EXECUTIVE SUMMARY

Green Bay Austin Straubel International Airport (Green Bay, or GRB) is proposing a Small Community Air Service Development Grant in the amount of $1,000,000 for a revenue guarantee to supplement a community-based cash contribution of $200,000 for a revenue guarantee, $200,000 in airport cash contributions for marketing and $228,709 in airport in-kind incentives for landing fee waivers to mitigate the risk of implementing new service from Green Bay to the Dallas / Ft. Worth (the Metroplex) area. Not only would new hub non-stop scheduled service to and from the Metroplex provide additional options for travelers in the local market, it would also generate logical connections to the many unserved destinations in the United States and around the world.

Currently, air service at Green Bay is limited to American Airlines and United Airlines service to Chicago O’Hare International Airport (ORD), Delta Air Lines to Minneapolis-Saint Paul International Airport (MSP), Detroit Metropolitan Wayne County Airport (DTW), and Hartsfield- Jackson International Airport (ATL). Frontier Airlines recently began seasonal service to both International Airport (DEN) in May 2019 and Orlando International Airport (MCO) in October 2019.

In 2019, airline seat capacity and flights at Green Bay were both down 18% and 29% respectively compared to 2010. Green Bay was a victim of industry-wide consolidation, losing both Cincinnati/Northern Kentucky International Airport (CVG) and Cleveland Hopkins International Airport (CLE) as an active hubs after the Delta/Northwest Airlines and United/Continental Airlines mergers. Finally, Wisconsin based, Midwest Airlines, collapsed as part of their consolidation with Republic Airways. The good news is that Green Bay has seen some capacity recovery with both new service on Delta to ATL as well as Frontier to DEN and MCO.

Unusually high average fares have also contributed to the slower airport expansion. In 2019 the average fare for domestic travel to and from GRB was $231, while the average fare for travel in the lower 48 is $168. This $63 difference drives passengers to airports with lower fares. The proposed new non-stop service and additional seat capacity will likely assist in lowering the average fares for passengers in the area.

Green Bay only retains 16.2% of the passengers that originate in its catchment area. Green Bay also recognizes a 23.5% passenger leakage to Milwaukee Mitchel International Airport (MKE) and 43.1% passenger leakage to Chicago O’Hare/Chicago Midway International Airport (ORD/MDW). Nonstop service to Dallas will enable Green Bay to recapture some of this passenger traffic.

Throughout this application we will demonstrate how the addition of non-stop service to the Dallas/Ft. Worth area would have the most significant impact.

In its place, we are using full year 2019 data that represents the most reasonable description of the air service situation in the Green Bay area.

AIR SERVICE OVERVIEW Catchment Area and Alternate Airports The Green Bay Catchment Area is defined as 68 zip codes surrounding GRB airport. We have also defined a catchment area for nearby Appleton International Airport (ATW) as it is only a short distance from GRB. The goal is to accurately estimate the number of travelers that would be likely to use GRB for travel to and from its catchment area zip codes. However, we do not want to overlap another airport, namely Exhibit 1: The Green Bay Airport within its overall region. GRB catchment zip ATW, and as such, we have created codes are highlighted in green. an independent catchment area for ATW. To the south is the largest airport in Wisconsin, Milwaukee (MKE), and to the southwest is the state capital at Madison, served by the Dane County Regional Airport (MSN). While very distant, both ORD and MDW in Chicago, still pull a large portion of passengers from Green Bay’s catchment area. Finally, there are smaller airports, some that are part of the Essential Air Service program, that are at the boundaries of the overall Green Bay region.

The population within 30, 60, and 90-mile drive time are approximately 347,000, 830,000 and 2.6 million. GRB, other airports in the region and the 30, 60, and 90- mile drive times are illustrated in Exhibit 1.

Existing Air Service As shown below in Exhibit 2, Green Bay is presently served by both American and United to ORD, by Delta to MSP, DTW, and ATL, and by Frontier with seasonal service to both DEN and MCO.

Driving Distance to Other Airports The closest airport with scheduled air service is Appleton International Airport, (ATW) at 33 miles.

Top Destinations to and From Green Bay The top Origin and Destination airports for Green Bay are an omnidirectional mix of cities in the east, west and south (Exhibit 3). DEN was the largest market served to Green Bay in 2019 and has just jumped to the top of the list with Frontier’s relatively recent arrival. Number two is ATL

which is the newest legacy airline destination. With two non-stop airlines, ORD is number three. Rounding out the top five are well established Delta routes to MSP and DTW.

AIR SERVICE DEVELOPMENT NEEDS AND DEFICIENCIES Capacity Trends In 2019, Green Bay’s total departure capacity was down 29% while seat capacity was down 18% vs. 2010. This decline was driven in part by airline industry consolidation. The merger of Northwest and Delta removed CVG as a hub and caused the merged Delta to reduce capacity at its other hubs. The merger of Continental and United led to the loss of CLE service, while United seat capacity from the remaining hub at ORD declined by almost 50%. Lastly, the merger of Midwest and Republic led to the end of Midwest Airlines and removed Green Bay as a spoke to their MKE hub. The trend in the number of annual departures and seats each way since 2010 is illustrated in Exhibit 4.

Traffic Trends While Green Bay has seen a steep drop of 29% in available departure capacity since 2010, domestic passenger demand is following a different trend. Domestic traffic actually increased almost 3% from 2010 to 2019 while capacity fell. Recent route additions at Green Bay such as ATL, DEN and MCO have boosted overall demand to meet 2010 levels. Domestic O&D passengers since 2010 are illustrated in Exhibit 5.

Domestic Fare Trends The average domestic Green Bay one-way fare was $231 for the year ended 2019, yet the average fare for the Lower 48 airports was just $168 one-way for the same time period. This $63 fare premium is very high compared to the airports in the lower 48 states. When you examine the last 10 years at GRB it is easy to see the negative effects that industry consolidation has had on the fares that Green Bay travelers have paid. Back in 2010 the average fare at GRB was only $11 higher than the country as a whole. After the mergers were complete, the average fare jumped up to $256 in 2012 and peaked at $272 in 2015. Delta’s addition of the ATL route and the relatively new Frontier routes to DEN and MCO have helped bring down the average fare from the ridiculous levels between 2012 and 2017 to a still high, but better, $231 in 2019. There is definitely room for further improvement. A comparison between the average domestic fare for Green Bay and the lower 48 airports and the cumulative change is illustrated in Exhibit 6.

Leakage to Other Airports in the Region A 2019 leakage study revealed Green Bay Airport retains just 16.2% of the traffic generated in its catchment area. Although it is located 194 miles from Green Bay, ORD captured 38.6% and MDW 4.5% of the passenger traffic generated in the catchment area. MKE at 127 miles captures 23.5%

ATW also leaks a small amount (9.2%) to GRB and is the only airport that does so. Most of the other nearby airports had very little share of diverted Green Bay traffic. The table in Exhibit 7 illustrates the location of the alternate airports and the share of Green Bay traffic captured at each airport.

One of the largest unserved markets from Green Bay is the Dallas / Ft. Worth Metroplex. As there is not a non-stop route and the fares are relatively high, traffic leaks from Green Bay primarily to MKE, ORD and MDW. DFW airport is the largest airport in the Metroplex and retains 12 Exhibit 8: Green Bay to Dallas Passengers Retained and Leaked. resident passengers per day each way (PDEW) and 12 visitor PDEW. However, 62 resident PDEW and 63 visitor PDEW leak to other airports. Green Bay retains nearly zero Airport (DAL) passengers due to a lack of service or connections between Green Bay and DAL. However, there are a small number of passengers who travel between the Green Bay area to and from DAL, but do so from other airports, namely MKE. The leakage and retention are detailed in Exhibit 8.

Leakage Becomes Passenger Stimulation in New Routes One way to combat the massive leakage seen at Green Bay is to develop meaningful non-stop routes. During the last few years Green Bay was able to capitalize on two routes that have since added a much higher level of local traffic to new destinations than would otherwise be expected.

The first example is Delta’s flight to ATL, which began in June of 2013. As you can see above in Exhibit 9, the local GRB - ATL marketsize hovered in the teens until Delta began to fly non-stop. Since then the market size has more than doubled even though in 2019 it had a relatively high one-way fare of $250.

Frontier recently began new service non-stop to DEN, which had previously seen local traffic in the PDEW teens. However, once the new route started the first year saw a jump to 49 PDEW on what was only a seasonal route. The 2019 Q3 marketsize was actually 87 PDEW. Both the ATL and DEN examples show how Green Bay can successfully capture leakage with non-stop service.

STRATEGIC PLAN Primary Target: American Airlines to Dallas / Ft. Worth International Airport (DFW) GRB believes the most effective and efficient way to reduce fares, increase passenger traffic and reduce the high number of passengers leaking to other airports is for air carriers to add new non- stop service from Green Bay. American Airlines, via their DFW hub is the best candidate to add new non-stop service to Green Bay.

Today American Airlines serves Green Bay with scheduled commercial service to ORD only. While ORD is an excellent connecting point, we believe that the local Dallas Ft. Worth Metroplex local market plus the massive connecting opportunities beyond DFW make this our primary target. American previously flew to GRB from DFW for less than a year starting in June of 2005 and ending in March of 2006. The route was flown with either EMB-145 and EMB-140 aircraft on a very long 932-mile stage. While the route had a combined load factor of 70%, the long segment on the small regional jet likely handicapped the route with significant weight restrictions and customer comfort. Today, these aircraft are not used on any route of that length out of DFW.

DFW Provides a Sizable Local Market Looking at the data, it is clear that there is latent demand for non-stop service to DFW. The local market has been stable for the last few years. In 2010, before the mergers took their toll on Green Bay’s passenger statistics, we saw the highest level of traffic in the last 10 years. However, this was due in part to very low fares, in the $150 range. While 2019 saw about 13,000 passengers, this was at a fare of $254. Imagine how this market could double or triple in size with non-stop service and the often accompanying lower, more competitive fares? The local marketsize for the last 10 years and accompanying local fares are shown in Exhibit 11.

DFW Provides a Wealth of Connections Scheduled service from Green Bay to DFW would provide service not only in the local Green Bay to Dallas / Ft. Worth Metroplex non-stop market, it would also provide non-circuitous on-line connections to 143 domestic and international markets served by American from their DFW hub. This does not include American’s Oneworld partners who would provide several international routes as well. Connecting routes on American are illustrated in Exhibit 12 below.

Multi-Stop Markets Become Easy One-Stops Over DFW As one of the three largest hubs in the country, American’s operation at DFW serves a wide swath of connections. A route between GRB and DFW has the potential to convert 46 destinations from GRB that today require two stops, to one-stop connections. For example, Exhibit 13 shows a list of these destinations. The first one is Abilene, TX. Today, a passenger from GRB traveling to Abilene would have to connect with two stops on American over ORD and DFW, or alternatively with two stops on United over ORD and IAH. A non-stop GRB – DFW would only require the single stop at DFW for the connection in either direction.

Top Green Bay Markets How does DFW rank compared to other Green Bay destinations? Exhibit 14 is a table that shows Green Bay’s top 10 passenger destinations, the average fare and whether the route is non-stop. The top six markets are GRB’s non-stop Exhibit 14: Top Green Bay Destinations in 2019 (DB1B/Airline Data Inc) routes. The largest unserved market is Code City Passengers One-Way Fare Status Las Vegas. Unfortunately for Las Vegas DEN Denver, CO 35,426 $131 Non-Stop McCarran International Airport (LAS), no ATL Atlanta, GA 27,618 $250 Non-Stop airline besides Southwest has a good set ORD Chicago, IL 23,228 $178 Non-Stop of connecting options. While 2019 was a normal year for airports and airlines, 2020 has seen aviation’s biggest challenges since World War II. Secondary Target: Southwest to Dallas Love (DAL) As an alternative, Green Bay would happily consider a Southwest Airlines route from Green Bay to DAL. Over the last two years, Green Bay has met with Southwest and discussed the possibility of integrating GRB into their network. To date, Southwest has provided no commitment to Green Bay, they have regularly said that they will continue to consider the possibility.

A Southwest non-stop route would provide non-circuitous connections over DAL to 31 destinations demonstrated in Exhibit 17. In addition, a route to DAL would attract passengers who might otherwise use DFW airport instead.

Goals

Green Bay Austin Straubel International Airport has four goals for the proposed project to recruit an air carrier to fly a route between Green Bay and the Dallas / Ft. Worth Metroplex:

• Solidly establish air service to one of our top unserved local markets, the Dallas / Ft. Worth Metroplex with service to DFW, or alternatively to DAL. • Reduce the unusually high fares experienced by GRB passengers ($63 more than other US airports) and re-capture leaked passengers who use other airports such as MKE and ORD. • Reverse the downward trends in airline capacity caused by airline consolidation and mergers at GRB. • Increase the number of potential connections to markets and destinations not served from Green Bay with a single on-line connection by leveraging American Airline’s non- stop service to its hub at DFW.

Grant Amendments/Alternate Strategies GRB’s primary air service development goal is for new service from Green Bay to DFW on American Airlines. The secondary goal is Green Bay to DAL on Southwest Airlines. If the Department of Transportation awards Green Bay Airport a SCASD Grant for the proposed scheduled service, yet the community is not successful in recruiting American Airlines to operate between Green Bay and DFW or Southwest Airlines DAL service, the Airport and the community may request the Department of Transportation to consider redirecting award funding to assist in recruiting other new scheduled non-stop service.

PROJECT PARTNERSHIPS, AIRLINE RELATIONS AND IMPLEMENTATION Public / Private Partnerships The Airport, local governments and business organizations in the region understand the importance of air service connections, affordable air fares, and the relationship between air fare affordability and economic growth. Based on this recognition and awareness, airport staff regularly conduct community outreach meetings with business and government organizations to discuss the importance of air service to the local economy. The goal is to regularly encourage people to use their local Airport when traveling both for business and leisure. Local business and industry have pledged to support any new schedule airline service that comes to Green Bay.

Air Service Development Efforts GRB continues to be proactive regarding securing additional capacity, frequencies, and new non- stop destinations with their on-going air service development efforts. Using the past and current true market and leakage analysis, as well as airline trends, the Airport’s leadership has presented the findings to stakeholders in the community. The presentations and meetings help educate and better define the amount of traffic leaking to other airports in the region. The reports are paramount to help define Green Bay’s true market size when meeting with the scheduled air carriers. The most recent leakage study and analysis was completed recently for the full year 2019. Green Bay Airport has shared the findings of the leakage study and analysis with various air carriers. Since 2019, Green Bay’s Airport leadership has presented at five industry events to multiple airlines as well as met with United Airlines at their headquarters in 2019. The airline meetings, the forum where each meeting took place and the date of the meeting are shown in Exhibit 18.

Proposed Implementation Timeline The proposed implementation timeline for the project assumes the Department will award Small Community Grant Funding in mid to late 2021. If Green Bay Austin Straubel International Airport is a successful applicant for the Grant, then the Airport will advise American and Southwest of the opportunities afforded by the Grant. Based on typical legacy airline planning lead times and the need for an advance booking and selling period we assume that new service could not be open for sale to customers until at least December 2021, and we have conservatively assumed the service could not begin until several months later. The first two milestones on the Airport's timeline are to execute the grant agreement with the Department of Transportation and to negotiate the minimum revenue guarantee agreement with the air carrier. Once service is announced and schedules are published, the airline, the Airport and the community will begin marketing the new route and working with the airline to monitor advance bookings trends. Once service begins, the Airport will continue its marketing program as well as work with the airline to monitor the new route. The Airport will submit grant status reports on a quarterly basis to the Department throughout the term of the Grant. The proposed project timeline is shown in Exhibit 19.

PROJECT FUNDING, MONITORING, AND FINANCIAL CONTROL Project Funding In addition to the Small Community Air Service Development Grant of $1,000,000 requested from the Department, a local cash match of $200,000 will be applied toward a minimum revenue guarantee. The Airport will provide a cash match of $200,000 for marketing, and the waiving of airport landing fees in the amount of $228,709 for the first 2 years of service. The total value of cash and in-kind contributions from the community and the Airport is valued at $628,709 or 39% of the total project cost of $1,628,709. A summary of funding sources is shown in Exhibit 20.

Financial Controls As the sponsor, GRB and its governing body, Brown County, WI, will be the responsible parties for all fiscal matters and the Department's reporting requirements. Brown County, WI is established as a public governing body. As a public entity, the Department can be assured that proper financial controls are in place to guarantee that the Department’s Grant will be used in accordance with any subsequent agreement. Brown County, WI understands that the Grant is a reimbursable grant, meaning the County is responsible for program expenditures and will submit invoices to the Department for reimbursement, based on a percentage of the total grant request.

Success Metrics The ultimate success of the program will be based on American Airlines operating non-stop service to DFW or, if American does not begin DFW service, we believe that Southwest may consider service to DAL. Regardless of whether the community obtains service to the Dallas / Ft. Worth Metroplex, the expectation is that the new service will put downward pressure on fares in the markets served by the airline, increase traffic at the Airport, and reduce the amount of leakage to the airports in Chicago and Milwaukee. The Airport will work with the airline to continuously monitor the performance of the new service. Even before service begins, the airport will communicate with the airline on a regular basis to monitor advance bookings as well as the week-over-week change in advance bookings. Marketing and promotional activities can be adjusted if advance bookings are weak or are not booking at a rate satisfactory to the airline. A summary of the project goals and success metrics is shown in Exhibit 21.

Once service begins, the Airport will rely on traffic and revenue data provided directly by the airline. The amount of minimum revenue guarantee reimbursements requested by the airline will help to serve as an indicator of the project’s success. Post-departure T-100 data and DB1B data will also be analyzed to compare year-over-year market size growth on a quarterly basis. In addition, the Airport will analyze leakage improvements once the service has operated for a full year to determine the trend in leakage to other airports. The Airport will report its success metrics in the quarterly grant reports to the Department.

Conclusion With this application, GRB seeks to be awarded this grant for a successful and growing endeavor with American Airlines primarily for non-stop service to DFW, and secondarily for Southwest Airlines service to DAL.

In 2019, the Airport carried 662,000 annual origin and destination passengers, however, more than 80% of the potential traffic and true passenger volume is leaked to other airports throughout the region. This is due in part to the high fares at GRB. The average one-way fare paid at the Airport remains unacceptably high at $231 (domestic, 2019), with an $63 premium to the continental United States. One of the primary driving factors for the overly high one-way average fare has been the reductions to the number of hubs served and overall departures and seats as a result of industry consolidation less than 10 years ago. An additional factor is the lack of competitive hubs served from the Airport. For example, two of the largest airlines in the world, American and United, only serve ORD from Green Bay. Further competition, especially to a hub with a strong local market and excellent connectivity, would help lower fares and attract passengers leaking to other airports.

The local Green Bay community and Airport has collectively raised $628,709 in matching funds for assisting with a revenue guarantee and marketing the new nonstop scheduled service to the Dallas / Ft. Worth Metroplex. The Airport is requesting $1,000,000 in federal funding through the SCASD grant process. This will assist securing service with American Airlines. The new nonstop DFW service will help curb the high level of passenger traffic leaked to alternate airports, and will help reduce the high average fares currently being paid at the Airport, and make the Green Bay area more competitive in recruiting and retaining business and industry.

Industry-wide consolidations led to the loss of two active hubs and GRB has been adversely impacted by the collapse of Wisconsin-based Midwest Airlines. Additionally, high average fares have contributed to slower airport expansion. In 2019, average domestic airfare to and from GRB was $63 higher than average airfare to and from other airports. As a result, passengers gravitate to airports with lower fares.

SCASDP funding will add new hub non-stop scheduled service to and from the Dallas/Fort Worth (DFW) area. GRB believes the addition of this service will have a significant impact in addressing air service and airfare issues. It will provide more local market options for travelers and generate logical connections to many unserved destinations. In addition, this new service brings with it the potential to attract new businesses that require close proximity to air service options.

There are a number of reasons that I believe Austin Straubel International Airport would be an ideal fit to receive a SCASD grant. As one of the busiest airports in the state, servings hundreds of thousands of travelers annually, there’s no question that GRB has proven itself to be a crucial asset to the region. Providing top-tier customer service, a well-kept space, regularly on-time flights, and ample amenities for an airport of its size, GRB has also gone above and beyond to keep visitors coming back to this airport and the region. What may help GRB to stand apart from some of the competing applications is the distance one may have to travel without its service to the region. Appleton is the only other regular commercial air service destination within about two- hours driving distance to the South and West, and well beyond two-hours to the North and Northeast.

With assistance from the U.S. Department of Transportation through their SCASD Grant Program, Austin Straubel International Airport can continue providing the service that Northeast Wisconsin desires by offering daily nonstop service to Dallas-Fort Worth International Airport (DFW). Visit Kewaunee County, a tourism initiative within Kewaunee County’s local government administration, offers its support of the Green Bay Austin Straubel International Airport (GRB) Small Community Air Service Grant application due to our belief that a nonstop flight between Green Bay and Dallas would do amazing things for the economy of Northeast Wisconsin, which includes the Greater Green Bay Area.

Kewaunee County is located right next door to Green Bay, along nearly 30 miles of Lake Michigan shoreline and a new nonstop flight between GRB and DFW could positively impact our charter fishing industry as well as annual summer events that celebrate the lake. A new flight could expand the competition from outside of the Midwest for the Kewaunee/Door Salmon Tournament, which hooks the winner of the heaviest salmon a $10,000 cash prize as well as bragging rights. This flight has the potential to attract anglers from the South who are looking to fish our Great Lakes.

Thinking year round, as families travel to see their loved ones for the winter holidays, this flight could also increase tourism at Kewaunee County’s Winter Park, which is operated with the help of volunteers from a local non-profit. This park is one of few winter recreation areas in Northeast Wisconsin and it continues to increase its visitor attendance each year as media from Green Bay come to cover the activities of snow tubing, skiing, snowboarding, snowshoeing and ice skating. This local media coverage has even put Winter Park on the airwaves in Texas. We also welcome a great number of visitors from coast to coast to the park each season as they travel to see family and friends in the area, and a direct flight could help make their journey home a bit easier.

As a community minded organization with ties to the Green Bay area extending nearly 50 years, Pro- Tec Fire Services firmly offers its support of the Green Bay Austin Straubel International Airport (GRB) Small Community Air Service Grant application due to our belief that a nonstop flight between Green Bay and Dallas would greatly enhance the economic vibrancy of Northeast Wisconsin and the Green Bay area.

As a nation-wide provider of contracted Aircraft Rescue and Firefighting services for airports, airparks, and aircraft manufacturers, our company needs the ability to travel easily and freely throughout the U.S. to access our employees, clients, and prospects. Additionally, several of the airports we serve are located in the south. A nonstop flight between Green Bay and Dallas-Fort Worth would enable us to have more reasonable, less expensive, transportation options to an area where it traditionally requires multiple flights – at the expense of our employees’ time.

We also see the greater benefit of this service for our whole community. In Northeast Wisconsin, we spend a lot of time thinking about sunny days and warmer climates. Nonstop service from Green Bay to Dallas-Fort Worth opens up a whole new world for us to get out and explore. With easy access to flights to the West Coast and Latin America, we not only have a more convenient way to travel for leisure, but also for us to grow and manage our business.

Our region has strongly supported new direct flights over the past eight years with Atlanta and Denver being the most recent. The direct flights that Green Bay Austin Straube! International Airport would add to and from Dallas if the grant were awarded in its favor would be particularly beneficial to our area both economically and through connectivity. Today individuals and businesses who need to travel to western states and LATAM have less flight options than those connecting to the central and eastern states. I believe this additional connectivity will allow businesses to grow globally and for residents to be able to visit friends and family easier.
