2nd March 1939.

J 'rv ..J(....,.. J'ry1 .... . l.iany thanks f or your last letter. You 11ill be glad to know, if you have not already heard the news from other s ources, that Pell is going to Berlin today in order to hand Rublee 's letter to Wohltat tomorr ow. The other difficulty, to which I referred ( in my letter , is alr eady in process of oeing resolved, and I hope that the mission of i nvest igat i on into the possibilities of settlement in f> orthern Rhcx!esia v;ill be able to sail at an early date. Inspired by your example, which I can truly assure you bas been a great example to me , I have been exceedingly active since you left in seeing all sor ts of people in connexion with our movement, including some of ~ principal colleagues in the Government; The Hon. Myron Taylor, while Hot~l de Paris, !onte Car lo. / 2.

while notJU.ng can replace the value of your presence here, I have felt under an honourable obligation not to let the fact of your absence reduce in acy r espect the urge and pressure to get things moving. We had a useful session of the "1922 C001111ittee•, a body the nature of which I explained to you when you were here last week, when Emerson, Pell and I l!lllde speeches; there were a nuober o.f questions afterwards, and I feel sure that the meeting di d good. I am speaking at a meet ing in t he cou.1try on ltarch 8th, but shall be in London on the 9th; I shall be at a cocn:nittee in the morning and may have questions i n the aft ernoon, so if you wanted to r ing =e up I wonder if you would do so at acy time bet ween 8 and ~ .... 10.30 ...... at II\)' house (Victoria 82?8). I hope you wont mind my making t his suggestion; I would widen the time when I shall be available, but i t i s diff icult to be sure where I should be at aey o ther time of the dll)l , as it happens to be rather a full day for in various ways . -

Dear !.lr . Taylor, I enclose e copy of the tifth letter to Pierrepont Moffet. I believe t hat i t is 3elf-eX9l&netor y and covers the week 's develo:pments .

!:any ~hanks for your cable r egarding the use of the priva te fund . I cabled you because Winterton insisted on seeing some t hing in ~riting from you indicating that money would be forth coming with which t~ "settle" Godman . 7/interton, >~ho , et first, l merely declined to assume any responsibility in the matter, began this week to say 1 t was a purely American affe l.r end should be settled with American money . I hate to see Godman eat any portion of the fund which is so useful end may be essent ial later on. Hot~e ver, I suppose it has t o be done and the sooner the whole maHer is out or the ue.y the sooner we s hall l:e eble to concentrate on more important things . I am awaiting with interest word rrom you about the private corporation. I have been in touch

iii th respects to !.Irs . Taylor, Devotedly yours,

Dear Mr. Taylor: Very many thanks tor your kind letter ot April 1 , wbicb I round upon my return here yesterday. You seem to be very active indeed. I on1y hope that you will convince the "racial groups" ot the necessit y ot making some construc tive etrort. I hAd a long talk yesterday with Sir Herbert Emerson about the private corporation, and later lunched with Mr . Warburg . They both reported that opinion in the higher financial circles here bas veered radically against the idee ot a corporation which would in any way be related to a trust in Germany. Mr. Warburg hea developed en alternative plen whicb be bas cabled to bis son in New YorkJtor expand ing the1 retugee settlement corporation. Sir Herbert is in clined t o take the view that it is useless to discuss any tull- blown corporation in the present circumstances; it would perhaps be wiser to torm a separate corporation tor each concrete project - something along the lines ot a Mes secbusetts Bey Compa ny. or cours e, with the internation al tension whet it is, everything that we ere doing seems e lit tle unreel end tlus turni sbes e pretext to our Jewish friends to beck out. I have sent Pierrepont a very strictly confidential memorandum ot my conversations in Paris and Berlin. I think that it is probably wiser not to entrust this material t o the ordinary mails, so that I shell have to depend upon Pierrepont to show you this memorand um .on your next visit to Wash i ngton. In brier, our f r iend the Senator in Paris was in one ot his most cantankerous moods, wh ile our friend in Berlin was more inclined to discuss politics than refUgees. I shell send you turtber word towards the and ot this week. With respects to Mrs . Taylor and yourself,

26 th April 1939.

Lly dear l.lyron, I have del ayed an answer to your letter of April t he 5th, which was acknowledged in my absence on a short Easter holiday, bee a use I hoped t hat I should have some more defi nite i nformation to give y ou about e progress within a few days than, in fact, has been the case. I had in mind certain confi dential talks which I had hoped to have had before now with some of 11\Y senior colleagues in the Governmen t to consider whether anything coulc! be done to accelerate the flolf of r efugees f rom Germany and arrange f or t heir permanent settlement, but, owing to t he t errific pressure of events upon them, t hese discussions !-.ave not yet taken place. I hope that t hey will in the course of t he present week. Meanv1hile, as Pell will have informed you, he has been to Berlin and as I si gn this letter he is on his way there again, since he

has hearo from Herr Wohlthat , through an i ntermediary, t hat he wants to resume conversations. Since we last met , my mi nd, and I think t hose of Dnerson and Pell, has been moving on t he lines that even i f VIe can get no financi al aid for the involuntary migrant s out of Germany , or, in other words, if Germany reftffies to al l ow them to take out any goods or money, thereby falling back on her previous attitude, a quite possible contingency , we can, neverthel ess, get a very large number permanently settled in countries of spar se • population if facilities ar e offer ed by the Governments of t hose countries in t he shape of l and at a retsonable price. In t hat connexion, we all think tha t there will probably be more chance of formi ng the outside corporation either on a general basi s or as an ad hoc body for dealing with particular settlement schemes, if such schemes can be produced on paper in outline eoo show a reasonable chance over a term of year s of being i nt er est bearing. So more than ever I am anxious to get the ' reports of the various missions of investigation, namely, those into the possibilities of settlement i n British /Guie.na ' 3. Guiana, Nor thern Rhodesi a, the Philippines and the Dominican Republic. I understand that the Br itish Guiana report will probably reach us within the next fortnight or three weeks, and I have taken steps to try and get an interim report from Northern Rhodesia before the end of June, as it is always difficult to get aey thing done in August as everyone is on holiday, and July will be the last month oefore the Aut\ll:ln in which one can easily get a scheme considered and approved . I hope in the case of Northern Rhodesia to be able before ( Parliement adjourns at the end of July to announce t ha t the Government has approved (if approval be possible as a result of the interim r eport) a scheme of settlement in Northern Rhodesia, and that voluntar-.t organisations are sending out the first party of settlers in August or September, vthich i s an ideal time f or startine operations, since the rains commence about the end of October, the raiey season being the period when cultivation takes place. Pell tells me that the two i nvestigations f or • which your country i s responsible, namely, t hose i nto the projected schemes in the Philippines and the Domi nican /Republic - 4.

Republic, will probablY also be available during the Summer . I think that before you left it was mentioned t hat there was ffiOre accommodation i n the ref4gee camp at Richborough than could be filled owing to the dilatori ness of t he Germans in allowing involuntary migrants who have British visas to leave the country. Pell took this matter up with Herr Vlohlthat, who expressed surprise at the state of affai r s, of which he appear ed to be ( i gnorant , and promised to try and get things remedied. \',hen last I heard about the matter t here were no less than 400 vacancies at Richboro4gh which had ari sen in this way. Emerzon gives an excellent account of t he refugee camps in Holland and BelgilJll, and ITe all feel that ,;hen settlement schemes start it is onlY fair to t he author ities and t he voluntary organisa tions in t.hese tYIO countries to take settlers from these camps on an equali ty basis with the camp at Richoorough. Though I am af raid it i s onlY a rather narrow s tream, still refugees for countries of permanent settlement are filtering out of Britain and the /Continent 1 , 5.

Continent. For example, a number ha ve g one to ing Australia within the last few weeks, and a few are go to special positions i n the Colonies. Last week, &nerson, Fell and I had a confidential talk with my friend and former private of a secretary, Colonel Robins, who i s resident di rector Chartered Compaqy (British South Africa Company ) in the Southern and NorUlern Rhodesia, that i s to say, he i s administrator of their vast i nt erest s there. In d ( addition to t elli ng us t hat the Chartered Company woul ome welcome settl ement in Northern Rhodesia, he gave us s interesting examples of refugees, some Czechs and some from Geroaqy , all of them men who may be described as he t echnicians, who had found jobs in Southern Rhodesia ; told us that some 12 or 15, all men of considerable her eminence, had ootained permanent or temporary work eit with the Government , the Chartered Company or private business organisations. Notwi thstanding the conti nued di sorder i n Palestine, German refugees are still going there each • month in considerable quantities. I enclose a c opy of correspondence which I had /as .- 6.

as long ago as last October with Anthony Ede n. I replied that I would see what could oe done. Since t hen, efforts have been made to find an opening for the members of t he German Theatre in Prague, whose views, as I understand, are strongly opposed to those of the Nazis, but , owi ng to the fact t ha t other ref~ee cultural organisations, such as ballet coopanies and orchestras, ha ve already been given facilities to work i n this country , it has not been possible to f it them i n. No doubt your refugee orga nisations in America will know all G I about t he matter, but I mention t he case to you in the hope that t here might be a p ossi bili ty of allowing them to enter America on temporary visas and start operations in sooe theatre there; I should think they would be assured of an audience for several months if they prod uced the right type of play. It is q uite concei v able that they mi gh t form the nucleus of a successful Repertory Company touring the States. £ 4 Y~

My dear Eddy , I enclose herewith a r ema rkable l etter which I have bad from the members of the Germa n Theatre in Pr ague. It is indeed a heart-breaki ng story tha t they to know , tell. At the same ti~e I am quite a t a loss how to answer them. I believe tha t some Germa ns from Czechoslovakia ow are to be adl:ti tted into t.t.is country, but I do not kn on whet conditions. I should be very grat eful if there is arv suggestion you c ould make as to the r eply I should send t hese unhappy people. So sor ry to trouble you, Yours ever, , (Signed) ANTHONY EDEN.

Dear Sir, The member s of t.l.e Gen1an Theatre i n Prague apply to you because we know t ha t you ar e deeply concerned by t he t r agi c e vent s of our country, whicl: had to pay such a p rice f or the peace of tr.e v.orld. In t he present situation a continuance or" the whole organi sation i s i mpossi !>le. The theatre has hitherto presented opera, drama and c001edy in two houses and has had a personnel of nearly 400. Our plan i s to obtai n new opportunities of • work for 30 artists of thi s theatre whose livelihood is gravely threatened. We do not 1vant the dramatic art which has oeen developed and me tured by tradition to be destroyed. Yle want to preserve democra tic culture in the spirit from Lessing to Thomas Mann in an other country. Y:e wish to transfer our organise tion to England or to an English Cololl}· or Domi nion. There the best of our artiste would present a cross-sec tion of Czechoslovakian art and folklore in the Geroan and Czech language with EQ8lish explanations. In doi:lg this we should create a new fonn of drru:latic art, while at the same time cultivating the free literature of the world. /After I I ' 3.

After some while these beginnings would be developed in the English language. Our state is for us lllore than a native l and in the usual sense.
