Noise Impact 7.1 Introduction 7.1.1.1 This section presents the assessment of potential noise impact associated with the construction and operation phases of the project, which has been conducted in accordance with Annexes 5 and 13 of EIAO-TM as well as the technical requirements stipulated in Clause 3.4.5 and section I of Appendix C of the EIA Study Brief (ESB-250/2012). 7.2 Noise Legislation, Standards and Guidelines 7.2.1 Aircraft Noise 7.2.1.1 The principal legislation for controlling aircraft noise in Hong Kong is the Civil Aviation (Aircraft Noise) Ordinance (Cap. 312) and Civil Aviation (Aircraft Noise) (Certification) Regulations. In line with the international practice in phasing out noisier aircraft, the Ordinance stipulates that all subsonic jet aircraft flying in and out of Hong Kong shall meet the noise standard specified in Chapter 3 of Annex 16 Volume I, Part II to the Convention on International Civil Aviation. The Regulations require all subsonic jet aircraft departing or landing in Hong Kong to be certified in accordance with international established procedures. 7.2.1.2 On the other hand, the EIAO provides the fundamental legislation with established noise criteria for evaluating noise impact of designated projects and these include aircraft noise. Annex 5 of the EIAO-TM published under the EIAO sets out the criteria for evaluating the noise impact of designated projects. It prescribes the appropriate noise metrics and noise planning criteria for various types of noise sources and land uses.

Saat proses maintenance pesawat tidak ditinggal tanpa pendampingan, namun akan ada personil yang menetap untuk memantau proses maintenance. Untuk mendukung kegiatan operasional maintenance dibutuhkan layanan untuk non-operasional untuk memfasilitasi personil pelanggan yang menetap sementara waktu di PT. GMF AeroAsia selama proses maintenance pesawatnya dilaksanakan. Selama pelayanan, Facility Management belum dapat memenuhi target perusahaan pada pelayanan non-operasional yang ditetapkan pada poin 4.5. Menanggapi hal tersebut, Facility Management mencoba untuk melakukan peningkatan pelayanan dengan melengkapi fasilitas dan pelayanan yang ada. Penambahan fasilitas yang akan diberikan termasuk penambahan karyawan yang bertanggung jawab untuk pelayanan non-operasional. Dilakukan peningkatan dan penambahan karyawan pada divisi sektor pelayanan non-operasional dengan menyerahkannya pada pihak outsourcing. Penambahaan tenaga kerja melalui outsourcing terbukti meningkatkan kinerja dari pelayanan non-operasional PT. GMF AeroAsia. Namun peningkatan tersebut masih belum dapat memenuhi target perusahaan yang menginginkan pelayanan dapat mencapat 4.5. Penelitian ini bertujuan untuk mengetahui kondisi saat ini terhadap layanan outsourcing terhadap pelanggan pada saat melakukan maintenance pesawat di PT.

This event was held on 12-14th April, discussing cost savings in aircraft maintenance and applicable ‘best practice’ from each business sector. This event was attended by more than 70 aviation business player among Asia; Airline, MRO and also Government. This event was established by intention from both parties to bring a solution for more efficient aircraft maintenance. Aircraft maintenance takes more than 40% of total airline operation cost.
