3. DECLARATIONS OF INTEREST 1) To record declarations of interest by any Member of the Council in respect of the agenda items listed below. Members declaring interests should identify the agenda item and type of interest being declared. 2) To note dispensations given to any Member of the Council in respect of the agenda items listed below.

4. APPROVAL OF MINUTES To approve the minutes of the Council meeting held on 7 June 2021.

5. FINANCE 1) To receive a financial report for the first quarter of the 2021-22 financial year. 2) To note and approve the payments made since the last ordinary Council meeting.

6. PLANNING 1) Notices of Decision To receive any notices of decision on planning applications received from ERYC.

2) To determine what comments to make on the following applications:

a. 21/02336/TCA- CONSERVATION AREA - Fell 1 no. Leylandii tree (1) or crown reduce by 4.8 metres in height and reduce bulk due to excessive shade over the garden and neighbouring properties, is out of scale with the garden and is of low amenity value; Crown reduce 1 no. Holly tree (2) by 4.5 metres in height, remove 1 no. large branch and reduce bulk due to excessive shade over neighbouring property, close proximity to neighbouring property and is out of scale with the garden - Eastwold Cottage 19 Eastwold

b. To determine what comments to make on any planning applications received between the publishing of this agenda and the meeting.

3) To consider any matters arising from the pig farm on Cliffe Road, which received planning permission (20/01149/PLF).

7. SEWAGE LEAKS AND FLOODING 1) To consider any matters pertaining to flooding and sewage leaks. 2) To discuss matters arising from the “West Wolds Slow the Flow” (WWSTF) meetings.

8. SAFETY INSPECTIONS AND GENERAL MAINTENANCE To hear an update about the work coming out of the safety inspections, plus other maintenance matters raised at the June meeting.

9. TRAFFIC CALMING MEASURES AND TACKLING EXCESSIVE PARKING 1) To consider feedback from ERYC in relation to possible traffic calming measures. 2) To determine if we can find enough volunteers to set up a Community Speedwatch scheme. 3) To consider any parking problems.

10. REQUESTS FOR FUNDING To consider requests for funding and help from Newbald Playing Field Association following submission of their financial records.

11. TREES ON THE MIRES To consider the problem of moving some of the recently planted trees on The Mires.

12. YEW TREE ON EASTGATE To consider an update about the very poor state of health of the Yew tree next to Hall Farm, Eastgate.

13. MAINTENANCE WORK ON ROAD To consider quotes for widening the footpath and making the litter bin more accessible. To further discuss flooding issues and overhanging branches, both of which would need to be solved by work on private land.

14. POSSIBILITY OF SHOP IN NEWBALD To consider further where a shop could potentially be sited in Newbald, following the expression of interest in a commercial venture by experienced shop owners.

15. FUTURE PLANS FOR THE CEMETERY To consider whether and how NPC might want to develop the cemetery.

16. FLY TIPPING OF GARDEN WASTE To consider what action could be taken to deter people from fly tipping.

17. CHRISTMAS LIGHTS To hear an update about pricing and fundraising possibilities for mains powered Christmas lights.

18. LITTER PICKING ROLE To consider a request by a Member of the public that NPC could offer paid litter picking roles.

19. MEMORIAL SAFETY To arrange an inspection of the headstones in the cemetery and churchyard to ensure that they are safe.

20. DEFIBRILLATOR TRAINING To hear an update about possible defibrillator training.

21. CONVEX SAFETY MIRROR ON THE MIRES To further discuss this following the opportunity to visit the site.

22. NPFA To receive a progress report.

23. VILLAGE HALL To hear the latest progress report.

24. NYPP To hear the latest progress report.

25. ERYC COUNCILLORS To discuss local matters with ERYC Rural Ward Members.

26. INFORMATION EXCHANGE Councillors to have opportunity to provide information to other Councillors on any issue. Note NO decisions can be made under this agenda item.

27. CORRESPONDENCE To consider the following and respond if felt appropriate:

1) Local Implications of Bus Back Better – the new National Bus Strategy for – briefing for parish councils received from the Transport Development Officer, ERYC.
