World Habitat Day Site Introduction

Site Housing and Land Development Approach Community Fund for Housing and Land Security of the low income Chiang Rai province has a city-level mechanism which solves the problems of slum settlements – Chaing Rai Baan Mankong Community and City Network, which was established in 2003 with a plan to solve the Chiang Rai problems of the entire city in 62 communities with 996 households. When all households joined the program, it is compulsory that they become a member of a savings group or a cooperative, in order to secure living standard and supports amongst community members. There is also a welfare fund, housing development fund, and disaster relief fund. City-Wide Housing Development 10 Baan Mankong Projects 1,042 Households People-centered and city-wide housing development focuses on working closely with local municipality and community development network. A survey in 2003 shows that 1,295 households encountered housing and land Ban Phai problems. They settled on the land of State Railway of Thailand, Treasury Khon Kaen Department and temples. Some of them are extended families. Therefore, 9 saving groups and a cooperative were set up in different zones. At present, the grants and loans for basic infrastructure and housing development were approved for 10 projects covering 1,042 households, which is accounted for 80.46 percent of the affected people. Strengthening Disaster Reliefs Urban Community Networks 4 Baan Mankong Projects 423 Households In August 2019, Kalasin province was affected by Kajiki and Podul storms, causing mass flooding in many areas. Water level of Lam Pao Dam and Phan Kalasin City River continuously increased. About 450 homes were flooded. At present, the Kalasin water level began to stabilize due to the fewer rain falling. But the houses are still flooded. Therefore, CODI designed a plan with the community to solve the problem. The aim is to restore the damages and dealing with disasters that may occur in the future. Long-term rehabilitation (reconstruction and restoring ways of life including physical, social, economic dimensions and quality of life. Housing/Slum Development in Bangkok Year 2020 Target: 10 Districts 194 Communities 36,815 Households CODI, by Bangkok Metropolitan Region and East office launches a plan for housing development in Bangkok under the statement of "all urban poor in Bangkok should have adequate and secure housing by the year 2022." The plan is to connect the work in accordance with the direction of housing development, under the 20-year National Strategic Plan. It emphasizes on collaboration between the BMA and local district offices. There are pilot projects operating in the year 2020 in 10 districts. The idea is to enable the communities to be resilient to the economic growth and rapid urbanization. Site Housing and Land Development Approach (ALRO) can confiscate and allocate lands to farmers. Therefore, the farmers, who used to lack access to lands either for livelihood or housing, finally receive land allocation and support from governmental agencies. The aim is to facilitate collective land use for livelihood and housing. Setting up saving groups are encouraged. Community organization is the main actor. Baan Mankong Program is used as a tool for enabling new rural community development. The project has started for 3 years, in which farmers who had been allocated lands began to gradually move in to live together. Self-Management Local Municipality On the Land of the OLRA, Sa Kaeo Province: 6 Projects with 301 Households Many villagers in Khlong Hin Subdistrict lost their lands and face debt problems. The reasons of the problems root in the lack of funds and land ownership, because in the production system, most farmers do not own any Khlong Hin land, causing them to rent the land that is increasingly expensive, as well as Poon other production costs. While the price of products is stable or sometimes Sa Kaeo even decline, the farmers therefore face a loss. In addition, the villagers spend lavishly, resulting in debt from high-interest and informal loans. Problems accumulate to their peak, which led to the motivation of the people to rise up and manage their own problems. Community financial institutions solve debt problems. Vertical Housing Development 3-5 Story Building: 30 Rai with 1,000 Households Pathum Thani model is a collaborative housing development plan between Pathum Thani CODI and other agencies from all sectors. It aims to solve the public land evasion problem. The model will be used as an example of Baan Mankong Model mid-rise housing in order to facilitate sustainable solution. The model can Pathum Thani accommodate more than 1,000 households on an area of only 30 rai. It encompasses the ideas of low carbon community, boardwalk connecting all residential buildings, using man-made canals as basin area, using other areas as a common space and urban farming to generate income. Housing Development in EEC Baan Mankong: 1 Project with 563 Households Plutaluang Subdistrict is approximately 33,903 rai consisting of 8 villages with Plutaluang City population of 35,869 people in 17,652 households. Some areas are in the Chon Buri development zone according to the Economic Corridor Zone or EEC which aims to link the coastal provinces of the eastern region to Bangkok and other regions, including U-Tapao International Airport and various industrial estates. Solving Housing Problem on the Land of the State Railways of Thailand and the Deceleration of Slum Eviction 6 Cities in 3 Districts with 1,041 Households After the governmental announcement of the 20 years (2017-2036) master plan for Thailand transportation system development, there is a tendency that the plan will affect a number of low-income communities settling along Phetchaburi the railways, due to the expansion of the rail system. For example, Nakhon Pathom - Nong Pla Lai double track railway project and the route of Nong Pla Lai - Hua Hin have caused an urgent eviction in Phetchaburi Province. Currently, CODI has collaborated with Phetchaburi Province Community Organization Network, in order to conduct Baan Mankong project as a pilot project for solving housing problems, revitalizing sense of community, and mobilizing people-centered city development movement. Fisherman Community Housing Development, Krabi Bay Eco-Landscape Baan Mankong: 3 Communities with 427 Households Mueang Laem Sak is a small town in Krabi province, which has an eclectic cultural identity of the people of 3 races, including Thai Buddhist, Muslim and Chinese. There is also a beautiful nature of the sea surrounded by Mueang Laem mountains, causing it becomes a popular tourist attraction. On the other hand, the villagers need to live in the mangrove forest area, which owned by Sak the Marine Department. The villagers live along the bay as they are fishermen. Krabi The city-wide survey shows that there are 427 household who have housing and land problems. Amongst them, 358 households live in the mangrove forest area, 65 households live on the Marine Department land and the rest live in private land. In 2019, CODI has launched Baan Mankong program and allocate budget for 3 communities, namely Laem Thong community, Thap Tawan community, and Sai Thong community.
