While some answers quoted statutes and cases to support your position (e.g. Questions 4b, 11a, 15, 19a), in other responses you professed a complete lack of knowledge, even on topics that have dominated the news in recent months. You acknowledged in one response that you believe a statute is constitutional, but in others you refused even to say whether you considered a law to be “reasonably defensible.” When responding to these follow up questions, please review any necessary materials to provide substantive answers to my questions. I also was troubled by your responses to questions 8 and 22, in which you consistently did not answer the question directly and stated that you had “no knowledge of whether [an individual] actually said [remarks relevant to the question] or in what context.” Yet you omitted in your response footnotes that I included, which provided the relevant source material.     Whither Obshestvennaya Diplomatiya: Assessing U.S. Public Diplomacy in Post-Cold War Russia Author: Margot van Loon, School of International Service University Honors Advisor: J. Robert Kelley Spring 2013 Although a substantial amount of literature analyzes American public diplomacy in the Soviet Union, the level of scholarly interest in the region appears to have fallen with the Iron Curtain. There exists no comprehensive account of U.S. public diplomacy in Russia over the last twenty years, or any significant discussion of how these efforts have been received by the Russian public. This study addresses the gap in the literature by reconstructing the efforts of the last twenty years, providing an important case study for scholars of public diplomacy and of U.S.-Russia relations. Twelve policy officials, area experts, and public diplomats who had served in Moscow were interviewed to create a primary-source account of events in the field from 1989-2012. The taxonomy of public diplomacy, originally defined by Dr. Nicholas Cull, was then used to categorize each activity by primary purpose: listening, advocacy, cultural diplomacy, exchanges, and international broadcasting. These accounts were contextualized against the major events of the U.S.-Russia bilateral relationship in order to identify broad trends, successes and failures. The resulting narrative illustrates that U.S. public diplomacy in Russia suffers from a lack of top-down support from the U.S. government, from a restricted media environment that limits the success of advocacy and international broadcasting, and from the incongruity of messaging and actions that characterize the last two decades of the bilateral relationship.

News values theory itself is subjected to critical examination, highlighting its strengths and weaknesses. Using a mixed method that includes content analysis and topic modeling, the study investigates the major news topics most ‘liked’ by Instagram audiences and compares them with the topics most reported on by news organizations. The findings suggest that Instagram audiences prefer to consume general news, human-interest stories and other stories that are mainly positive in nature, unlike news on politics and other topics on which traditional news organizations tend to focus. Finally, the paper addresses the implications of the above findings. The 5th Affluent Survey Africa, released by Ipsos on September 13th, revealed: • Despite internet penetration in the continent lagging behind other regions of the world, Africa’s Affluent population have embraced digital technology more rapidly than their European counterparts: many more of them are watching TV on their tablets, computers and smartphones and more of them read their newspapers digitally. • International TV channels now enjoy a higher reach amongst the Affluent population than national channels • Social media is now considered the first port of call for news amongst a substantial proportion of the Affluent population The biennial study measures the media use and consumption behaviour of the top 15% of income earners in Cameroon, Ghana, Kenya, Morocco, Nigeria, South Africa and Uganda. Growth of international media brands. In the past two years, there has been a major roll- out of digital television broadcasting services across the continent, increasing the availability and reach of many international media channels. On a monthly basis, 96% of the African Affluent population watch an international television network. In fact, on a daily level, the combined reach of international television channels – at 81% - is now higher than that of national channels, watched by 71% of this select group of people. While all types of international media are popular amongst Africa’s top 15%, the survey results show they are heavily business-news oriented.

November 1, 2013 RUSSIA’S “SOFT POWER” STRATEGY Jill Dougherty, B.A. MALS Mentor: Angela Stent, Ph.D. ABSTRACT On October 30, 2013 the business-oriented Forbes.com put Russian President Vladimir Putin at the top of its list of “The World’s Most Powerful People,” unseating United States President Barack Obama. Forbes said its editors made the decision based on the power of the person over a large number of people, the financial resources controlled by the person, their power in multiple spheres, and the degree to which they actively use their power. Revisionist media commentary immediately followed the report, pointing out that Russia remains a regional power, that its economy, while improving, still ranks fifth in the world, significantly trailing those of the United States and China. The ranking also appeared to be, at least partially, a reaction to Russia’s skillful shift in diplomacy on the Syrian conflict, by which it proposed a plan to destroy the Assad regime’s chemical weapons. Others noted that Forbes is a conservative publication, and part of its editors’ motivation might have been the desire to criticize a Democratic President. It was, nevertheless, a stunning turn-about for Russia’s President, an indication of how quickly evaluations of a leader and his or her country can shift, based on their perceived influence.

    Russia in the Middle East: A New Front in the Information Was? By Donald N. Jensen Summary Russia uses its information warfare capability as a tactic, especially its RT Arabic and Sputnik news services, to advance its foreign policy goals in the Middle East: become a great power in the region; reduce the role of the United States; prop up allies such as Bashir al- Assad in Syria, and fight terrorism. Evidence suggests that while Russian media narratives are disseminated broadly in the region by traditional means and online, outside of Syria its impact has been limited. The ability of regional authoritarian governments to control the information their societies receive, cross cutting political pressures, the lack of longstanding ethnic and cultural ties with Russia, and widespread doubts about Russian intentions will make it difficult for Moscow to use information operations as an effective tool should it decide to maintain an enhanced permanent presence in the region. Introduction Russian assessments of the international system make it clear that the Kremlin considers the country to be engaged in full-scale information warfare. This is reflected in Russia’s latest military doctrine, approved December 2014, comments by public officials, and Moscow’s aggressive use of influence operations.1 The current Russian practice of information warfare combines a number of tried and tested tools of influence with a new embrace of modern technology and capabilities such as the Internet. Some underlying objectives, guiding principles and state activity are broadly recognizable as reinvigorated aspects of subversion campaigns from the Cold War era and earlier. But Russia also has invested hugely in updating the principles of subversion.
