    LONDON ELECTORAL HISTORY – STEPS TOWARDS DEMOCRACY 7.2 CANDIDATES AND THE CLASSIFICATION OF VOTING BEHAVIOUR The key endeavour of much electoral analysis is to determine what kind of voter polled for what kind of candidate. The historian of the pre- reform electorate is fortunate in this respect in being able to know much more about almost every candidate1 than at any time before the contemporary period.2 Nomination of candidates took place at the hustings, immediately prior to the call for a show of hands by the returning officer. Some who may have sought election nonetheless withdrew from the contest, either following a disappointing canvass or following the show of hands. For the purposes of the LED only those who carried on to the next stage of the electoral process, in eighteenth-century parlance those who ‘stood the poll’, are deemed to have been candidates. Of those who stood the poll, some withdrew during the course of polling. Sometimes this would terminate the election, as when John Graham withdrew from the Westminster election of 1802, or when William Mellish withdrew from the Middlesex contest of 1820. In other cases the withdrawal of a candidate allowed others to continue the contest, although there was no mechanism for re-allocating those votes already given to the candidate who threw in the towel. Thus the withdrawal of William Pitt from the London election of 1784, after he had been nominated for a popular but uncertain seat without his consent, did not preclude a continuation of the contest between the remaining candidates. Even the death of John Hankey, the fifth candidate in the London contest of 1807, did not cause the poll to be terminated.

Although the Bank of England was, during the period examined in this contribution, a privately- owned and privileged company, its money market operations (at least from 1873 onward) are always interpreted as the gradual adaption of the duties of a modern central bank, including the role as the »bankers’ bank«. The fact that it was also in com- petition with discount houses and commercial banks on the money market is, however, largely neglected.     1/17/2019 John Masterman (MP) - Wikipedia John Masterman (MP) John Masterman MP DL (1781–23 January 1862)[1][2] was a British Conservative Party[3] politician. Masterman worked for the firm and became a board member of Masterman, Peters, Mildred, and Company, London bankers. He was also a Director of the East India Company, and later was appointed a Deputy Lieutenant of London. He was elected at the 1841 general election as one of the four Members of Parliament (MPs) for the City of London.[4] He was re-elected in 1847[5] and 1852,[6] and held the seat until he stood down from the House of Commons at the 1857 general election.[1][3] A traditional Tory Anglican he was "prepared to resist any concessions to Popery". he represented the City during the Victorian financial revolution spurred on by big capitalist fortunes and the founding of Sir Robert Peel's new party. He bought a large mansion townhouse at 35 Nicholas Lane, off Lombard Street in the heart of the financial district. In the Essex countryside he purchased a wooded retreat at Knot's Green in leafy Leyton (now in the east end of Greater London). Masterman took the Chiltern Hundreds in 1857, and died on 23 January 1862. References 1. Since central banks adopted the lender-of-last-resort function in the 1870s, they have been continuously contributing to the stabilization of financial markets. However, the nature of their governing practices has transformed. This dissertation addresses the sociological and historical underpinnings of central banks’ authority. By combining theoretical insights from interactionist sociology (e.g., Pierre Bourdieu, Norbert Elias, and Etienne Wenger) and from the philosophy of modernity (e.g., Hannah Arendt, Michel Foucault, and Jürgen Habermas), it looks into the crucial role of knowledge for financial governance in general and central banks’ authority in particular. Knowledge shapes governance in two ways. It structurally creates the conditions of possibility for certain practices to develop and it cognitively represents reality. Such representations become incorporated into the background knowledge of the community of practice. The thesis highlights the importance of modern science for governance to occur. The rise of science in economics and finance has transformed legitimate representations of the financial environment and concepts of competence and credibility defining who is entitled to act. The dissertation details three practices of financial stabilization by central banks through time, each of which stem from a distinct ii market representation and cultural configuration of the community of practice.

They are combined here to make searching easier. Most of the obituaries in Vol. II (1915-1936) are taken from the Sentinel and have a six-digit number in parenthesis. The first two numbers are the month, the next two the day and the third pair is the year. All are in the 1900's.
