    BRIEFING Brazil ahead of the 2018 elections SUMMARY On 7 October 2018, about 147 million Brazilians will go to the polls to choose a new president, new governors and new members of the bicameral National Congress and state legislatures. If, as expected, none of the presidential candidates gains over 50 % of votes, a run-off between the two best-performing presidential candidates is scheduled to take place on 28 October 2018. Brazil's severe and protracted political, economic, social and public-security crisis has created a complex and polarised political climate that makes the election outcome highly unpredictable. Pollsters show that voters have lost faith in a discredited political elite and that only anti- establishment outsiders not embroiled in large-scale corruption scandals and entrenched clientelism would truly match voters' preferences. However, there is a huge gap between voters' strong demand for a radical political renewal based on new faces, and the dramatic shortage of political newcomers among the candidates. Voters' disillusionment with conventional politics and political institutions has fuelled nostalgic preferences and is likely to prompt part of the electorate to shift away from centrist candidates associated with policy continuity to candidates at the opposite sides of the party spectrum. Many less well-off voters would have welcomed a return to office of former left-wing President Luiz Inácio Lula da Silva (2003-2010), who due to a then booming economy, could run social programmes that lifted millions out of extreme poverty and who, barred by Brazil's judiciary from running in 2018, has tried to transfer his high popularity to his much less-known replacement.

Elected fairly widely (majority everywhere, except in the Northeast region and the Para State in the Amazon), but under highly contested conditions, with the support of large landowners and evangelical churches, the far-right candidate denounces social progress and declares himself in favour of the strong way against the poor and against ethnic minorities, including Amerindian populations. An expected shock, but a shock nevertheless, since just before the presidential election of October 2018, his candidacy had not really been taken seriously: voting intentions represented only 4% in December 2015. Then a Federal Deputy of the State of Rio de Janeiro, this former soldier who was excluded from the army in 1988, was less known for his legislative work than for his outrageous remarks in favour of the most extreme stances.     São Paulo – Brazil January 01 - 09, 2015 Fiscal Composure 01/01/2015 After a series of accounting maneuvers and last-minute legal fixes, the true scale of the damage to Brazil's National Treasury this year is unlikely to be known until the end of January. Even without taking into account the duty on public debt, the government accumulated a deficit of US $6.9 billion from January to November, a shocking deterioration since 2011, when the government achieved a surplus of US $35.2 billion. Given the lack of transparency with which the public finances have been dealt with, it is still uncertain what approach the outgoing economic team will take. In the best hypothesis, all spending that has been planned will be completed, including those that have been postponed for months or even years. However, there remains the fear that in order to present favorable accounts, the government will repeat the trick of transferring for the following year an increasing slice of its expenses, creating another obstacle on top of the adjustment planned for President Dilma Rousseff's second term. The incoming finance minister, Joaquim Levy, will have to take the fiscal promises made by the government with a generous pinch of salt. While the announcement of surplus targets equivalent to 1.2% of GDP in 2015 and 2% in 2015 and 2017 has been well received, it is not enough to restore the confidence of business leaders and investors. Doubts also hang over the government's ability to increase tax revenues, and especially over the level of freedom the new economic team will be granted by the Rousseff administration.

Eimer 2015 Nijmegen School of Management Word Count: 26.233 ii Abstract This research is aimed at explaining why Brazil decided to expand its economic cooperation with other BRICS countries by forming the New Development Bank (NDB). From a liberal perspective, Brazil’s support is questionable since it is already an active member of the current international financial institutions, such as the IMF and World Bank. Why did Brazil make such an effort to form another economic organisation? This is puzzling in two ways: First, there is no precedent in the history of international relations where a group of emergent countries collaborated to create an international financial institution without the support of established hegemonies. Second, it is unclear why Brazil has put so much effort in creating a new bank, considering the country is already an active member of the Bretton Woods institutions. In order to fully understand the Brazilian reasons and to provide a wider understanding, two theoretical frameworks are used to guide this research: the mercantilist theory and the dependency theory. The choice of these two different approaches is partially motivated by the different roots.

Four weeks ago, the survey projected inflation at 6.30% for 2014. Brazil targets inflation at 4.50% within a band of plus or minus two percentage points. Market analysts also foresee a slight increase in GDP growth from 1.63% to 1.65%. Government Revenue: According to the Internal Revenue Service (SRF), in March the government collected BRL$ 86.6 billion in tax receipts and other federal contributions, a 2.5% inflation-adjusted increase over March 2013. Federal government revenue in the first quarter totaled BRL$ 293.42 billion, a historic record despite sluggish economic activity and BRL$ 26 billion in tax cuts targeted at labor intensive and foodstuff industries.

São também, contudo, um coletivo heterogêneo. Dessa maneira, debruço-me sobre sua atuação para compreender suas convergências, divergências e limitações.
