He analyzes the conflict from a critical geopolitical perspective sensitive to the importance of localized context and agency in world affairs and to the limitations of state- centric logics in capturing the connectivities, flows, and attachments that transcend state bor- ders and characterize specific locations. The paper traces the historical antecedents to the August 2008 conflict and identifies major factors that led to it, including legacies of past vio- lence, the Georgian president’s aggressive style of leadership, and renewed Russian “great power” aspirations under Putin. The Kosovo case created normative precedents available for opportunistic localization. The author then focuses on the events of August 2008 and the competing storylines promoted by the Georgian and Russian governments. However, there has been no official comment on the rumours about the resignation, which if true would mean scrapping the grilling filed two weeks ago by three MPs over alleged violations, especially the payment of the $2.2 billion penalty to US’ Dow Chemical. Hussein submitted his resignation to the prime minister along with all Cabinet members two weeks ago after MPs surprised everyone by filing two requests to grill the ministers. In the meantime, Hussein carried out one of the biggest reshuffle in the oil sector, replacing the chief exec- utive officers of all the eight companies under Kuwait Petroleum Corp. The shakeup also included replacing the chief execu- tive officer of KPC Farouq Al-Zanki, who was replaced by Nezar Al- Adasani. A number of MPs swiftly welcomed the reported resignation but no one confirmed the report. MP Abdullah Al- Tameemi said the accept- Hani Hussein ance of the resignation of the oil minister was “long over- due” but called for following the issue on the payment of Dow penalty in court. -

Russian Soft Power in France: Assessing Moscow's Cultural and Business Para- diplomacy January 8, 2018 Marlene Laruelle Senior Fellow, Carnegie Council; Research Professor, The George Washington University This paper is the first of a series of publications on Russia's influence in France. France constitutes the most prominent example of Russia's soft power in Western Europe, due not only to the long-lasting positive bilateral relations but also to the presence of an important Russian emigration since the 1920s that can act as a relay of influence. This project is supported by a grant from the Foundation Open Society Institute in cooperation with OSIFE of the Open Society Foundations. The French-Russian relationship is based on a long-standing tradition of cultural exchanges. In the 19th century, France was already one of the preferred destinations for Russian political exiles, and subsequently received several of the major waves of Russian emigration in the interwar period. Under the presidency of de Gaulle, it positioned itself as a European power relatively favorable to the Soviet Union. France's strong Communist tradition also encouraged a certain ideological proximity, and Russian was widely taught at secondary school level until the collapse of the USSR. The bilateral relationship is more complex today, characterized by close- knit economic and cultural interrelationships but also by political difficulties over the main international issues, the most important of which are Ukraine and Syria. Since the support shown by Russia to the European extreme right and the—now waning—honeymoon between the Front National (National Front) and some Kremlin circles, debate in France on the "Russian presence" and "Russia's networks of influence" has escalated, sometimes reaching extreme forms of paranoia founded on gross exaggeration, groundless supposition, and the reproduction of American arguments concerning the rumored Russian hand in electing Donald Trump. -

Stability in Russia’s Chechnya and Other Regions of the North Caucasus: Recent Developments Jim Nichol Specialist in Russian and Eurasian Affairs December 13, 2010 Congressional Research Service 7-5700 www.crs.gov RL34613 CRS Report for Congress Prepared for Members and Committees of Congress Stability in Russia’s Chechnya and Other Regions of the North Caucasus Summary Terrorist attacks in Russia’s North Caucasus—a border area between the Black and Caspian Seas that includes the formerly breakaway Chechnya and other ethnic-based regions—appeared to increase substantially in 2007-2009. Moreover, civilian and government casualties reached levels not seen in several years and terrorist attacks again took place outside the North Caucasus. Although the number of terrorist incidents may have leveled off or even declined slightly in 2010 from the high levels of 2009, the rate of civilian and government casualties continued to increase throughout the North Caucasus in 2010 and a rising number of terrorist incidents took place outside of Chechnya. Illustrative of the new range and scope of violence, the Moscow subway system was bombed in March 2010, resulting in over 40 deaths and dozens of injuries. Before the recent rise in terrorism, it seemed that government security forces had been successful in tamping down their range and scope by aggressively carrying out over a thousand sweep operations (“zachistki”) in the North Caucasus. During these operations, security forces surround a village and search the homes of the residents, ostensibly in a bid to apprehend terrorists. Critics of the operations allege that the searches are illegal and that troops frequently engage in pillaging and gratuitous violence and are responsible for kidnapping for ransom and “disappearances” of civilians. -
