Proposed: Cllr Parvin, seconded: Cllr Shepherd. 180417/4 Public Participation None present. 180417/5 Reports from Ward Councillor(s) • Free composting will be available from 4pm on the 9th May 2017 in Market Weighton car park. • Residents using East Riding car parks will be able to use cashless payment via text, website or an app. • Green bin orange tagging is being used to encourage people to use brown bins to recycle. • Ofsted has recently published its report on the East Riding Safeguarding Children Board (ERSCB). A rigorous inspection of care homes and those in care was undertaken in November and December 2016. Ofsted deemed the services ‘Good’ with ‘Outstanding’ for experiences and progress of care leavers. • There is now a confidential number for residents to report dog fouling – 01482 396301. Callers should preferably be able to give the following information: - location of fouling, time & date, name & address of dog owner and description of dog. • The S1, S2 and S3 are being withdrawn as part of cuts to bus subsidies by East Riding of Yorkshire Council. They carry an average of one passenger per journey at a cost of £10.29 per journey, with annual passengers numbering just 738, according to the June 2016 'Review of Bus Services in the East Riding' document. There will be a replacement service for the S3 and Friday elements of the S1 and S2. New service 198, operated by EYMS, will run on Friday mornings from North Cliffe, South Cliffe, Hotham, South Newbald, North Newbald and Sancton into Market Weighton, before operating a circular trip via Londesborough and Goodmanham back to Market Weighton. There will then be a lunchtime return. • ERYC are aware of the issues with the Holme Road roundabout, with it appears many drivers entering it at speed. Signature____________________ Date_________________ Sancton Parish Council 180417/6 Highways/Parish Paths/Footpaths a) Overgrown ivy on the wall of the Old Manor House (deferred from March 2017) – this has now been cut. b) No other issues. 180417/7 Police Matters/Crime • Break-in and thefts at allotments in Market Weighton on the 18 th April 2017. Cllr Cary commented that crimes such as these seem to be escalating and perhaps people should be concerned about the thieves moving onto sheds. • Ward Cllr Stathers has spoken with the new area police sergeant, Sgt David Lonsdale, regarding the increased levels of crime in the village. Sgt Lonsdale is aware of the activity and those responsible and has either taken, or is about to take, appropriate action, which Cllr Stathers thinks means some sort of Criminal Behaviour Order. Cllr Cary will also speak with Sgt Lonsdale. • PCSO Nicky Cliffe has promised more evening visits to the village but members agreed that a contact number is needed for when the antisocial behaviour is happening so that the police can attend quickly. Cllr Cary will endeavour to get a contact number from Sgt Lonsdale. 180417/8 Correspondence Correspondence received and noted: i. Cllr Stokes advised that he believes that the work has started, but is concerned that damage will not be rectified. xiv. ERYC - Safe and Sound Fund Information 2017-18. This is means-tested. xv. GRANTfinder 4 Local Government: Share item (Neighbourhood Planning Grants and Support Programme 2015-2018). 180417/9 Planning a) No applications made to East Riding of Yorkshire Council. b) Decisions made by East Riding of Yorkshire Council: • 17/00328/OUT – Moor Farm, North Newbald – approved with conditions. c) No planning applications received after the agenda has been posted. The revised inspection form, which now includes an action completed column, was agreed by members. b) No actions regarding its maintenance. 180417/11 Recreation & Environment Working Party (Friends of Sancton) a) Update from Cllr Shepherd: • Village pond has been cleared (17/4/2017). b) Work to be carried out in May 2017: • Clear around the side of the pond. • Gravel Pit area is generally good but Cllr Shepherd has requested Roger Westmoreland to apply weed killer. Additionally, strimming will be undertaken. • Farming event in June 2017 – Cllr Shepherd has contacted Robin Shucksmith to cut village field. 180417/12Grounds Maintenance Contracts/Open Space Management a) No action regarding the back field. Members agreed that the gate will be left in place when the field is returned to ERYC in June 2017. b) Action regarding the village field – Cllr Cary spoke with David Atkinson, representative of Lord Manton regarding using part of the village field for parking. Mr Atkinson will take the proposal to Lord Manton for consideration. c) Action regarding the cemeteries and closed churchyard. It was resolved to accept Liam Andersen’s quotation of £270 to remove hedge. Cllr Shepherd to liaise. Proposed: Cllr Stokes, seconded: Cllr Shepherd. It was resolved to purchase 5no plastic grave markers at a cost of £4.31 plus VAT. Proposed: Cllr Stokes, seconded: Cllr Cary. d) Action regarding Gravel Pits – see item 11(b). e) No action with other open space management issues. 180417/13 Sancton Hill Windfarm Funding Update regarding the purchase of notice boards and benches: • Funding payment request has gone in for the benches. • Notice boards are on order from MD Signs. 180417/14 Accounts The April 2017 accounts for payment (see also Financial Reports) were approved by members and signed by the Chairman. a) Houghton Estate – village field, half-year rent - £18.00. b) ERNLLCA – membership fees 2017/2018 - £251.95. c) BT – Cloud phone April 2017 - £53.88 (Direct Debit). Proposed: Cllr Parvin, seconded: Cllr Stokes. 180417/15 Annual Return YE 31 st March 2017 The ERNLLCA Annual Return assertion proforma document was used to scrutinise the PC’s procedures throughout the financial year ending March 2017. No actions were needed. Proposed: Cllr Stokes, seconded: Cllr Shepherd. 180417/16 Cemetery Regulations and Fees Review This item is deferred. Cllr Stokes will continue to chase. 180417/18 Parish Plan Stakeholder meeting will be held on the 3 rd May 2017 at 7.30pm at the Methodist Chapel. 180417/19 Fundraising Opportunities • Tesco Bags of Help - £1000, £2000 and £4000 will be granted every two months for organisations that fulfil the criteria. Tesco are desperate for applications from around this area. • In the next round of the Sancton Hill Windfarm Community Fund, Cllr Cary suggested applying for a grass matting solution for the village field path up to the cemetery. Dee Atkinson have confirmed that there would be no objection to the matting. 180417/20 Newsletter • New confidential dog-fouling telephone number. • Cold-calling update. • PC meeting dates. 180417/21 Website/I.T./Telephone a) New PC website. Members discussed the various merits of the quotations received and it was resolved to use Vision ICT. Vision ICT currently work with over 520 local councils and support councils with the demands of the new Transparency Code regulations. The cost will be £500 plus £15 per email per councillor. Annual hosting costs after year 1 will be £125. Proposed: Cllr Shepherd, seconded: Cllr Parvin b) No issues with the telephone and I.T. 180417/22 Personnel Matters Clerk’s appraisal will be undertaken in June 2017. 180417/23 Minor Items a) Correspondence received following publication of the agenda: • Civic Evensong at Beverley Minster, 27 th April 2017. Cllr Cary to attend. b) Points from Councillors, questions or items of interest to note: Cllr Parvin provided feedback on the Beverley Community Lift. A voluntary service for people who cannot easily use other forms of transport, e.g. elderly, disabled or those who are rurally isolated. They provide a car service to medical appointments, etc. and a minibus service for local organizations with volunteer driver or own qualified driver, door-to-door shopper to a local supermarket, day trips and wheelchair accessible vehicle. It has been going for 47 years, has 10 minibuses with 2 based in Market Weighton and volunteer drivers who use their own vehicles.

The development of the Woodfuel Strategy (launched in 2005) was seen as a key step in taking forwards the opportunities that woodfuel across the region presents. This fi rst regional directory is a manifestation of this. Its aim is to reinforce the links in the woodfuel supply chain in order to ensure consistent and effective delivery on the ground. That honour was bestowed upon me twelve months ago and I feel proud and humbled that I was chosen by my fellow Town Councillors to represent them and to be an ambassador for the town.
