SECURING U.S. LEADERSHIP IN SPACE September 22, 2012 Introduction America’s space program is a strategic national asset crucial to both our security and our economy. The space capabilities of the United States and its allies create strategic military and intelligence advantages that must be maintained. U.S. satellite networks facilitate communications, navigation, remote sensing, and environmental monitoring that support the global economic infrastructure and protect the safety and security of people around the world. It is almost impossible from the modern vantage point to even imagine growing the world’s food, moving its people and cargo, operating its markets, or keeping its peace without operating effectively far above its surface. Because space is vital to our national interests and provides important benefits to science and innovation, protecting these interests and securing these benefits requires a clear and credible space policy that addresses civil, commercial, and national security activities. Just as important are the implementation and follow-through, in which policies, programs, and budgets are aligned with each other. NASA, the Department of Defense, and other agencies involved in space need to be given clear and stable priorities so that they can make pragmatic, sustainable trade-offs in managing their programs to achieve the best value for the American taxpayer. Unfortunately, President Obama has failed to deliver a coherent policy for human space exploration and space security. As a result, he has created uncertainty and confusion within U.S. industry and the international community. The President’s disjointed collection of scientific projects lack guiding principles, plausible objectives, or a roadmap for long-run success. -

Goals/Rationale: The decision by the Kennedy Administration to make a manned lunar landing the major goal of the US space program derived from political as well as scientific motivations. In this lesson plan, students do a close reading of four primary sources related to the US space program in 1961, analyzing how and why public statements made by the White House regarding space may have differed from private statements made within the Kennedy Administration. Essential Questions: How was the “Space Race” connected to the Cold War? How and why might the White House communicate differently in public and in private? How might the Administration garner support for their policy? Objectives Students will be able to: analyze primary sources, considering the purpose of the source, the audience, and the occasion. analyze the differences in the tone or content of the primary sources. explain the Kennedy Administration’s arguments for putting a human on the Moon by the end of the 1960s. Next Steps for U.S.-Japan Space Cooperation
NEXT STEPS FOR U.S.-JAPAN SPACE COOPERATION In March 2016, the Maureen and Mike Mansfield Foundation convened the fourth meeting of the U.S.-Japan Space Forum, a gathering of American and Japanese experts from the private sector, academia, and government. Over four meetings since its inception in 2014, the Forum has assessed the fluid space environment – marked by changes in the constellation of space actors, new uses of space, proliferating security threats, and persistent constraint of resources in both the United States and Japan. Inspired in part by Japan’s adoption of its Basic Plan on Space Policy in January 2013, the members of the Forum determined early on that promoting collaboration between the Japanese and American space sectors would help both nations address emerging challenges and take advantage of new opportunities to use space to advance common interests. Reflecting on the track-one “Comprehensive Dialogue on Space,” which is scheduled to meet this autumn, the members of the Forum recently published a concise list of recommendations for consideration by Japanese and American officials. On September 9th, 2016, the Mansfield Foundation will partner with the George Washington University Space Policy Institute on a public seminar discussing the path forward for U.S.-Japan collaboration in space. Members of the U.S.- Japan Space Forum will share their recently published recommendations. Strategy for Human Spaceflight In
Developing the sustainable foundations for returning Americans to the Moon and enabling a new era of commercial spaceflight in low Earth orbit (LEO) are the linchpins of our national human spaceflight policy. As we work to return Americans to the Moon, we plan to do so in partnership with other nations. We will therefore coordinate our lunar exploration strategy with our ISS partners while maintaining and expanding our partnerships in LEO. As we work to create a new set of commercial human spaceflight capabilities, we will enable U.S. commercial enterprises to develop and operate under principles of long-term sustainability for space activity and recognize that their success cannot depend on Federal funding and programs alone. The National Space Council recognized the need for such a national strategy for human spaceflight in LEO and economic growth in space, and in February of 2018, called on NASA, the Department of State, and the Department of Commerce to work together to develop one. This strategy follows the direction established by the Administration through Space Policy Directives 1, 2, and 3, which created an innovative new framework for American leadership by reinvigorating America’s human exploration of the Moon and Mars; streamlining regulations on the commercial use of space; and establishing the first national policy for space traffic management. Our strategy for the future of human spaceflight in LEO and for economic growth in space will operate within the context of these directives. Through interagency dialogue, and in coordination with the Executive Office of the President, we have further defined our overarching goals for human spaceflight in LEO as follows: 1. -

The 1947 legislation has served us well. It has undergirded our diplomatic efforts, provided the basis to establish our military capa- bilities, and focused our intelligence assets. But the world has changed dramatically in the last fifty years, and particularly in the last decade. Institutions designed in another age may or may not be appropriate for the future. It is the mandate of the United States Commission on National Security/21st Century to examine precise- ly that question. It has undertaken to do so in three phases: the first to describe the world emerging in the first quarter of the next century, the second to design a national security strategy appropri- ate to that world, and the third to propose necessary changes to the national security structure in order to implement that strategy effectively. -

As our nation becomes increasingly reliant on space for these endeavors and future technological challenges, the interconnectivity of our three space sectors – civil, commercial, and national security – requires public policies and investment rooted in a whole of government approach.
