DRC/ASF Registration

Ingushetia

According to the latest DRC/ASF survey data as of 30.10.2001, the number of IDPs living in constitutes 147,127 persons. The majority of the IDPs live in Sunzhenskiy District of Ingushetia, neighbouring to Chechnya (52,757 persons). At present the survey data is processed at three DRC/ASF Information Centers (1 in Malgobek, 1 in Sleptsovsk and 2 in Nazran). The database is up-dated fortnightly. For details on registration data, please see Annex 1, Tables 1, 2.

Chechnya

As of 30.10.2001, the Chechnya population constitutes 789,085 persons, having as many as 135,024 inner IDPs in the area (Annex 1, Tables 3, 4, 5). The Chechnya database is served by 5 DRC/ASF Information Centers (in Urus-Martan, Shali, and two in Grozny).

Distribution

Ingushetia

WFP/DRC/ASF Joint Program of Emergency Assistance

For the period from 1 up to 31 October 2001, DRC/ASF conductedWFP -funded distributions of flour, sugar and salt to Chechen IDPs living in Ingushetia. As a result, 1,022.25 MT of w/flour were distributed, along with 15.585 MT of salt and 57.653 MT of sugar among about 114,000 IDPs, staying in Karabulakskiy, Malgobekskiy, Nazranovskiy and Sunzhenskiy districts of Ingushetia. From the beginning of WFP distribution on 18 February 2000 and up to 30 September 2001, DRC/ASF distributed in total more than 30,617.67 MT of food to Chechnya IDPs, living on the territory of Ingushetia. Chechnya

DRC/ASF Program of Emergency Assistance to the people of Chechnya

From 2 to 20 October 2001, DRC/ASF delivered to Chechnya 71 Areas of DRC/ASF food distribution in Chechnya: trucks loaded with WFP food commodities. The total of - ECHO -funded distribution: Urus- commodities, including flour, salt and vegetable oil, were Martanovskiy, Shalinskiy, Kurchaloyskiy, equivalent to 740.935 MT. Since the beginning of the operation of Nozhay-Yurtovskiy, Vedenskiy Districts and 2 IDP camps in Nadterechny WFP distribution in Chechnya, DRC/ASF distributed more than District. 4,311.195 MT of food commodities. (Annex 2, Table 2) - WFP food: Groznenskiy Rural, Achkhoy-Martanovskiy Districts and Staropromyslovskiy District of Grozny

Besides, during October 2001, DRC/ASF has been conducting the distribution of ECHO-funded food assistance. Thus, from 1 up to 29 October, there have been delivered to Chechnya 1,780.069 MT of food products (See Annex 2, Table 3).

From 8 to 29 October, DRC/ASF conducted in Chechnya distribution of non-food items procured for DANIDA. Please, see Annex 2, Table 4 for details.

In the framework of its Shelter Program, from 2 until 31 September, DRC/ASF delivered to the republic of Chechnya 214 trucks with building materials, procured for ECHO and DANIDA. (Annex 2, Table 5). For details on Shelter Program implementation, please, see the section “Shelter Program” below.

From 1 until 29 October DRC/ASF delivered to the republic and distributed 126,905 tins of canned beef, provided by the EU. (Annex 2, Table 6).

In October 2001, DRC/ASF also distributed 6 sets (children’s socks, jackets and shoes), provided by UNHCR.

On 19 October, there were distributed 290 ASF-funded stoves P -4 in Grozny and 80 DANIDA-funded stoves in Argun.

Daghestan

On 1 October 2001, DRC/ASF delivered to the republic of Daghestan and distributed in four settlements 58,29 MT of food, financed by ECHO. The humanitarian cargo consisted of flour, salt, sugar and oil. (Annex 2, Table 7)

Shelter Program

Chechnya

Since the beginning of the implementation of the Shelter Program in Chechnya in November 2000, there has been registered 8,034 houses subject to reconstruction, 555 of them being registered during October 2001. 5,705 of the registered houses have been rebuilt (850 of them in September).

The re-registration in the settlement of Kalinina of Grozny City is in the process of implementation. Apart from houses of 1 st and 2 nd degrees of destruction, also houses of 3 rd degree are registered there (partially destroyed walls). Besides, the registration in the settlement of Kulary has been completed. In Alkhan-Kala, where the registration works were suspended in February 2001 due to security situation, the works have been resumed.

Building materials for 15 of 20 schools subject to reconstruction in the republic of Chechnya have been delivered. DRC/ASF jointer’s shop has produced windows and doors for 4 schools.

Integration

During October 2001, DRC/ASF staff conducted weekly monitoring on 8 IGP within the framework of Integration Program in Ingushetia.

The necessary equipment has been handed over to the projects’ owners: q Beekeeping – 9 projects; q Goat keeping – 1 project; q Sewing – 5 projects.

Distribution of birdseeds for 4 poultry keeping projects has been conducted.

Psycho-Social Rehabilitation

In 2001 the Centre runs programs in several directions:

1. Therapy groups – a course of psycho-therapy (14 sessions), prior and secondary diagnosing – total # of participants in 2001 – 554. 2. Open groups – over 500 (the project started in late May). 3. Individual counseling – total # of clients – 189. 4. Social events – in September-October the Centre initiated and organized several general events and festivals for target group of the project – a 3-week day camp program for children aged 6 through 13 and teenagers aged 14 through 19. The program included sport activities, handcraft courses for junior children and developmental courses for teenagers (tolerance and conflict resolution, human rights). 5. Over September-October further staff training in psycho-therapy was conducted (participation in 2 UNICEF programs, 1 program provided by WHO). 6. A rehabilitation program for the field staff traveling to Chechnya (crisis intervention and stress management) is being conducted. 7. A more socially-oriented approach to the activities of the Centre (educational and development courses for children and youth): * A practical course on human rights; * A training course for teenagers on tolerance, conflict prevention and peacekeeping (on- going).

DDG/DCA

Ingushetia: In October DDG/DCA Mine Awareness instructors continued performing Mine Awareness in Ingushetia. The target group is IDPs from Chechnya currently living in Ingushetia in host families. As some of the instructors were on vacation during the month, 8 MA instructors carried out MA sessions for 4,757 IDPs. Besides the oral information, the i nstructors showed video with important MA messages, display different posters, pictures with important information, disseminate booklets, calendars with MA information.

Since commencing MA sessions on September 1st 2000 and until October 31st a total number of 68 903 Chechen IDPs received MA education from DDG/DCA. DDG have given Mine awareness education to 20 521 IDPs living in Host families in Ingushetia.

Chechen Teachers Course: 35 teachers from Shalinskiy districts participated in DDG/DCA Teachers Course during the month. The teachers obtained all the necessary knowledge for teaching students at their schools. Besides, they received all necessary teaching material they can use in their future work. So far, 300 teachers from Chechnya have attended DDG/DCA Teachers Course.

Planning strategy for November: In November DDG/DCA MA instructors will continue their activities in Ingushetia. A team of 4 MA instructors will conduct MA sessions in public schools for IDPs- first-formers. Besides, they will continue performing MA at the Information Centers. One team (4 MA instructors and a driver) will be working in Grozny, Chechnya. The target group is workers of different enterprises and building services involved into reconstruction and rebuilding works.

Integration Project in

Throughout September and October 2001, within the framework DRC/ASF Integration Project in Stavropol Krai, there were disbursed the following number of loans:

September 2001 – 16 in Stavropol Krai; October 2001 – 18 in Stavropol Krai; 7 in Krasnodar Krai.

Besides, DRC/ASF staff conducted monitoring of the income generation projects. In total, 247 IGPs were monitored within two months.

As a part of the capacity building component, DRC/ASF funded 5 community-based projects in Stavropol Krai, Krasnodar, North Ossetia and Daghestan.
