Criteria: Policy CORPORATE PLAN PRIORITY CC - CONVENIENTLY CONNECTED CC2 A city of smart design, with mixed density and mixed use development, co-located with hard and soft infrastructure that meets the pace of a growing city and the needs of residents, businesses and visitors. REPORT DETAIL BACKGROUND As of 1 January 2008, the Queensland Plumbing and Wastewater Code (QPW Code) made it mandatory for multi-unit residential premises and commercial premises to install individual water meters, known as sub-meters. The introduction of sub-meters allows individual property owners to understand their individual water use and to be charged accordingly to their individual consumption. The QPW Code contains performance criteria to be achieved when installing water meters for new premises, including the installation of sub-meters. The QPW Code also contains acceptable solutions that would satisfy the performance criteria. However, the QPW Code has some deficiencies in terms of access provisions, locating meters, meter types, plumbing configurations and other details that make meter installation uncertain and problematic for the development industry. Most other Councils and Water Distribution-Retailers across Queensland have adopted water sub- metering policies and guidelines that provide additional information and clarity of acceptable solutions within their service area. Report by: Water Infrastructure Manager Page 3 CITY INFRASTRUCTURE 4 DECEMBER 2019 IN1 File No: 848734-1 Continued: DISCUSSION The Water Safety (Supply and Reliability) Act 2008 (the Act) provides Council, as a water service provider, with the head of power to adopt the 'Water Sub-Metering for Multi-Unit Properties' Policy. The proposed 'Water Sub-Metering for Multi-Unit Properties' Policy (the Policy) (Id: 13128045) and 'Water Sub-Metering for Multi-Unit Properties Guidelines' (the Guidelines) (Id: 13083696) have been prepared pursuant to the Act and the QPW Code. The adoption of a water sub-metering policy and supporting guidelines provides: • greater certainty for the development industry - standards are known that will result in expedient approvals; • operational benefits – Council will be able access the water meters more effectively when undertaking repairs or replacement; and • financial benefits – Council will be able to manage the number of different types of water meters that it carries in stock. The proposed supporting guidelines cover a range of matters including: • approval of sub-meter types • location of sub-meters • access to sub-meters • Smart Meter and Automatic Meter Reading (AMR) Policy • asset handover to Council Consultation The Policy has been developed in consultation with a wide range of internal stakeholders including the Development Assessment, Water Business Branch, Water Infrastructure Branch and Water Operations Branch. The Policy is supported by all internal stakeholders. The Building Legislation and Policy Section of the Department of Housing and Public Works (DHPW) have also been consulted and are supportive of the drafted Policy. CONCLUSION The 'Water Sub-Metering for Multi-Unit Properties' Policy has been prepared pursuant to the Queensland Plumbing and Wastewater Code and the Water Safety (Supply and Reliability) Act 2008. The Policy will provide clarity for Council officers and the development industry in understanding the technical and regulatory requirements for the installation of sub-meters for multi-unit properties. That the policy titled ‘Water Sub-Metering for Multi-Unit Properties’, as attached to the report of the Water Infrastructure Manager dated 13 November 2019 (Id: 13308821), be adopted. 2. That the Corporate Governance Manager be requested to update Council's Policies Register in accordance with Clause 1 above. Adopted by Council at its meeting of 11/12/2019 Minute No 194/2019 Report by: Water Infrastructure Manager Page 5 Background Papers Document #: 13128045 POLICY Date approved: File No: 1145736-1 Minute number: Policy Title: WATER SUB-METERING FOR MULTI-UNIT PROPERTIES Directorate: ROAD & WATER INFRASTRUCTURE Branch: WATER INFRASTRUCTURE Policy objective: The objectives of this policy are to: (a) define the requirements and standards for the sub- metering of individual units/lots within new and existing multi-unit properties (Community Titles Schemes); (b) provide a framework for Council officers and customers/consumers (e.g. plumbers, builders and developers) to understand the technical and regulatory requirements for the installation of sub-meters; (c) enhance the effectiveness of Logan Water’s water charging system for all consumers/customers; and (d) raise customer awareness of water consumption and the contribution of individual consumers/customers to their water consumption. Policy scope: This policy applies to sub-metering of lots for water consumed within a multi-unit property (Community Titles Scheme), including the common property. Definitions: TERM DEFINITION Common property Common property, for a Community Titles Scheme is freehold land forming part of the scheme land, but not forming part of a lot included in the scheme. Community Titles A scheme registered in accordance with section 24 of the Body Corporate Scheme (CTS) and Community Management Act 1997 in relation to certain freehold land. A Community Titles Scheme is established by: (a) the registration, under the Land Title Act 1994, of a plan of subdivision for identifying the scheme land for the scheme (b) the recording by the registrar of the first community management statement for the scheme. Master meter The meter at the point of connection for the Community Titles Scheme property to the Council's water main and is upstream of all sub-meters and is used to register total water consumption. Last printed 20/11/2019 2:02:00 PM Refer to the electronic document to ensure you have the latest version of this document Page 6 WATER SUB-METERINGBackground FOR MULTI-UNIT PROPERTIES Papers 2 TERM DEFINITION Meterable premises The term meterable premises means: all class 1 buildings; and each lot within a community title scheme, including the common property, in a water service provider’s area; and the sole occupancy unit of a class 2, 4, 5, 6, 7, or 8 building in a water service provider’s area; and each storey of a class 5 building in a water service provider’s area where the building consists of more than one storey and sole occupancy units are not identified at the time of the building’s plumbing compliance assessment. QPW Code The Queensland Plumbing and Wastewater Code. Scheme land The land identified in the plan of subdivision registered under the Land Title Act 1994 in relation to a Community Titles Scheme. Sub-meter A term used to describe individual water meters within scheme land that measure supply to individual lots within the scheme land. A sub-meter is supplied water via a master water meter. Sub-metering The installation of sub-meters. Water meter A device, including equipment related to the device, for measuring the volume of water supplied to premises and installed on infrastructure that supplies
