O anexo I atende a Lei 10.933, de 11/08/2004, que dispõe sobre o Plano Plurianual (PPA) para o período 2004/2007. Por essa razão, não estão contempladas informações previstas no âmbito da Lei nº 11.653, de 7 abril de 2008 que dispõe sobre o PPA para o período 2008/2011, tais como as dotações constantes da lei orçamentária em vigor e previstas na proposta orçamentária para o exercício seguinte, e as estimativas das metas físicas e dos valores financeiros para os três exercícios subseqüentes ao da proposta orçamentária enviada em 31 de agosto. 2. Foram realizados ajustes em índices de indicadores já publicados em exercícios anteriores por se tratar de uma avaliação do último exercício financeiro do Plano Plurianual para o período 2004/2007, garantindo, dessa forma, maior transparência e qualidade das informações. .

    São Paulo – Brazil January 01 - 09, 2015 Fiscal Composure 01/01/2015 After a series of accounting maneuvers and last-minute legal fixes, the true scale of the damage to Brazil's National Treasury this year is unlikely to be known until the end of January. Even without taking into account the duty on public debt, the government accumulated a deficit of US $6.9 billion from January to November, a shocking deterioration since 2011, when the government achieved a surplus of US $35.2 billion. Given the lack of transparency with which the public finances have been dealt with, it is still uncertain what approach the outgoing economic team will take. In the best hypothesis, all spending that has been planned will be completed, including those that have been postponed for months or even years. However, there remains the fear that in order to present favorable accounts, the government will repeat the trick of transferring for the following year an increasing slice of its expenses, creating another obstacle on top of the adjustment planned for President Dilma Rousseff's second term. The incoming finance minister, Joaquim Levy, will have to take the fiscal promises made by the government with a generous pinch of salt. While the announcement of surplus targets equivalent to 1.2% of GDP in 2015 and 2% in 2015 and 2017 has been well received, it is not enough to restore the confidence of business leaders and investors. Doubts also hang over the government's ability to increase tax revenues, and especially over the level of freedom the new economic team will be granted by the Rousseff administration.

Eimer 2015 Nijmegen School of Management Word Count: 26.233 ii Abstract This research is aimed at explaining why Brazil decided to expand its economic cooperation with other BRICS countries by forming the New Development Bank (NDB). From a liberal perspective, Brazil’s support is questionable since it is already an active member of the current international financial institutions, such as the IMF and World Bank. Why did Brazil make such an effort to form another economic organisation? This is puzzling in two ways: First, there is no precedent in the history of international relations where a group of emergent countries collaborated to create an international financial institution without the support of established hegemonies. Second, it is unclear why Brazil has put so much effort in creating a new bank, considering the country is already an active member of the Bretton Woods institutions. In order to fully understand the Brazilian reasons and to provide a wider understanding, two theoretical frameworks are used to guide this research: the mercantilist theory and the dependency theory. The choice of these two different approaches is partially motivated by the different roots.

    From a Rooseveltian Dream to the Nightmare of Parliamentary Coup1 André Singer In Brazil, the first decade of the twenty-first century was characterized by a successful but moderate reformist program spearheaded by its president from 2003-2010, Luiz Inácio Lula da Silva, universally known as Lula. His successor hoped to accelerate the project on the wings of a Rooseveltian dream: to create “in just the space of a few years” a country in which the majority could lead “recognizably similar and remarkably decent material lives.”2 What happened? What became of the horizon sketched by Dilma Rousseff in her inaugural address that beautiful Saturday, January 1, 2011, of becoming “one of the most developed and least unequal nations of the world — a country with a solid and entrepreneurial middle class”?3 What is left of the prediction made by the economist Marcelo Neri, according to which Brazilians — “world champions of future happiness” — would have reason to be optimistic this time, since a “new middle class” would become dominant by 2014?4 There were reasons for hope. Dilma took office having at her back a GDP growth rate of 7.5%, an unemployment rate of 5.3%, and a labor share of income 14% higher than it was in 2004.5 A mass of workers took advantage of privileges formerly available to the middle class alone, such as air travel, dental care, and admission to universities. Brazil appeared to incorporate the poor into capitalist development without a single stone having crossed Brasília’s clear, blue sky. Under Lula’s direction, the Workers’ Party had squared the circle and found the path to integration without confrontation.

São Paulo 2014 2 Abstract: The analysis of the negotiation behavior of rising powers expresses one of the few indicators on their nature at a time of transition in the international order. How countries defend their interests at a table of negotiation as well as the coalitions and strategies they build to achieve their objectives are essential features of their foreign policy. The analysis of how emerging powers negotiate can reveal the type of power these countries may become in a forthcoming world order. This paper thus investigates how Brazil negotiates to become a major stakeholder in the International Monetary Fund (IMF), analyzing whether its approach toward the established order is either revisionist or integrationist. The object of this investigation is Brazilian negotiation behavior on the negotiations of the IMF´s quota reform agreed in 2010 in Gyeongju (G20 Ministerial meeting), South Korea. It argues that the 2008´s financial crisis as well as the emergence of Brazil as an economic powerhouse provided Brazilian negotiators with an increased bargain power to reform the IMF.

  • Brazil's Political Outlook
    FEBRUARY 2015 BRAZIL INSTITUTE SPECIAL REPORT THE EMERGING TENSIONS OF DILMA’S SECOND TERM Matthew M. Taylor* Barely forty days into her second term, President Dilma Rousseff faces a series of challenges that are likely to have significant repercussions for Brazil’s development over the next decade. The expensive sectoral policies adopted during Rousseff’s first term had proven increasingly untenable by late 2014, a fact the Rousseff administration acknowledged soon after winning the October elections, when Finance Minister Guido Mantega was shown the door. Meanwhile, the election results triggered important politi- cal realignments within the governing coalition, in Congress, and in Rousseff’s second-term cabinet. Drawing on the reflections of participants in seminars held by the Latin American Program and the Brazil Institute at the Woodrow Wilson Center in February 20151, this essay points to the challenges in the political and economic environment that have emerged since the October elections, describes the tensions inherent in Dilma’s new policy set, and closes by outlining four central questions about Brazil’s future that emerge from this fluid policy environment. The wake-up call of the 2014 election On the political front, the 2014 election was hotly contested. Held against the backdrop of the tumultuous July 2013 protest marches, the contest was recognized from the outset as a “change election.” Fully 70% of Brazilians polled ahead of the vote claimed to want change, a fact recognized by Rousseff’s campaign, whose slogan embodied her promise: “Governo Novo, Ideias Novas,” or new government, new ideas.
