The study is to a large extent designed as a reaction to the mainstream claim that the degree of national consolidation and stability of these North Caucasian regimes are primarily a result of clan politics, i.e. political process where the main actors are pre-existing kin-based identity organizations. The task of this research was thus to assess the relative role of informal social structures in projects aimed at establishing and consolidating indigenous political units in the North Caucasus and to identify the principal internal reasons for the outcomes of these projects. On the basis of long-term participant observation, interviews with experts, analysis of historical data and modern political processes this thesis argues that clans (teips) have seized to be patterns of political integration of any prominence in Ingushetia and Chechnya. As a result of demographic growth and social change brought about by colonization, Soviet modernization and frequent forced and voluntary resettlements, they lost their organizational structure and are incapable to mobilize members for action. Five case studies show that although certain traditional institutions and practices still play an important role in the society, state-building is determined by struggle for power between socially heterogeneous groups that are driven by ideologies, programs, economic or military interests, and can be based on strong or weak ties. Five structural factors influence elite formation and state-building in the region: descent, kinship, territory, religion and ideology. The prominence of each of them is dependent on elite choices and the particular demands of the state-building project. Governments differ in how homogeneous they are, and how strong are the ties binding their members together. I conclude that the lack of checks and balances and a risk-prone environment increase the relevance of strong ties. I also show that the role of kinship in iii structuring the elite and the determining the strength of ties within governments do not covary, despite the expectations to the contrary.     History as a Means of Conflict and Conflict Resolution in the North Caucasus/Chechnya by Cecile Druey Starting from the example of the post-Soviet space, this article is interested in how conflicts are caused by – or result in – tensions between groups promot- ing different types and versions of historical memory. In the neo-authoritari- an, (post-) conflict setting of Chechnya, Jan Assman’s concept of cultural and communicative memory offers an interesting entry point to analyse the differ- ent types and levels of conflict, between the Chechens and Moscow, and within society in Chechnya proper. With the disintegration of the Soviet Union and the nationalisation of historiography in the 1990s, the new elites of Chechnya formulated local alternatives to the dominant Russian (and Soviet) narrative of the past. During the second war in Chechnya in the early 2000s, and with the strengthening of authoritarianism under the Kadyrov regime, the formerly open conflict with Moscow was again pushed underground. Ramzan Kadyrov’s instrumentalisation of history as a means to legitimise his cult of the Kadyrov family and the political choice for Moscow, that is, for Vladimir Putin, plays an important role in fuelling these grievances. Civil society, and expecially young people are an important actor in this conflict between official (or cultural) and popular (or communicative) forms of historical memory – a new conflict that is smouldering within the Chechen society, only waiting to eventually break out. However, after two years of bloody combat the Russian army was forced to withdraw from the Chechen Republic. The obstinacy of the Russian authorities who had decided on a policy of victory in Chechnya resulted in the deaths of at least 30,000 Chechens and 5,000 Russian soldiers.1 This war, which caused an estimated $5.5 billion in economic damage, was largely the cause of Russia's national economic crisis in 1998, when the Russian government proved unable to service its huge debts.2 It seemed that after the 1994-1996 war Russian society and the federal government realized the ineffectiveness of using colonial approaches to resolve ethnopolitical issues.3 They also understood, it seemed, the impossibility of forcibly imposing their will upon even a small ethnoterritorial community if a significant portion of that community is prepared to take up arms to defend its interests.

    Order Code RL34613 Stability in Russia’s Chechnya and Other Regions of the North Caucasus: Recent Developments August 12, 2008 Jim Nichol Specialist in Russian and Eurasian Affairs Foreign Affairs, Defense, and Trade Division Stability in Russia’s Chechnya and Other Regions of the North Caucasus: Recent Developments Summary In recent years, there have not been major terrorist attacks in Russia’s North Caucasus — a border area between the Black and Caspian Seas that includes the formerly breakaway Chechnya and other ethnic-based regions — on the scale of the June 2004 raid on security offices in the town of Nazran (in Ingushetia), where nearly 100 security personnel and civilians were killed, or the September 2004 attack at the Beslan grade school (in North Ossetia), where 300 or more civilians were killed. This record, in part, might be attributed to government tactics. For instance, the Russian Interior (police) Ministry reported that its troops had conducted over 850 sweep operations (“zachistki”) in 2007 in the North Caucasus, in which they surround a village and search every house, ostensibly in a bid to apprehend terrorists. Critics of the operations allege that the troops frequently engage in pillaging and gratuitous violence and are responsible for kidnapings for ransom and “disappearances” of civilians. Additionally, many ethnic Russian and other non-native civilians have been murdered or have disappeared, which has spurred the migration of most of the non- native population from the North Caucasus.
