of the UK lead to a substantial reduction in concentrations of smoke

and associated levels of sulphur dioxide (SO2) between the 1950s and the present day. These Acts, together with other associated clean air legislation, were repealed and consolidated into the Clean Air Act 1993. The regulations and orders made under this Act provide the current legislative controls. Control of smoke may also help reduce emission of a wide range of other pollutants. Under the Clean Air Act local authorities may declare the whole or part of the district of the authority to be a smoke control area. It is an offence to emit smoke from a chimney of a building, from a furnace or from any fi xed boiler if located in a designated smoke control area. It is also an offence to acquire an 'unauthorised fuel' for use within a smoke control area unless it is used in an 'exempt' appliance ('exempted' from the controls which generally apply in the smoke control area). The current maximum level of fi ne is £1,000 for each offence. Your local authority is responsible for enforcing the legislation in smoke control areas and you can contact them for details of any smoke control areas in your district. They should also have details of the fuels and appliances which may be used in these controlled areas.

The HETAS Registered Solid Biomass Assurance Scheme, provides an opportunity for manufacturers and suppliers of fuels to undertake certifi cation that the fuels they are producing satisfy the relevant European Standards and that they have suffi cient quality measures in place to ensure continued production to those standards.

The fuel supplier can then use a quality mark on their packaging and promotional literature.

Participation in the scheme is based on evidence acceptable to HETAS Ltd: • That the product(s) meets the required standards • That the producer/supplier has staff, processes and systems in place to ensure that the product delivered meets the required standards • Periodic audits of the producer/supplier including testing as appropriate • Compliance with the contract with the certifi cation body for listing and approval including agreement to rectify faults as appropriate

The scheme is open to any company involved in the production and/or supply of biomass products including: • Pellets made from wood and other biomass • Logs / Firewood • Briquettes made from wood and other biomass • Chips made from wood and other biomass
