Restoration of the housing market was widely viewed as an essential step to achieving national recovery. In 1934, Congress enacted the National Housing Act, which created the Federal Housing Administration (FHA). As described in a history of the FHA, “The immediate objectives of the Act were to make money available for repairs and new construction, to revive the homebuilding industry, to put men back to work, to restore confidence and to improve general economic conditions. The long range objectives were even more ambitious—to reform mortgage lending practices, to broaden opportunities for home ownership, to raise housing standards.”1 The principal mechanism through which the FHA achieved its goals was the provision of mortgage insurance on both single-family and multiple-unit dwellings, thus making housing a more secure investment for both the industry and the individual owner. Mortgage insurance was intended to be self- supporting and, thus, the FHA had to aid in establishing the financial soundness of the projects it insured. Through the standards and rating systems it set to qualify for the mortgage insurance, the FHA encouraged the construction of small, affordable suburban houses and large planned communities with provisions for, or access to, good neighborhood services and transportation. It encouraged towns and cities to institute planning and zoning codes. The FHA also opened the housing market to purchasers who could not afford the traditional fifty percent down payment requirements by insuring long-term amortized mortgages of up to 80 (and later 90) percent of the appraised value. For each application the FHA evaluated, it considered the three major factors of mortgage risk: the character of the neighborhood, the quality of the structure, and the credit and character of the borrower. Although the concept of federally sponsored mortgage insurance was new, many of the FHA’s goals and reforms were based on concepts and projects that planners, architects, social reformers, community builders, and others had developed in the first decades of the twentieth century. In 1931, while in the depths of the Great Depression, President Herbert Hoover had called the President’s Conference on Home Building and Home Ownership to make recommendations for reviving the home building industry, promoting good housing for lower income groups, and expanding home ownership. The conference’s 3,700 attendees, working through numerous committees, produced a series of recommendations ranging from home financing to design, construction, and landscaping. A Brief History of Acadiana Before European influence, Acadiana’s population consisted mainly of the indigenous Ishak (Atakapa), Chahta (Choctaw), and Sitimaxa (Chitimacha) peoples. It was not until 1541 that the first people of the lower Mississippi Delta region first encountered Europeans in any noticeable number. European influence was still negligible until 1682 when France colonized Louisiana under King Louis XIV, and even after another 100 years, the population of European settlers remained small. However, by 1720, South Louisiana had became home to small groups of Spanish, French, and English working as ranchers, trappers or traders. Europeans named the region using the Choctaw word for the Ishak inhabitants, which was Atakapa. By 1800, the two largest population groups were French refugees from Nova Scotia, now called Acadians, (also called Cajuns), and enslaved Africans. Acadians were brought to Southwest Louisiana to clear and cultivate the fertile river- bottom land. Some were given Spanish land grants to cultivate the land along the various rivers, bayous, and lakes. At the same time, Africans were brought to the Atakapa Region to be sold into slavery for work on Louisiana farms and plantations. For several decades, the Catholic Acadians, deported by the British, made up the largest European-heritage population. Additional French and other Europeans settled in the Atakapa Region in greater numbers after 1785. With the Louisiana Purchase in 1803, “Des Americans” began to settle in the Atakapa Region, and significant numbers of other Europeans began to arrive between 1820 and 1870; Germans searched for affordable land, Irish wished to escape famine, and more French citizens fled from religious persecution.

    Landmark Assessment Report Date: July 9, 2020 For: Stephanie Reich, Design and Historic Preservation Planner Subject: 1626 California Avenue From: Amanda Duane, Associate Architectural Historian _____________________________________________________________________________________________ Executive Summary The property at 1626 California Avenue is occupied by a single-family residence that was moved to its present location in 1923. The property was most recently identified in the 2018 Historic Resources Inventory (HRI) Update as appearing eligible for recognition as a Structure of Merit for representing the development history of the Wilshire Montana and Mid-City neighborhoods in Santa Monica. The current property owner filed a Demolition Application with the City of Santa Monica (City) in October 2019 to replace windows totaling more than 25% of the street-facing wall. As part of the interim demolition permit review process for properties over 40 years of age, the Landmarks Commission moved at an initial hearing on February 10, 2020 that there was credible evidence in the record for a second hearing. As a result, GPA Consulting (GPA) has been retained by the City of Santa Monica (City) to prepare this Landmark Assessment Report to determine if the property is eligible for designation, and if so, under which criteria. GPA evaluated the property under the six Santa Monica Landmark criteria as well as the Structure of Merit criteria. As a result of this analysis, GPA concludes that the property does not appear to be significant under any local criteria, and therefore does not appear to be eligible for designation as a Santa Monica Landmark. The subject building does not appear to merit recognition as a Structure of Merit either.
