Naziv projekta Poboljšanje primarne selekcije otpada u ruralnim delovima opštine Kikinda 2. Sažetak (rezime) projekta Projekat “Poboljšanje primarne selekcije otpada u ruralnim delovima opštine Kikinda” je osmišljen od strane tima ljudi koji za cilj imaju plansko i uređeno upravljanje otpadom na teritoriji opštine Kikinda. Aktivnosti koje bi se preduzele u okviru projekta doprinele bi poboljšanju upravljanja otpadom u devet sela koja pripadaju opštini kao i osnovnom cilju Lokalnog plana upravljanja otpadom 2010.-2020. godine a to je reciklaža i iskorišćenje otpada odnosno očuvanje ekološkog kapaciteta lokalne sredine. Osnovna svrha našeg projekta je uključivanje ruralne sredine u savremene tokove otpada, obzirom da je skoro u celosti isključena iz ove infrastrukturne mogućnosti. Postavljanjem mobilnih ekoloških dvorišta pomoći ćemo da stanovništvo shvati da izdvajanjem sekundarnih sirovina vrši dobru ekološku stvar, smanjuje zapunjavanje odlagališta (smetlišta i deponija), pomaže reciklaži ali da može i da zaradi određena finansijska sredstva kroz umanjenje računa za odnošenje otpada. Našim projektom je predviđeno uvođenje „Reciklažnog bonusa“ koji će kod stanovništva stvoriti uslovni refleks da razmišlja o mogućnosti prodaje otpada koji prethodno separira i na taj način će se stvoriti navika da je moguće primarnom separacijom pored dobre ekološke prakse, ostvariti i zaradu. Nakon edukacije, stanovništvo će naučiti da sagleda mogućnost iskorišćenja otpada a samim tim će smanjiti bacanje otpada na divlje deponije. 3. Partneri Opština Kikinda FCC Kikinda d.o.o. Udruženje ekologa Kikinda „Green place“ 2 II Pozadina projekta 1. Pozadina/Analiza sadašnje situacije Opština Kikinda se nalazi u severnom delu Banata na ukupnoj površini od 782 km2 u kojoj živi 67002 stanovnika. Obuhvata grad Kikindu i 9 naseljenih mesta: Banatsku Topolu, Banatsko Veliko Selo, Bašaid, Iđoš, Mokrin,Nakovo, Novi Kozarci, Rusko Selo i Sajan. Opština Kikinda je sedište Severnobanatskog okruga. Slika br: 1 Opština Kikinda sa naseljenim mestima Po modelu javno-privatnog partnerstva opština Kikinda i kompanija A.S.A. (danas FCC), izgradile su 2007. godine Regionalnu deponiju za odlaganje čvrstog komunalnog otpada koja zadovoljava sve evropske standarde. Izgrađena deponija ima kapacitet za pokrivanje teritorije sa oko 250 hiljada stanovnika. Da bi rad regionalne deponije bio isplativ, planirano je da se pored opštine Kikinda uključe i druge okolne opštine (Ada, Bečej, Novi Bečej, Novi Kneževac, Nova Crnja, Čoka). Regionalno upravljanje otpadom regulisano je: Zakonom o upravljanju otpadom („Sl.gl.RS“, br.36/09) članom 12. „Dve ili više jedinica lokalne samouprave donose regionalni plan upravljanja otpadom kojim se definišu zajednicki ciljevi u upravljanju otpadom. Izrada i donošenje regionalnog plana upravljanja otpadom uređuje se sporazumom skupština jedinica lokalne samouprave. Na regionalni plan upravljanja otpadom saglasnost daje ministarstvo, odnosno nadležni organ autonomne pokrajine na svojoj teritoriji“. Na žalost, ni posle deset godina od izgradnje deponije to se nije ostvarilo. Danas, kompanija FCC odlaže otpad samo iz opštine Kikinda koja broji svega 60 hiljada stanovnika. Zbog takvih okolnosti, na gubitku su i lokalna samouprava i kompanija FCC. U opštini Kikinda usluge organizovanog iznošenje komunalnog otpada vrši Kompanija FCC doo Kikinda. Odlaganje komunalnog otpada sa područja cele opštine bez tretmana (osim medicinskog otpada) vrši se na Regionalnoj sanitarnoj deponiji komunalnog čvrstog otpada. Program se realizuje kroz nedeljni raspored iznošenja smeća po danima i ulicama. U zonama kolektivnog stanovanja otpad se sakuplja u kontejnerima a u zonama individualnog stanovanja svako domaćinstvo ima svoju 3 posudu. Posude za sakupljanje kućnog komunalnog otpada su tipizirane, kapaciteta 120 i 240 litara. Pokrivenost organizovanog odnošenja smeća u gradskoj sredini je 84% a u selima 67%. Odloženi komunalni otpad bez izdvajanja sekundarnih sirovina se kompaktira i zastire slojem inertnog materijala. Program za sakupljanje opasnog otpada iz domaćinstava ne postoji, program za sakupljanje komercijalnog otpada iz domaćinstava ne postoji. Program smanjenja količine biorazgradivog i ambalažnog otpada u komunalnom otpadu će se definisati nakon izgradnje reciklažnih dvorišta na području cele opštine do tada će se vršiti sporadično i parcijalno. Kompanija FCC povremeno organizuje akcije sakupljanja sekundarnih sirovina u gradu (bez sela) u saradnji sa kompanijom Sekopak iz Beograda. Povremeno se gradskom stanovništvu besplatno podele žute kante u koje mogu odlagati svu ambalažu. Program stalnog sakupljanja i primarna selekcija otpada u naseljenim mestima ne postoji. Na teritoriji opštine Kikinda trenutno ima oko 27 divljih smetlišta koja su najčešće na mestima uz lokalne puteve i kanale. Sanacija ovih smetlišta se bezuspešno obavlja već duži niz godina ali bezuspešno jer se sanirane površine ubrzo vraćaju u pređašnje stanje. Najčešći sastav odloženog otpada čine: gume, komunalni otpad iz domaćinstva (pelene za jednokratnu upotrebu, baterije, bočice od sprejeva, ambalaža od kućne hemije...), bela tehnika, električni uuređaji, delovi motornih vozila, građevinski otpad, biorazgradivi otpad (lišće, trava, granje) i slično. Iz svega navedenog može se zaključiti da na području opštine Kikinda postoje svi preduslovi za primenuu Zakona o upravljanju otpadom i važećih podzakonskih akata. Da bi se zakon ispoštovao neophodno je da se u narednom periodu stvore uslovi za primarno odvajanje otpada. 2. Opravdanost i logika projekta Projekat “Poboljšanje primarne selekcije otpada u ruralnim delovima opštine Kikinda” je osmišljen od strane tima ljudi koji za cilj imaju plansko i uređeno upravljanje otpadom na teritoriji opštine Kikinda. Aktivnosti koje bi se preduzele u okviru projekta doprinele bi poboljšanju upravljanja otpadom u devet sela koja pripadaju opštini kao i osnovnom cilju Lokalnog plana upravljanja otpadom 2010.-2020. godine a to je reciklaža i iskorišćenje otpada odnosno očuvanje ekološkog kapaciteta lokalne sredine. It focuses on the occupation period (April 1941-October 1944) so as to illuminate three major themes: the mutual perceptions held by ethnic and Reich Germans and how these shaped policy; the motivation behind ethnic German collaboration; and the events which drew ethnic Germans ever deeper into complicity with the Third Reich. The Banat ethnic Germans profited from a fortuitous meeting of diplomatic, military, ideological and economic reasons, which prompted the Third Reich to occupy their home region in April 1941. They played a leading role in the administration and policing of the Serbian Banat until October 1944, when the Red Army invaded the Banat. The ethnic Germans collaborated with the Nazi regime in many ways: they accepted its worldview as their own, supplied it with food, administrative services and eventually soldiers. They acted as enforcers and executors of its policies, which benefited them as perceived racial and ideological kin to Reich Germans. These policies did so at the expense of the multiethnic Banat‟s other residents, especially Jews and Serbs. In this, the Third Reich replicated general policy guidelines already implemented inside Germany and elsewhere in German-occupied Europe.

    Researches Reviews of the Department of Geography, Tourism and Hotel Management 43-2/2014 Original scientific paper UDC 911.373(497.113 Novi Kozarci) MORPHOLOGICAL CHANGES OF COLONIZED VILLAGE NOVI KOZARCI Svetlana MadićI Received: August 10, 2014 | Accepted: November 25, 2014 SUMMARY: In the area of northern Banat, there is the village of Novi Kozarci, which is part of Kikinda municipality. The village was established in the 18th century, for the purpose of the colonists, two settlementswere originally formed, Mastort, Heidfeld. Within Tere- sian colonization, the Germans and the French were inhabited, the French eventually were Germanized. The minority population in these settlements were of Serbian and Romanian nationalities. Separate villages existed until the mid-20th century. After World War II, new colonists came from Bosnia and Herzegovina, the demographics of the village has com- pletely changed. In 1947, the villages Mastort and Heidfeld merged into Novi Kozarci. Keywords: Mastort, Heidfeld, colonization, Novi Kozarci INTRODUCTION Unlike other villages that have regular square or rectangular shape, the shape of this village deviates from these rules. To answer the question of form of the village, it is nec- essary to pay special attention to two great colonizations that took place in the village. In the first Teresian colonization the Germans and the French came to these areas and then there were references to Mastort and Heidfeld for the first time. During the second colo- nization after World War II, colonists from Bosnia and Herzegovina and Croatia settled these villages. Key changes thentook place which affected the current form of the village, but also the further development of the village.

Previous analyses of brown hares in Serbia based on allozyme and mtDNA sequence variability revealed moderate genetic diversity and indicated possible population structuring in the region. The aim of this study is to detect population genetic diversity and structure in brown hares from Serbia using microsatellites. Material and Methods: A total number of 157 brown hares were collected from six different regions in Serbia and polymorphism of six microsatellite loci was analyzed. Following computer packages were used for the data analyses: ARLEQUIN, STRUCTURE, GENETIX, BOTTLENECK and NEWHYBRIDS.Results: A total number of 81 alleles at 6 loci were found. The highest number of alleles per locus was found at Lsa2 microsatellite loci (20), while the lowest number of alleles was present at loci Sat5 and Lsa3 (9), with an average of 13.5 alleles/locus in total sample. Different statistical approaches revealed that brown hare population from Serbia is structured into two genetic subunits (i.e., subpopulations). First subpopulation, named Northern-Central-Eastern (NCE) Serbia consists of five initially defined groups (Bačka, Banat, Srem, Northern-Central Serbia and Northern-Eastern Serbia) while second subpopulation comprised of individuals from Northern-Western (NW) Serbia.

Through this, we would like to present the current education status of the minorities, focusing on the Hungarian minority. We choose Hungarian minority to subject of our analysis, because they are the biggest minority group in Serbia. The main questions are: With what problems are confronting the Hungarian language elementary schools? What differences appear between territory of diaspora and majority? We did 50 sociological in- depth interviews completed for this purpose. According to the results one of the biggest problems is the decreasing number of Hungarian students in elementary schools, mainly in diaspora. Research on the subject is justified by the accession of Serbia to the European Union, where the minorities are a priority area. Key words: minority, Serbia, education system, mother-tongue * * * * * * INTRODUCTION In this study we examine the basic education of the Hungarian minority in the territory of Vojvodina.
