    Part 1 ITEM NO. 5 ___________________________________________________________________ REPORT OF THE EXECUTIVE LEAD MEMBER FOR STRATEGIC PLANNING ___________________________________________________________________ TO CABINET ON THE 13TH OCTOBER 2015. ___________________________________________________________________ TITLE: Review of Parking, Salford. ___________________________________________________________________ RECOMMENDATIONS: That the City Mayor, in consultation with Cabinet approves the following recommendations. • That parking charges be frozen at levels set in November 2013, through the 2015/16 financial year. • That the half-hour free parking on car parks is maintained. • That the currently agreed operating hours are maintained. • That the £50 per household, annual fee is not increased for future resident parking schemes. • That the criteria identified at paragraph 2.20 of the report relating to requests for resident parking schemes is implemented. • That an increase in the number of electric charging points is approved and that the first four hours of free parking for electric vehicles whilst charging, is maintained. • That the recommendations at section 6 and 8 of the attached report are agreed in relation to the introduction of further pay and display locations, disposal of car parks, policy criteria and changes in management arrangements. ___________________________________________________________________ EXECUTIVE SUMMARY: Parking charges were introduced in Salford during the early 1990s on some of the Council’s off-street car parks. The charges remained static over a number of years with small increases being applied throughout the City on an irregular basis, the last being in 2011. Following representations made by some Elected Members, the City Mayor called for a review of parking in the City. This report examines parking in general, the history behind the introduction of parking charges in Salford, the current position and recommendations for future charging policy taking into account charging policies of neighbouring Councils.

ANNUAL PRESENTATION MEETING WEDNESDAY 1st APRIL 2015 7pm Keynote Speaker: Amanda White, Head of Rail Transport for Greater Manchester Plus presentations from FRECCLES about our work at Eccles Railway Station since 2005 . Eccles Community Hall (ECHO) . Eccles Town Hall, Church Street, Eccles M30 OLH . Disabled access and lift available, o parking free in local car parks from 6pm 1 NEWS ESN had a frustrating visit to Oxford Road, Newton le Willows, and St Helen’s Junction on Tuesday 3rd March in search of a ride on the electric class 319 units but noted only their absence. It seems they started service only on Thursday 5th, some two and a half months late. They are now operating the daytime hourly semi fast trains between Manchester Airport and Liverpool Lime Street. These nicely refurbished electric units are a welcome addition to the local rolling stock, but on travelling on one a few days later ESN observed a number of small ways that it showed its age – they were first introduced in 1987. The four car units will operate Lime Street to Wigan North Western when that line is energised, and it is estimated that they will start to operate the Lime Street to Victoria stopping service in May.

    Funded cultural activity and actual cultural activity can be two dierent things … and therefore who is supporting the grassroots / volunteer led cultural sector? Reflecting on the creation of the Salford Cultural Organisations Network in 2018 https://drive.google.com/drive/folders/1w3jVf7p4pdLfoTeHUwUA9bnULdk-JwKk (which was kick started by Walk the Plank and Islington Mill) this Live Well Make Art Microgrant wanted to explore whether there could be a similar network for grassroots, volunteer led groups in Salford. Working with the Health Improvement Team and Salford CVS Walk the Plank held an initial meeting to see if there was any interest in the above idea and to begin creating a geographical map of activity in the City as well as a calendar. The groups that attended or expressing an interest in being involved are listed below. Two journalism students from the University of Salford also picked up on the event but didn’t attend. 5 of the 8 districts of Salford expressed interest (no one came from Claremont & Weaste, Irlam & Cadishead and Worsley and Boothstown), and some groups work City Wide (including CVS and the Health Improvement Team who have oicers in each district). A world-class team of consultants was appointed to draw up a new Vision and Regeneration Framework for Central Salford working alongside partners.     ECCLES STATION NEWS FEBRUARY 2016 Here we are into 2016 and this FEB issue is the first following the festive season. Of course this is the season of the ‘TRAVEL CHAOS ON RAILWAYS’ headings in our national press, as essential planned maintenance (i.e. NOT chaos) takes place when fewest people are relying on the railways to travel to work on a daily basis. Which option is preferable: five or ten return trips to work affected or one return journey to say Edinburgh to see Auntie Flo? It was also a time of ‘FLOOD DEFENCE FAILURE’ headings spilling over the sanity barriers. Can you imagine the expense and the heights of flood defences needed to protect against three months’ rain falling in one week? There was only one true failure and that was with the gates on the River Foss as it runs into York. This probably made the flooding worse in the centre of the city but floods are a regular occurrence in the centre of York. (It was interesting to see the River Ouse up to the spandrels of the railway and road bridges!) The railways elsewhere were affected by a number of land-slips. As the ground becomes saturated the pressure of the water can become sufficient to push soil or clay particles away from each other at the bottom of slopes. The rest of the slope then slides down, riding on this runny material. Many were repaired rapidly by Network Rail, but some will take rather longer to repair. Trains are running on the Settle and Carlisle line but a northern section of it is working single line only at the moment.
