- 1 - II LEGAL PROCEDURES Japan’s Immigration System

Those who wish to enter and stay in Japan must obtain a passport issued by their own government and a visa issued by a Japanese overseas diplomatic office. After receiving permission to land by the Immigration Inspection Office at the port of arrival, residency status in Japan is possible based on previously granted visa qualifications and a fixed length of stay.

１ Residency Procedures ・Procedures pertaining to residency must be done in person. ・Be sure to bring your passport and residence card with you. ・For various applications, you will need to provide certificates of proof, while others will require a processing fee.

Furthermore, the duration of stay is determined by the visa type and calculated from the day after the landing permit is granted. (1) Changing Status of Residence When foreigners want to engage in activities that are not permitted under their current status, permission to change residence status must be obtained.

(2) Renewing Residency Period Foreigners are permitted to reside in Japan within the period of stay allowed by their residence status. If they wish to reside longer than the authorized period, they must obtain permission to extend their residence period. Extension applications are accepted beginning three months prior to the expiration date.

(3) Acquiring Status of Residence Children born in Japan to foreign residents or individuals who have renounced (lost) their Japanese nationality, are required to register for status of residence within 30 days of their birth. People who are planning to leave Japan within 60 days are exempt. Parents are required to take the necessary procedures to register any children born in Japan.

(4) Permission for Part-time Job Special permission for activities outside of your status of residence is needed for those who wish to engage in activities accompanied by award or payment or in the management of event(s) that may be accompanied by an income outside of the status of residence that you possess.

(5) Permission to Re-enter Japan If you plan to leave Japan temporarily to return to your home country or visit other countries and then re-enter Japan on the same visa, you must obtain a re-entry permit before departure. If you leave Japan without this permission, you must apply for a new visa at a Japanese embassy or consulate abroad to receive entry permission. A re-entry permit allows foreign nationals who wish to leave Japan with the intension of re-entering Japan before his/her period of stay has ended to return without reapplying for a visa.

(6) Permission for Permanent Residency Permanent residency is permitted only when a foreigner has established a permanent base of livelihood after spending a suitable period of time in Japan, and her/his permanent residency is considered to be in accord with the interests of Japan.

(7) Certificate of Authorized Employment Foreigners who can be legally employed under their current resident status can obtain a certificate of authorized employment.

2 Application of Residence, etc. If you are planning to reside in Japan for more than three months, you are responsible for registering your residence. When you have you passport stamped at Narita, Haneda, Central, or Kansai airports, you should also receive a residence card (zairyu kado). - 2 - (1) About Residence Cards A residence card shall be issued to a foreign national who has stayed in Japan for a mid- to long term as a result of having permits relating to status of residence, such as a new landing permit, a permit for change of status of residence, and a permit for the extension of the period of stay. A residence card contains important personal information held by the Minister of Justice, such as name, birth date, gender, nationality/ region of origin, address, status of residence, period of stay and whether or not he/she can work. It also acts as a personal identification which must be always carried on one’s person, unless the person is under the age of 16. Any changes of information must be updated.

〇Regarding Loss or Theft of Residence Card If your card is lost, stolen, destroyed or defaced beyond recognition, please notify the Immigration Bureau within 14 days of noticing this and get a replacement. (If abroad, 14 days from reentry into Japan.)

(2) Applying for Changes in your Residence Card If you need to change your name, birthday, gender, or nationality; please go to your local Immigration bureau within 14 days with your passport, picture and exchange your current residence card.

(3) Regarding Personal Address ○First residence You should go to the Citizens’ Affairs Division and fill in your notification of moving in to Gifu 14 days after moving to Gifu. If you are changing residents within Japan, your residence card is necessary. If you are moving to Japan from abroad, your passport and residence card is required.

○Notification of Moving Out If you are moving out of Gifu into another city, you will need a notification of moving out. In order to get the notification of moving out form you will need a moving out certificate and will be needed at city hall. If you are moving to a residence within Gifu City limits, make sure to turn in your notification of moving out form within 14 days.

○Notification of Moving in or Relocation When moving in to Gifu City from other parts of Japan, all residents of Gifu are required to fill in a Notification of Relocation. They must also provide their residence card, passport, and the Notification of Moving out from their previous local government office.

○Certificate of Residence Copy Foreign residents also apply to the City’s Basic Resident Registry Law and a certificate of residence is made for them. Anyone who wishes for a copy of the certificate of residence can order one to use a form of identification and proof of residence for official documents. (4) Notification Regarding Visa Status Working foreign residents with skilled worker or foreign exchange student visa status must document and inform the Immigration Bureau of any change in name or address of institution, termination from institution, ending of contract with institution, and renewal of contract with institution (school, business, etc.) withi n 14 days of change.

(5) Applications when departing the country ○Notification when leaving the country When foreign residents leave the country, they are required to receive confirmation from the Immigration Bureau before doing so. The general rule for receiving confirmation requires a stamp on one’s passport. However, if a foreign resident receives a departure permit upon landing, this can be collected afterwards. Re-entry permits must also be given confirmation usually at the time departure permission is also given.

○Re-entry Permit For the foreign nationals currently residing in Japan, the rules regarding temporarily leaving and returning to Japan have become much more lenient and the Minister of Justice gives re-entry permits upon leaving the country. However, foreign residents who do not receive a re-entry permit (including the Special Re-entry System) and depart from Japan will forfeit their residential status and the remaining time on that status. In contrast, foreign residents who do receive a re-entry permit (including the Special Re-entry System) will be given landing application upon re-entry and can bypass the normal visa application. Then, after landing, the residential status and time left on visa will continue from when you first left.

○Special Re-Entry Permit System Under the Special Re-entry Permit System, for foreign nationals who stay in Japan with the status of residence and possess a valid passport, other than those for whom a period of

- 3 - stay for three months or less has been decided on of those staying in Japan with the status of residence of “Temporary visitor,” are, in principle, exempted from obtaining an ordinary re-entry permit, when re-entering Japan within one year from the date of his/her departure. The period of validity for a Special Re-entry Permit is one year from the date of the departure from Japan, but when the permitted period of stay expires before one year from the date of the departure from Japan, the period of validity for a Special Re-entry Permit shall be until the expiration date of the period of stay. A foreign national who intends to depart from Japan with a Special Re-entry Permit must possess a valid passport (a mid- to long term resident must possess a valid passport and a residence card) and manifest his/her intention to depart from Japan with a Special Re-entry Permit to an immigration inspector upon departure. Specifically, as a Re-entry and Departure Record (Re-entry ED Card) has a column for the manifestation of the intention to re-entry Japan with a Special Re-entry Permit, the relevant person should check the said column and present it making a statement of your intention to an immigration inspector.

3 Family Register System (1) Family Registers and Households The family register lists a Japanese person’s name, date of birth, relationship to parents and dependents, and other items. After marriage registration has been completed, usually, the newly married couple creates a new family register, and when children are born, they are entered into the register. Although foreigners are not directly involved, notification is necessary for births, deaths, etc. in Japan. Also, notification may be necessary for marriage or divorce as well. When applying for a family register, you may be required to attach other documents. Please direct all inquiries to the Family Registration Group in the Citizens’ Affairs Division in City Hall. TEL:214-6174 (2) Marriage Registration When you get married, you need to register the marriage. By law, you are considered married from the day that you register. When marrying a Japanese national, you should register either where your spouse has her/his family register or at your city hall. When the marriage is between two foreign nationals, it should be registered at City Hall.

(3) Divorce Registration Similar to marriage registration, a divorce is recognized under law from the day that it is registered. When divorcing a Japanese national, you should register either where your spouse has her/his family register or at your city hall. When the divorce is between two foreign nationals, it should be registered at City Hall.

(4) Birth Registration Births should be registered within 14 days (including the date of birth) at either the City Hall of the birthplace or the City Hall of the residence of the person who is registering the birth. Parents should register the birth using the Birth Registration Form. When registering, please bring the Mother/Child Health Handbook. Children born in Japan who hold foreign nationality should apply for residential status within 30 days of being born.

(5) Death Registration A family member of the deceased should notify the authorities within 7 days of becoming aware of the death. Notification should be made to the local government office at either the place of the death, or the current address of the person reporting the death. If there are no surviving family members, notification should be made by the person indicated by the law governing the family register system.

4 Personal Seal Registration Seals In Japan, personal seals (inkan) are used in the same fashion as a signature. Seals are put into three classifications as personal seals, bank seals and official seals.  Personal seals are used to show confirmation. Usually used for signing for a package.  Bank seal is needed when you set up a bank account. If you do not have the correct account you will not be about to withdrawal any money.  Official seals are used for important official documents. You can have an official seal for important documents made at a seal shop and then have your seal impression registered at city hall. When necessary, you can verify that your stamp has been registered with the proof of personal seal registration.

〇 Registering your Personal Seal People living in Gifu City who have registered as a foreigner and are 15 or older can register a personal seals. Bring the seal you want to register and your residential card to the Citizens’ Affairs Division /Personal Seal Registration Official, and apply in person. A personal seal registration certificate will be issued. Only one seal may be registered per person. The charge for the registration procedure is ¥300.

- 4 - 〇 Certificate of Registered Seal These documents certify that your seal is recognized by the local city, town or village government. ○Moving within Gifu city・Moving out of Gifu City If you move even within Gifu City, the Registered Seal becomes null and void. Make sure to update your address at city hall. If you move outside of Gifu City, please return the certificate.

- 5 - III BASIC LIVING INFORMATION

1 Housing (1) How to Rent an Apartment, etc. Usually, people start looking for housing through a real estate agent after explaining what they’re looking for. You should visit a real estate agent near the place you want to live and indicate your desired terms such as rent, space, and if you want a kitchen and bathroom. Be sure to see the actual place before you decide to rent. It is also helpful if you can get a Japanese friend and guarantor to help you.

(2) Contracts You must make a formal written or verbal request to the agent in order to begin the process. You will need the following: ・a completed contract form, stamped with your personal seal (or signed) ・a guarantor In general, the contract expires after two years. Please show the contract to someone you trust. Be sure you understand it and have discussed it before stamping or signing the contract.

(3) Necessary Expenses when Contracting ○Guarantor・Guarantor Company A guarantor acts as a failsafe to take responsibility if the tenant cannot pay rent or other necessary costs. Normally, one may request for coworkers or people close (parents, siblings, relatives, etc.) to become their guarantor. If you cannot find someone to act as a guarantor, you can pay a company to act as your guarantor. (Depending on the building and landlord, they may not accept the guarantor company.)

○ Monthly Rent Rent is usually paid in advance, so it is necessary to have one month’s rent.

○ Key Money This money is paid to the landlord and is usually the equivalent of one or two months’ rent. It is not refundable when you move out.

○ Damage Deposit This money is usually equivalent to two or three months’ rent and is left with the landlord as security for your rental payments and repair expenses for damage to the structure. When you move out, the landlord may subtract the necessary expenses for repair from your deposit.

○ Real Estate Agent’s Fee This is the commission paid to the real estate agent and is usually equivalent to one month’s rent.

○ Maintenance Service Charge This fee is used for the maintenance of stairs, streets, common toilets, etc., and is used to cover the electric, water, and cleaning of the common rooms. It is generally paid monthly.

(4) Renewing/Terminating the Contract Contracts generally last for two years and should the contract state a charge for renewing, that charge must be paid to renew the contract. When terminating your contract during the contract period, you must notify the landlord at least one month in advance. Details are recorded in your contract, so please follow what is written there.

(5)What aware of before moving to an apartment. ・Make sure to ask the landlord or real-estate company which telephone and internet company the building is contracted to and if there are any instillation fees. ・Check if your washing machines drain hose is compatible with the drain in the apartment. If you try to force the drain hose to an incompatible, it can cause leaks and water damage. ・In Gifu City, there are two major gas companies used: Toshi Gas and LP Gas (propane). You cannot use a LP Gas stove top with LP Gas. Make sure you check which kind of Gas stove you have and what type of gas the building utilizes. ・Before bringing your furniture into the apartment check to see if there is any damage or dirt on the walls and floors as this can make it difficult to get your deposit back. Consider taking a picture of the apartment as evidence.

(6) When Renting Apartments ・Do not share your apartment with friends or relatives who are not in your contract and do not sublet to others. ・Do not disturb your neighbors by making noise late at night. ・Do not make any alterations or renovations to the rooms without the permission of the landlord. For example, do

- 6 - not change the wallpaper. ・When there is a leak or repairs are required, please contact the landlord.

(7) Public Housing Both the prefecture and the city have buildings that receive national subsidies and can provide inexpensive housing to those having housing troubles or with little income. Foreigners can also apply for these apartments. Because many people apply for this housing, people are chosen by lottery and there are a number of qualifications that must be met.

○ Municipal Housing Municipal housing has residences that are chosen by lottery and those that are not, and you can apply for them based on your needs. 2 Electricity Due to the full liberalization of the electric market that was started on April 1, 2016, small-scale electric providers can now be chosen. Here, we will just introduce Chubu Electric Power Co., Inc. who was the general provider for the Gifu City area until March 31, 2016.

(1) Turning on the Electricity A few days before moving to a new residence, please give your name, address, phone number, and the date you will begin using electricity to the nearest office of the Chubu Electric Power Co., Inc. (2) Billing and Payment The bill is calculated by an electricity meter attached to each residence and is due every month. There are three ways to pay your bill:

(4) Warnings ・ Different countries use different voltage for their electronic appliances. In Japan, the voltage is 100 Volts. Please make sure to check the manual of any appliance you bring to Japan. ・If the amperage of electricity exceeds the allotted amount at one time, the breaker will cease all electricity. Please pull out the excess plugs, find the breaker and flip the switches to on again. ・Normal household power sockets only allow 15 amps per one socket. Please be aware that you should not overuse the surge protectors by plugging in too many appliances as it can cause overheating and fires. ・Appliances that are used in wet or high humidity areas such as washing machines, refrigerators, and microwaves need to be grounded with an earth plug or earth wire. Failure to ground appliances can lead to short circuit, electric shock, and fire. 3 Gas (1) Types of Gas and Gas Equipment Two types of gases are used in houses, municipal gas and liquid petrol (LP) gas. The type of gas provided by the municipal company depends on your location. If your equipment is not properly set up for the type of gas you have, imperfect combustion will occur, which is very dangerous.

- 7 - LP gas must be used only with the equipment for LP gas. Please confirm the type of gas you have before attaching any equipment. Municipal gas users (gas type 13A) are supplied by Toho Gas Co., Ltd. LP gas users are supplied by regional suppliers. Before moving into an apartment, do not use your gas until it is checked by an LP gas supplier. Be sure to read the pamphlets that come with each piece of equipment to learn the proper use and warnings in order to safely use the equipment.

(2) Discontinuing Gas Service If you are going to move or leave Japan permanently, call the gas company (Toho Gas) or the LP gas sales company one week before the move.

(3) What to do When Trouble Occurs Gas leaks are easy to recognize because of the unique smell of gas. If you smell gas, if the gas detector goes off, if the gas will not come out, or if you notice a weird smell when using the gas, please follow the guidelines below: ・Turn off the gas or the supply valve and open the windows and doors to let in fresh air. ・Do not smoke or light a match. Also, do not switch on electric appliances like lights or ventilation fans. ・Tell your neighbors about the gas trouble, and call the gas company or the sales company. ・If you do not speak Japanese, show the following to your Japanese neighbors: 「ガスが異常です。日本語が 分かりませんのでガス会社へ連絡してください」（“Gasu ga ijo desu. (7) Public Telephones Lift the receiver, insert coins (¥10 or ¥100) or a telephone card and, when you hear the dial tone, dial. When you hear a “beep,” which means that time has nearly run out, insert more coins to continue talking. When you hang up, extra ¥10 coins will be returned. However, if you insert a ¥100 coin, no change will be returned regardless of the length of the call. Emergency services such as the police (110) and fire 119 can be dialed without paying any money.

(8) International calls (Kokusai Denwa) ① International subscriber dialing calls (ISD) ISD service is available for most foreign countries from your telephone.

The following is a list of telephone company’s identification numbers: KDDI 001, NTT Communication 0033, Softbank 0041. If you use “My Line” services to make international calls, an identification number is not necessary.

② Pre-paid Phone Cards Pre-paid phone cards can be used with any phones that produce a dial-tone, including cellular phones and IP phones. International phone cards can also be bought. The cards can be bought at most major airports and convenience stores, and come with a multi-lingual instructions guide.

○ International Calls from Public Telephones You can make international calls from grey public telephones with the sign: “International & Domestic Coin Telephone.”

６ Internet Types of Internet Available

○ Tethering Tethering is a method of using a smartphone or tablet device as a WIFI. In Japan, the largest cell phone carriers are DoCoMo, AU, and Softbank. Each of these carriers have a call center and stores which can allow you to use the internet. These stores also have a phone number for international customers to be connected to an interpreter.

○ Free Wi-Fi Some public establishments offer free WIFI within the stores. Some of these stores require your e-mail address and a password in order to login. If you use the available WIFI, it allows you to avoid using your cell phone data.

- 9 - ○ Portable Wi-Fi You can carry around a wireless Wi-Fi. However, due to the fact that it is wireless, some areas might have less reception than others. ・LTE Wi-Fi：Using the same information that cell phones use. ・Wi-MAX：Using the information from directly form a company. This is much faster than LTE.

○ Hikari Net The Hikari Net system uses fiber optics. This is the fastest system in use. However, it requires construction cost and different building may not utilize this system. Please check with your landlord or real-estate agent.

7 Postal System (1) Post Office Operations In Gifu there are four main post offices (Central, North, West, and East) which collect and deliver mail as well as other various sized post offices which do not deliver mail. However, both domestic and overseas mail can be sent from any post office. (2) Post Boxes and Zip Codes Post boxes are divided into red boxes for ordinary mail and blue boxes for special delivery mail. In general, the red boxes have two slots: the right slot is for special delivery, overseas, electronic and large-size mail, and the left slot is for regular mail and postcards. Postal zip codes have been designated for every area of Japan. If you write the zip code along with the address, your letter will reach its destination even if you do not write the name of the prefecture. Official postcards and ordinary envelopes have boxes printed on them specifically for zip codes.

(3) Mail and Postal Charges ○ Domestic ・Letters The price of sending a letter depends on the size and weight of the letter. Official post cards do not require a stamp to be send, but letters and other envelopes do need stamps to be purchased. ・Packages Packages up to 30 kg can be sent by yu-pack.

○ Overseas Overseas mail includes airmail (delivery in 3 to 6 days), sea mail (delivery in 30 to 90 days), and SAL mail (reaches the address in 6 to 13 days), as well as International Express Mail (EMS), etc. Depending on the method you choose to send your package, size, weight and destination, the price will change. ・Packages Packages up to 30 kg (the weight limit may change depending on the country) can be sent through international mail. When mailing your packages, fill in the overseas package label, which is available at the post office, and put it on the package. Please ask the post office about the charges.

Things that cannot be sent over International Shipping ・ Explosive materials Example) High pressure spray cans, fireworks ・ Flammable liquids Example）Liquid perfumes, liquor (depending on the alcohol percentage), and paint ・ Pornographic material ・ Living thing - 10 - ・ Pirated and illegally made copies that violate copyright laws. ・ Animal products banned under the Washington Treaty such as ivory. ・ Products that use lithium batteries. Lithium batteries are used in items such as video cameras. However, products can be sent if the destination has laws allowing lithium batteries to be sent in the mail. ・ Gold, platinum and silver products (different countries have different limits on these materials), jewels, other valuables, coinage, cash, banknotes, bearer bonds and travelers checks.

Different countries have different laws and regulations regarding what can or cannot be sent and how an item can be packaged. Please be sure to check with the post office for the details regarding these details.

○ Special Handling ・Special Delivery: Delivery is quicker than ordinary mail. ・Registered Mail: Delivery is guaranteed, and the delivery route is recorded. Compensation for loss is provided if anything happens to the registered article. ・Cash Registered Mail: Cash up to ¥500,000 can be sent by cash registered mail. You must buy an envelope used exclusively for sending money, which you can buy at the post office. Fill out the form on the envelope and present it to the post office. For any of these services, special handling charges are added to the ordinary mail charges.

8 Banks (1) Hours You can open a bank account at the following types of financial institutions in Gifu City: banks, credit banks, credit cooperatives, agricultural cooperatives, or labor banks. Banks are open from 9:00 a.m. to 3:00 p.m. on weekdays, but some banks stay open later than 3:00 pm. You can also use the ATMs, in most cases, weekdays from 8:00 a.m. to 6:00 p.m. and on Saturdays, Sundays and holidays from 8:00am-9:00pm. The times may differ depending on the bank. There may also be a fee charged for using the ATM, so please check at the bank.

(2) Opening an Account Identification (e.g. residence card, passport, or health insurance certificate) and your personal seal are necessary to open an account. Types of bank accounts include ordinary accounts from which you can freely withdraw and deposit money, fixed- term accounts, which require funds to be deposited for a fixed amount of time, savings accounts in which a specific amount must be deposited monthly, etc. The most common type of bank account is a general account (sogo-koza). With this type of account, you can use a bankcard to withdraw and deposit money at automated teller machines (ATMs). The bank will provide a bankcard when you open your account. A four digit secret number is registered with the bank so that the card can be used for withdrawals.

(3) How to Use Your Bank Card ATMs are located in banks, department stores, supermarkets, train and bus stations, etc. You can withdraw, deposit, update your passbook, check your balance and do remittance by using your bankcard at these machines even without going to the bank. It is not difficult to use these machines. Please follow the Japanese instructions displayed on the screen (there are also machines that display English instructions). If you have any questions, you should ask the clerks. You should also ask a clerk how to use the bankcard when you get it.

(4) Automatic Account Debit for Public Utilities It is possible to have your bills for electricity, gas, water, and telephone paid automatically through your bank account. This can be very convenient because you do not have to wait to pay a collector nor go to the financial institutions yourself. To add this service, you need the utility bills or the old receipts, your passbook, and your personal seal.

(5) Remittance Remittance service is available at both banks and post offices. Ask about remittance charges at the financial institutions that provide this service.

○ Domestic Fund Transfers You can remit money to another party’s bank account by telegraphic transfer or mail transfer. The remittance from one bank to another may be more expensive than sending money between branches of the same bank.

○ Overseas Fund Transfers Authorized foreign exchange banks and post office braches are able to remit funds overseas. There are three methods to send money: remittance checks, wire transfers, and postal remittance. ・Remittance Checks You can exchange cash into a special check used for remittances (which you can mail yourself) at a bank.

- 11 - ・Wire Transfer You ask a bank to wire money to the recipient’s bank. ・Postal Remittance The requested bank contacts the bank of remittance by mail. If there is concern that the remittance will be lost in the mail, sending by wire transfer may be more secure.

9 Trash (Gomi) (1) Trash collection Trash is collected regularly from designated spots in order to maintain a clean environment in Gifu City. Trash that left out illegally will be labeled with a yellow sticker and will not be collected. In order to not cause trouble to your neighbors, please be sure to follow the rules and manners of putting out the trash.

(2) How to Put Out the Trash ○ Burnables (futsu gomi) ・Leftover food, wastepaper, snack wrappers, plastic, chinaware, etc. (Ceramics that are broken should be wrapped in paper.) ・Collected twice a week (there is no collection at the year end and New Year’s day). ・Take your garbage to the designated spot by 8:30am. (Yanaizu area collects from 7-8 in the morning) ・Be sure to remove all liquid from the kitchen scraps. ・Put the trash into colorless, transparent or white, semi-transparent bags (supermarket bags are acceptable) and tie tightly. ・Please do not use another city's specially designated garbage bags, or colored bags. ・All branches should be less that 3cm in diameter, and cut to 30cm long or less. Anything larger than these dimensions, please dispose of as sodai gomi. ・Any trash that does not follow the rules will be labelled with a yellow sticker and not collected. ・Materials such as boxes, newspapers, magazines and old clothing can be recycled and should be given to a paper recycling center or put into a recycle collection box. ・Please try to reduce organic waste by composting or other means.

○ Cans, plastic and glass bottles ・These recyclables are collected once a week. If the collection day falls on a holiday they will be collected on the following day. (Except on from January 1st to 3rd.) ・Take your recyclables to the designated spot by 8:30am. (Yanaizu area collects from 7-8 in the morning) ・For specific days and disposal site please check with the local government or the apartment management. ・Separate, cans, glass bottles, and plastic bottles into different bags, and put them into colorless, transparent or white, semi-transparent bags (supermarket bags are acceptable but do not use other cities trash bags). ・Tie the bag shut as tightly as possible. ・Put glass and plastic bottles in the same bag, cans should be separate. ・Empty out your cans and bottles and rinse them with water before placing them out. ・Remove all caps and throw them away with the burnables. ・Always punch a hole in spray cans to let out the gas. ・Wash dirty items. ・Do not put out ceramics or non-recyclable plastics with the recyclables. ・Please put out candytins, fry pans, and pots in the reusable material collection. Drink bottles, large sake bottles, whiskey bottles, juice cans, pet bottles, beer cans, canned food cans, and snack cans.

○ Big Trash (sodai gomi) Includes materials such as futons and comforters, furniture, electrical appliances (refrigerators, air conditioners, televisions, washing machines, clothes dryers, and laptop computers do not apply), bicycles. Items are collected after you apply by phone. Sodai Gomi Reception Center TEL:243-0530 ・Call the Sodai Gomi Reception Center to apply and confirm the collection date, time and fee. ・Throwing away sodai gomi is not free. Purchase a sodai gomi ticket and place it on the bag for your big trash. In the case of toys and other smaller sodai gomi, please purchase a sodai gomi bag and put them in to be thrown away. ・You can purchase these sodai gomi bags and tickets at a licensed store in Gifu. ・If you do not have the proper tickets or have not applied to have something taken away, it will not be taken. ・For household sodai gomi collection, only 20 items can be collected at one time. Please bring the trash to the designated spot by 8:30. ・If you bring the trash to the Reception Center by yourself, you can choose the time best for you to throw away your trash. Call the Reception Center to make an appointment and tell them what you are hoping to throw away. ・Regarding heaters that use kerosene; make sure to dispose of all of the kerocene before throwing away the heater. ・Do not put any flammable materials in the sodai gomi bags. This includes spray cans, lighters and matches.

- 12 - ○ Debris, etc. Items are collected after you apply by phone. Sodai Gomi Reception Center TEL:243-0530 ・Includes materials such as bricks, concrete (blocks, weights for clothing racks, etc.), bowling balls, tiles, and fireproof safes. ・Place items in the location you decided upon while applying on the day you decided on. ・It costs ¥200 per 10kg of material. There is also a fee for the time it takes for the pick-up, so please have the fee prepared ahead of time. ・Items that are over 80kg each cannot be collected. Also, at most 200kg may be put out per collection.

○ Burned-out Lights and Dead Batteries Place the lights in the box provided in each school district during the time that the facility is open. Please confirm the time with the facility. ○ Used cooking oil / Styrofoam / White trays / PET bottle caps These items will be collected once a month at the spot designated by your residential area. They will be collected even on holidays. The collection time is between 7am and 11am. Please confirm the designated day and location with your local organization. (4) Items that the city cannot dispose of The city cannot dispose of the following materials: gas canisters, fire extinguishers, oil (besides household-use cooking oil) or other dangerous materials, parts related to automobiles (oil, tires, wheels, batteries, etc.), 2-wheeled automobiles, agricultural machinery, pianos, boilers, paint, agricultural chemicals, poisons, powerful drugs, solvents, other hazardous products, scrap construction lumber and other industrial waste, sand, dirt, and natural stones. ・For any questions, please contact the item maker, the store where you bought it, or a specialized disposal company. ※ For those who live in the Yanagase area, a portion of the rules for putting out the garbage will be different. ○ Recycling Household Computers Because the city does not consider household computers as large trash and cannot recycle them, please apply for collection through the unused good(s) manufacturer. (2) Jichikai, Neighborhood Association The "jichikai" is an independent self-governing neighborhood organization for local residents, which helps to raise the residents’ fellowship and welfare, and to develop community spirit. In general, the "jichikai" is made up of several groups that consist of a dozen or so households. This organization serves to pass on information on daily life such as the date of trash collection and delivers the city’s PR paper, "Koho Gifu." Becoming a member of a "jichikai" will help you adjust smoothly into your new environment and to get along well with your neighbors. Ask about membership in a "han-cho" or "jichikai-cho."

(3) "Sento," Public Baths Most Japanese make it a rule to soak in a hot bath every day. Taking such a bath is a good way to clean your body and rest after a long day. "Sento" is a public bath for people who do not have a bathtub at home. Because many people bathe together at a public bath, you should observe the following etiquette and usage rules:

People who should not enter the bath: ・ For safety’s sake, people who are drunk or suffering from an infectious disease may not enter the bath. ・ People wearing a diaper may not enter the bath. ・ People with tattoos (that includes temporary tattoo stickers) may not enter the bath.

How to take a bath: ・ Take off your jacket and put your shoes in the shoe locker ・ There are separate entrances for men and women, and the fee is paid in advance at the counter. Children (younger than 11) may enter with their parents; ・ Take off all your clothes before entering the bath. ・ Clothes should be placed in a locker after disrobing in order to prevent theft. ・ For those with long hair, please tie it up with a towel or hair band so it does not get in the bath. ・ Wash your body thoroughly before getting into the bathtub. ・ Before exiting the bathing room back into the changing area, please wipe any excess water from your body.

What is not allowed in the bath: ・ Do not put dirty towels in the bathtub. Do not wash your body or hair in the bathtub. ・ Please do not waste water. ・ Do not eat, drink, wash clothes, or dye your hair inside the bathing room. ・ Do not run. The floor is slippery. ・ Do not urinate or defecate in and or around the bathtub area, including trees near the outdoor hot springs. Please use a toilet.

(4) Laundry ○ Cleaners It is safer to send silk products and expensive clothes to the cleaners. The fee and amount of time needed for cleaning varies from store to store. You should check this information before requesting any services.

○ Laundromats Laundromats, generally located near public baths, are convenient for people who live alone or in small apartments. In general, several unattended, fully automatic washing machines and large clothes dryers are available. Insert coins to use the washing machine or dryers.

- 14 - (5) Income, Municipal, Light automobile, and Automobile taxes (Shotoku-zei, Jutaku-zei, Keijidosha-zei) In Japan, both an income tax for personal income (national) and a municipal tax (regional) are levied. In addition, motorcycles and scooters (under 50 CCs), special small-size cars, 2, 3 and 4-wheeled compact cars (kei cars) and small-size 2-wheeled vehicles are subject to the Light Vehicle Tax.

◯ Income Tax (shotoku-zei) Income tax is collected in two ways; taxing the source and income tax returns. ① Taxing the source is collected from your earned income based on a taxation chart. ② Income tax returns apply to the people listed below. 1 In an Emergency (1) 110 and 119 ○ Please dial 110 when you want to call the police concerning a crime or accident. When you want to report something to the police, all you need to do is dial 110 on your home phone, cellular phone or a public phone. (No area code is needed.) The police can be contacted 24 hours a day. If you call from a public phone, you should push the red emergency button before dialing 110. Follow the same procedure when dialing 119. ・ When calling, give the following information in the order shown below: ① What you are reporting happened ② The address of the incident ③ Your name and telephone number If you report an injury, the police will arrange for an ambulance.

○Please dial 119 to call a fire truck or an ambulance in case of fire, injury, or sudden illness. The fire department accepts calls 24 hours a day and has both fire trucks and ambulances.

If someone is injured, ask for an ambulance. (Call 119.) Even if it appears that there is no injury, or only a slight injury, it is possible that symptoms may appear later. For this reason, you should always go to a hospital and receive a doctor’s diagnosis as to whether or not you have been injured. You will also need to confirm the other person’s name, license plate number, and address in order to contact the other person’s insurance company as soon as possible.

2 Local Safety (1)Police Boxes (Koban) In Japan, police boxes are located along the streets. The police perform a variety of indispensable services for residents, such as area patrols, crime prevention, and taking reports about runaways and lost items, as well as providing directions. If you experience any kind of trouble, contact the police.

(2)Theft (Tonan) and Local Safety If a thief breaks into your house while you are away, or if you have been assaulted, please report it to an officer at the nearest police box. If you need urgent help, dial 110. If items such as your bank passbook or credit cards have been stolen, you will need to notify the bank or credit card company that issued them and ask them to put a stop on your cards.

3 Disaster preparedness (1)Warnings and Evacuation information About disaster alerts and information Earthquakes, typhoons, and torrential rains can cause a great amount of damage. The central and local governments will declare warnings and evacuation information during disasters. Please check television, radio, cell phones and emergency wireless broadcasting system for detailed information.

○Emergency Earthquake News Flash The Emergency Earthquake News Flash is an emergency warning system which can give a few seconds to a few dozen seconds of warning before an earthquake hits. Protect your head, stay away from glass windows, and protect yourself.

○Special Torrential Rain Warning Every decade or so, there is the high chance of torrential rain. In the event of a large flood or mud slide disaster, please do not go near rivers, moving bodies of water, and mountains.

○Volcano Eruption Warning In the event of a volcanic eruption, damage can be caused due to volcanic ash and lava.

- 16 - ○Tsunami Warning When an earthquake strikes, the seismic activity can cause tsunamis. Please get away from oceans or rivers and get to the highest spot as quickly as possible.

○Prepare for Evacuation Warning/ Special-needs Evacuation Commencement Children, senior citizens, and those with special needs are suggested to evacuate at this time. Other people should move household effects to a safe place and prepare to go to the evacuation site.

○Evacuation Recommendation Please get to the evacuation site as quickly as you can. As going outside can be dangerous itself, please be aware when going to the nearest available evacuation site or the safest part of your residence.

○(Emergency) Evacuation Command An emergency warning for those who have not yet evacuated their homes to evacuate to the nearest evacuation site or community center. (2) Fire (Kaji) If there is a fire, call 119, the fire emergency number, and alert the neighborhood by shouting. If the fire is still small extinguishing the fire with a fire extinguisher is important.

Alerting by Shouting When reporting a fire and/or extinguishing a fire in its early stages, time can be wasted and there is a possiblity that the fire damage could increase. When you discover a fire, first shout “Fire! Fire!” (Kaji da! Kaji da!) to alert the surrounding area. Also, it is important to stay calm so that you may be able to report the fire and direction large amounts of people to safe refuge.

Quickly Extinguish the Fire When a fire has just started, it is best to put it out while still manageable. Oil fires should be smothered using a powder or sand like substance. Do not use water as this can spread the fire. A small fire can be extinguished with a fire extinguisher (shokaki). In this case, if you are equipped with a fire exitinguisher, the fire can be extinguished quickly.

Quickly Escape If the smoke is heavy or if the flames have already reached the ceiling, the fire is no longer manageable. Similar to when extinguishing a fire, please give priority to your own safety and immediately escape outside.

(3) Earthquakes (Jishin) There are many earthquakes in Japan, but the majority of them are small. Nevertheless, the possibility exists that a major earthquake will occur, in which case buildings may collapse, fire may break out, and other serious damage may occur. To reduce the extent of the damage, it is important to have essential items on hand and always be prepared.

○ Be Prepared for Earthquakes ① You should fix bookshelves and pieces of furniture that might fall to the wall. ② Prepare for an emergency by putting things you may need such as food, drinking water, flashlights, a portable radio, medicine, clothes, and valuables into a bag for emergencies. ③ Check where disaster shelters are located.

○ In Case of an Earthquake ・When at Home ① Seek safety by hiding under tables or other pieces of furniture ② Close gas and stove valves, and take precautions against fire. It is important to extinguish fires while they are still small. ③ If possible, open the front door and windows to make sure you will be able to exit. This is particularly necessary for people who live in high-rise buildings or apartments. ④ Do not panic and run outside. Broken glass and other objects may fall from above. ⑤ Obtain accurate information and move calmly after grasping the circumstances.

・When Away from Home ① If you are on a street with many buildings, be careful of objects that may topple, take refuge beside roadside trees or in a building, cover your head with your belongings and protect the back of your head. ② Even if you are in an underground shopping center, the emergency light will be turned on when the power supply is cut off. If it becomes dark, you should walk along the wall until you reach the exit. ③ If you are in a department store, you should leave the display area and move toward a nearby pillar or staircase. ④ If you are in a theater, you should put yourself in between the seats, crouch, and protect your head with your belongings or hands. ⑤ If you are on a bus or train, support your body by holding on to a strap so as not to be shaken.

⑥ If you are driving a car, you should not slam on your brakes. Park your car on the left side of the road, and stop the engine. When taking refuge away from your car, leave the key inside and the doors unlocked. ⑦ If you are on a train platform, you should not jump down onto the line. Take refuge beside a large pillar or in a place where there is no ceiling. Even if you are on a subway platform, you will not be buried. You should control yourself, and you must absolutely not jump down onto the line.

(4) Typhoons (Taifuu) Typhoon season is can hit Japan from summer to autumn and a large typhoon may hit the island. If a typhoon approaches, pay attention to weather information on the radio and TV, and use good judgment regarding travel or other outdoor activities. Also, make sure that the windowpanes and the sliding shutters do not get blown away by the typhoon.

(5)What you can do to prepare for a natural disaster A natural disaster can hit at anytime and anyplace. Before a disaster comes you should prepare items and check information so you can stay calming during a disaster.

(2) Medical Institutions (Hospitals and Clinics)(Byoin/Shinryo-jo) Japanese medical institutions are classified according to size either as clinics or as hospitals. The former are located in neighborhoods and provide routine advice about your family’s health, but there are limitations regarding size, equipment, and type of treatment. On the other hand, hospitals provide many types of treatments and have extensive facilities and large staff, but because they handle many patients during the course of the day, there is a long wait, and it is not easy to have a long session with the doctor. Because each medical facility has its own areas of specialization, it is probably a good idea to determine which types of medical institutions are located near your home.

○ Typical Examination Procedures at a General Hospital ・If it is your first consultation ① Tell the receptionist what the problem is and which section you would like to visit. If you have a health insurance certificate, it should be presented at this time. ② Once the preliminary procedures have been completed, the receptionist will give you a card, which should be presented, at the window of the section where you will receive the examination. At this point, you should sit in the waiting area. ③ When it’s your turn, the nurse will call your name. If medication is required, give the prescription slip that the doctor gave you to the pharmacist to receive your medicine. ○ Hospitalization (Nyuin) Hospitals have different kinds of rooms such as private, semi-private (two people), and large rooms or wards. Depending on the hospital, a personal attendant may be required. For hospitalization, you will need your health insurance certificate, pajamas, towels, underwear, a toothbrush, and other things you use daily. You will often be required to have a guarantor and security money. The guarantor must be collectively responsible to the patient for the doctor’s fee and the hospital charges.

3 Medical Insurance (Iryo Hoken) In Japan there is an official medical insurance system. When you or your family members receive medical treatment, you are asked to pay a portion of the cost, and the remainder is covered by insurance. There are several plans in this system, and most people join their employer’s health insurance plan or the National Health Insurance Plan.

(1) Employer’s Health Insurance Plan (Kenko Hoken) Those who are employed and their family members are required to join their employer’s health insurance plan. The subscriber and the employer each pay half of the insurance premium. When the subscriber receives medical treatment, she/he must pay only a part of the medical bill. Foreigners who can be legally employed must join both this plan and the Employer’s Pension Plan. (2) National Health Insurance Plan (Kokumin Kenko Hoken) ○ National Health Insurance System(kokumin kenko hoken seido) The National Health Insurance System was developed in order to reduce the economic burden on sick or injured people who do not belong to corporate or other health insurance plans. Based on the principle of mutual aid, subscribers pay insurance premiums.

○ How to Join Registered foreigners who live in Gifu, whose period of stay is expected to be over 3 months, and who cannot join a corporate health insurance plan must join the National Health Insurance Plan. Also, those who entered Japan for less than 3 months but later got approved for a longer stay will have to join the National Health Insurance System, so please keep this in mind.

Procedures for joining can be undertaken by bringing your residence card and personal seal to the National Health Insurance and Pension Plan Division of City Hall (Kokuho / Nenkin-ka).

- 21 - ○ Health Insurance Certificate (hoken-sho) Upon joining the National Health Insurance Plan, each person is issued one health insurance certificate (hoken- sho) that provides proof of membership in the Gifu insurance plan. (The certificate is sent by mail within a few days of applying.) This health insurance certificate is used as a health examination voucher when receiving medical care from a doctor so it should be treated with care. If your certificate has been lost or has become torn, please take steps to have a new one issued at once. Certificates that have been altered, that do not bear the seal of Gifu City, or copies of certificates may not be used. Use of the certificate is limited to the insured members. Lending your certificate to someone else is punishable by law.

○ Payment of Insurance Premiums (hoken-ryo) The National Health Insurance premiums (hoken-ryo) are calculated based on total income, number of people in the household, and years in the plan. Insurance premiums are also calculated on a pro-rated monthly basis from the month that the member joins (not the date of application.) When withdrawing from the National Health Insurance plan part way through the year, payments will be calculated on a pro-rated monthly basis until the day prior to withdrawal, so please go through the procedures at the earliest date you can. In Gifu City, the insurance premium is based on one year (from April to March of the following year.) You will be mailed a bill for the insurance divided into ten payments--from June to the following March. Pay at the nearest financial institution by the end of each month.

・Procedures for bank transfer payments Payments made through direct debit are convenient. Procedures can be completed at your financial institution or a post office. Bring your passbook, personal seal, and health insurance certificate or a recent insurance premium receipt.

・Insurance fees exemptions People whose income has been significantly reduced from the previous year, or who find it extremely difficult to make payments due to a disaster, suspension or abolition of work, or other reasons may receive temporary exemptions following an application by the person affected. Visit the National Health Insurance and Pension Plan Division (Kokuho/Nenkin-ka) of City Hall for more information. When you visit, please bring your health insurance card, personal seal, and some type of proof of your situation (certificate of disaster/abolition of work, medical certificate, etc.) if you have them.

○ Health Insurance Compensation ・For illness or injuries: Bring your health insurance certificate to a hospital or clinic that accepts insurance when you receive medical treatment. You pay 10-30% or the treatment cost, and the city will pay the remainder.

・When you receive treatment without showing your health insurance certificate: Pay the entire cost at the time of treatment. Take the necessary documentation to the National Health Insurance Division and Pension Plan in City Hall. Once the information is verified, you will be reimbursed for the cost.

・Others: If a corset or other type of medical equipment is determined necessary for recovery by a medical institution, a portion of the self-expense will be reimbursed. Contact the National Health Insurance and Pension Plan Division (Kokuho / Nenkin-ka) for more information.

○ Payment for Excessive Medical Bills When an individual’s medical expenses at the same medical facility are more than a designated amount, the excess amount will be reimbursed. If you are eligible for this payment, the National Health Insurance and Pension Plan Division (Kokuho / Nenkin- ka) sends a notice about three months after the fact, at which time you can apply for reimbursement.

○ When a Child is Born When a covered member of the insurance plan has a baby, a lump-sum birth allowance (shussan ikuji ichijikin) can be claimed by the head of the household. Apply for this payment by bringing your health insurance certificate and the Mother and Child Health Handbook (boshi kenko techo) to the National Health Insurance and Pension Plan Division (Kokuho / Nenkin-ka).

○ When a Member of the Insurance Plan Dies A payment of ¥50,000 for funeral expenses is made to the person who arranged the funeral ceremony. To apply for this payment, bring the deceased’s health insurance certificate, death certificate, something to prove the funeral occurred (funeral attendance note, etc.), personal seal of the chief mourner, personal identification of the person who visits the City Hall to apply (a driver’s license, etc.), bank passbook, and whatever card your My Number is shown on to the National Health Insurance and Pension Plan Division (Kokuho/ Nenkin-ka).

- 22 - ○ Withdrawal If any of the following cases apply, you must begin withdrawal procedures within 14 days and return your insurance certificate to the National Health Insurance and Pension Plan Division. ・If you move out of Gifu City (Please join the National Health Insurance Plan in your new town.) ・When you join the Employer’s Health Insurance Plan at your company (Bring your national health insurance certificate and the insurance certificate your company gives you) ・When a subscriber dies ・When you leave Japan

○ Other Procedures If any of the following cases apply, you must register within 14 days. (Bring your insurance certificate and residence card.) Procedures should take place at the National Health Insurance and Pension Plan Division. ・When you change your address ・When the head of the household or your family name changes ・When an entry in your residence card is changed. 4 Mother/Child Health Care (1) Pregnancy and Childbirth ○ Mother and Child Health Handbook(Boshi Kenko Techo) If you are pregnant, please bring your residence card and fill out a notification form and submit it to the Public Health Center (Shimin Kenko Center), the Fureai Health Center (Fureai Kenko Center), the City Hall Children’s Support Division (Shiyakusho Kodomo Shien-ka) or the City Hall branch offices and also pick up a Mother and Child Health Handbook. This handbook can also be obtained after the child is born if the birth happened overseas. The handbook contains medical records and must be brought when the mother and child receive medical examinations and vaccinations. The Medical Examination Vouchers for pregnant women and Dental Checkup Vouchers for pregnant women are filed in the handbook.

○ Medical Examination for Pregnant Women(Ninpu Kenko Shinsa) Please use the Medical Examination Vouchers for pregnant women that are enclosed in the Mother and Child Health Handbook. Also, for those who gave birth at a birthing clinic or outside the prefecture, there is a system to get back a portion of the fee paid for the birth, but an application must be submitted. There is some necessary paperwork for this, so please contact the Health Promotion Division (Hoken-sho Kenko Zoshin-ka) for more information.

○ Dental Checkup for Pregnant Women(Ninpu Shika Kenko Chosa) Please use the Dental Checkup Vouchers for pregnant women that are enclosed in the Mother and Child Health Handbook. (These can only be used at cooperating dental health clinics within the city.)

○ When a Child is Born Submit the birth certificate, which is in the Mother/Child Health Handbook, to the Citizens’ Affairs Division (Shimin-ka) or a city branch office. A nurse will visit all houses that have a 0-4 month old baby. Please ask them any questions you may have about raising a child. Health Promotion Division (Kenko Zoshin-ka) TEL:252-7193 If your baby weighs less than 2000g or its vital signs are extremely weak and thus it requires hospitalization, the government will pay part of the expenses. Furthermore, if your child has a disability or a disease that if left alone has the potential to leave a disability, and medical treatment has been proven effective, the government will pay part of the hospitalization and/or care-giving cost for treatment or surgery at cooperating medical institutions. (2) Child Care ○ Free Medical Examinations for Infants Free medical examinations are given to infants at the ages of 4 months, 10 months and 3 years. At 1.5 years of age dental examinations and childcare workshops are conducted. Children can receive a medical exam at a doctor’s office at 1.5 and 5 years of age. The schedule for exams is written on the “Koho Gifu” printed on the 15th of every month and on the city website. ○ Vaccinations (yobo sesshu) Vaccinations for diphtheria / pertussis / tetanus / acute poliomyelitis (polio), BCG, measles / rubella, Japanese encephalitis, Hib, pediatric Pneumococcus, and varicella (chicken pox) should be given to children as soon as - 23 - possible during the standard vaccination age, when the child is in good physical condition. For vaccination periods and places, please check the Gifu City Mother and Child Health Handbook supplement – Vaccinations that was mailed to you 2 months after giving birth. Also, those getting vaccinations must have a medical questionnaire. Please make sure to bring your Gifu City Mother and Child Health Handbook supplement – Vaccinations and Mother and Child Health Handbook to the medical institution you use. 1 National Pension Plan (Kokumin Nenkin) Any 20 to 60 year olds who have an address in Japan must enter the National Pension Plan. The National Pension Plan is one of the public pension plans. It is a national system that provides salary compensation not only in old age, but also when disability or death disrupts the stability of your lifestyle. Besides the National Pension Plan, other public pension plans include the Employees’ Pension Plan for company employees. There is a set premium for insurance fees. Those with a condition such as low salary or unemployment (not students) may qualify for exemption from the premium through application. Also, those under 30 can apply for the Contribution Postponement System. Those who have paid into (or gotten exemptions from) the Pension Plan for specified amount of time can receive the Old-age Basic Pension after turning 65. Also, those who become disabled and qualify for aid while on the National Pension Plan can receive the Disability Basic Pension. (2) Medical Welfare Subsidy System In order to lessen the burden of medical expenses for senior citizens 69 years of age (or older), infants, the seriously disabled, and one-parent families, Gifu City has in place a health and welfare expenses assistance program. In order to receive this assistance, first go the Medical Welfare Division in City Hall (Fukishi Iryo-ka) or any City Hall branch office and apply for authorization. (3) Welfare for the Physically/Mentally Challenged A variety of benefits including money for consultations, money for medical care/treatment, stay-at-home assisted living, use of welfare facilities, etc. is available to the physically or mentally impaired. To receive physical welfare you need a physically handicapped person’s booklet (shintai shogai-sha techo), and for mental health welfare you need a medical treatment passbook (ryoiku techo). - 25 - (5) Long-term Care Insurance ◯ Long-term Care Insurance System (Kaigo Hoken Seido) Insurance for the elderly is a system whereby those person(s) over 40 years of age for whom care has become a necessity, can use elderly care services for health, medical treatment, and welfare.

◯ Insured Parties ・For persons 65 years or older Health insurance premiums for people 65 years or older are paid from the National Pension Plan. People who are bedridden and in constant need of care, suffering from dementia, or have trouble functioning in everyday situations, can receive elderly care services.

・For persons 40 to 64 years of age Elderly care insurance premiums for those 40 to 64 years of age and entered within their own medical insurance will be paid together with their medical insurance premiums. When an illness associated with senility is the cause of a person’s medical condition and that person is in need of elderly care or support, he or she can receive elderly care services.

◯ Eligibility Requirements for the Insured ① For foreign residents who are subject to the new amendments of the Basic Resident Book Act, you will be insured under long-term care insurance. For those who have been permitted to stay in Japan for under 3 months, and who are not subject to the new amendments of the Basic Resident Book Act, if the permission is later extended to be more than 3 months, the insurer can decide to become insured under long-term care insurance. However, diplomatic officials, foreign consuls, those in the army, or those on a short time stay are ineligible. ② Residents who have their own insurance and have reached the age of 40 ( effective the day before their birthday) ③ People between the ages of 40 and 64 who have their own medical insurance, or those 65 and over who become residents. ④ Residents between the ages of 40 and 64 who enter into medical insurance. ⑤ Residents who are not in any medical insurance and turn 65 (effective the day before their birthday)

1 The Japanese Education System The basic Japanese education system consists of six years of elementary school, three of junior high school, three of senior high school, and four years of university. School begins in April, and the school year ends in March of the following year. Compulsory education consists of elementary school and junior high school. Children who will be 6 years old as of March 31 are eligible to enter elementary school that year. Before entering elementary school, some children may attend kindergarten or nursery school. In general, those who would like to enter senior high school or university must take an entrance examination.

2 Nursery Schools (Hoiku-sho) and Kindergartens (Yochien) (1) Nursery Schools Nursery schools are welfare facilities set up to provide daycare for children whose parents work or are unable to take care of them due to illness.

The children’s age range and the school hours vary depending on the nursery school. The monthly fee varies according to the family income. To apply: Please apply directly to the nursery school. (2) Kindergartens Kindergartens accept children from 3 years old to school age. Application and admission fees vary between municipal kindergartens to private kindergartens. 3 Compulsory Education (1) Elementary (Shogakko) and Junior High School (Chugakko) All children of Japanese Nationality are obligated to attend school. Children of foreign nationalities are not obligated to attend school, but enrollment in elementary and junior high schools is possible. Every year, the Board of Education sends a notice to parents or guardians of foreign children who reach school age. However, it is possible that some people may not receive the notices. Parents and guardians who want to send their children to school should contact the School Guidance Division at the Board of Education (Gakko Shido-ka) to apply. If children enter a public elementary or junior high school, the entrance fee, school fee, and textbooks are free. 1 Public Transportation (1) Trains (Tetsudou) The JR Tokaido line and Takayama line run through Gifu City. Meitetsu lines run from Gifu to Nagoya, Inuyama, Kakamigahara, Takehana, Ibi and Minomachi. After buying a ticket for your destination from a machine or at the ticket office, show your ticket as you pass through the turnstile and get on the train. If there is no turnstile or train staff present at the station, please buy a ticket after you get off of the train. When leaving the station, give your ticket to the ticket collector at the turnstile as you exit. If a fare adjustment is required or you have lost your ticket, pay the additional fare at the fare adjustment window. If you commute by train every day, it is more economical to buy a train pass or coupon tickets (kaisuken.) You can buy a ticket for long distance and limited express trains at the station’s ticket window.

(2 ) Buses There are two bus companies in Gifu bus, and Meitetsu bus, and many bus routes. The destination is indicated at the front of the bus. Routes and stops vary from company to company, so you should check carefully before boarding.

○Getting on the bus In the case of Gifu Buses, you will get on from the middle or the back of the bus.

○Getting off the bus When you get off the bus, please press the button when you hear your stop announced, once the bus has come to a complete stop, please stand up and get off from the front of the bus.

○How to Pay You can pay with cash or with the Gifu Bus’s IC card payment system “Ayuca”. ・Cash：When getting on the bus, you will take a bus stop ticket. (Depending on the line, there might not be a ticket needed.)The ticket will have a number which will tell how much the bus ride will cost by looking at the front of the bus. When getting off the bus, go to the front of the bus and put the ticket and money into payment box. (Please pay in exact change as the bus cannot make change. If you only have large bills or coins, use the change machine below the payment box.) ・IC card “Ayuca”：when you get on and off the bus touch the IC card to the sensor. To buy an Ayuca, please go to the Gifu Bus Center, bus business office or from the bus driver. You can also charge the card with the bus driver. (Charge from ¥1000 and up.)

〇Community Bus（Gifukko Bus）Gifukko Bus is a community bus that runs in 18 areas throughout Gifu on a community bus which anyone can use. If you want to know the route and time for the Gifukko Bus you can check at city hall, other city offices, community centers, JR Gifu Station Tourism Office, Yanagase Aiai Station or on the Gifu City homepage.

(3) Taxis There are several taxi companies and privately owned taxis in Gifu City. Each taxi has a pilot lamp on the roof, which indicates the company. Taxis can be found at stands in front of train stations and other public places or unoccupied taxies can be hailed from the road. Unoccupied taxis have a red “open” sign in the front window. If you call a taxi company, the company will have a taxi pick you up at a specified location at a specified time. The fare is shown on the meter next to the driver. There is an additional charge from 10 p.m. to 5 a.m. If 1~2 people are using the taxi, they should sit in the back. When entering the taxi, the driver will open the door automatically from the driver seat.

2 Cars (Jidosha) and Bicycles (Jitensha) (1) Driving ・Driver’s License (unten menkyo) The driver’s license office issues driver’s licenses and performs transfers. If you have a driver’s license from your own country, you can obtain a Japanese driver’s license at the driver’s license office. However, driver’s licenses from certain countries are not transferable. Look below for contact details. To obtain a driver’s license in Japan you can either take lessons at a driving school, obtain a certificate, and then take the written test at the driver’s license office (in this case the driving test is exempt) or you can take both the - 29 -

・Parking Violations Parking illegally causes congested traffic, traffic accidents, hinders emergency services from saving lives, and generally has a bad influence on citizens. According to traffic laws, it is illegal to stop or park a car within 5 meters of a sign or cross walk. It is advised to park along the main downtown thoroughfares where meters are installed.

・Traffic Accidents If you are involved in a traffic accident, you must report it to the police, even if it is insignificant with little damage. If you settle matters quickly on the spot, you will not be able to use your insurance or receive compensation if problems appear later.

・Automobile Insurance (jidosha no hoken) There are two main types of automobile insurance: compulsory automobile liability insurance which all car owners are obligated by law to buy and optional liability insurance which can also be purchased. Compulsory liability insurance offers a limited amount of compensation, so people usually also buy the optional liability insurance plan. Car dealers can complete the membership procedures for you.

(2) Bicycle Riding When riding a bicycle, take the following precautions: ・Parking Your Bicycle When you buy a bicycle, you are given a number in case you bicycle is stolen. You can register this number at most bicycle stores. In the event you bicycle is stolen, go to the nearest police station or police box and give the fill out the necessary documentation with the number given to you. There are also rules for when you ride your bicycle. ① Never ride two on a bike; ② Obey traffic signals and come to a temporary stop at crossings; ③ Always use a light when riding at night; ④ In Japan, bikes should drive on the left side of the road. However, if the road is narrow or if you are worried that it is not safe, you are allowed to ride on the sidewalk. If you do use the sidewalk, remember that pedestrians have the right of away. Please ride safely. ⑤ Do not hold on to an open umbrella while riding your bicycle. ⑥ Wear a helmet when riding your bicycle. ⑦ When putting your child in the bicycle child seat, make sure to put your child’s helmet on.

〇 Gifu City Museum of History (Gifu-shi Rekishi Hakubutsu-kan) A facility where you can experience Gifu City’s history and culture from the primitive era all the way up to the modern day. The museum includes a historic replica of the Japanese free markets that existed in the era when Nobunaga was in power, which includes a kimono section, pottery decorating, ukiyoe making, and many others. 〇 Gifu City Science Museum (Gifu-shi Kagaku-kan) The Gifu City Science Museum is one facility where children and adults can enjoy a planetarium and participation centered exhibitions all in one building. On March 1 st, 2016, the museum was renovated and 60% of the exhibits were changed to make the museum more interesting. In the newly built Super Science Room, on the weekends, holidays and during summer vacation, a science show is put on for visitors. 〇 Eizo and Toichi Kato Memorial Art Museum (Kanto Eizo Toichi Kinen Bijutsu-kan) The Eizo and Toichi Kato are two Gifu City born artists who have great recognition in Japan. 〇 Gifu City Yanagase Aiai Station The Aiai station is an information kiosk in the Yanagase shopping district which gives directions to resting areas, public use toilets, baby care rooms, and a kids’ park where adults and children can play together. 〇 Gifu Sky Wing 37 Just North of Gifu City Tower 43, this 136 meter tall 37 floor building was completed in August of 2012. The - 33 - building is comprised of an east wing, west wing, and a parking area which is comprised of housing, shopping, offices, a hotel, and the Gifu University’s Satellite Campus. 〇 Gifu Livestock Breeding Center (Chikusan Center) Besides the park’s many farm animals that are bred and raised there, the Gifu Livestock Breeding Center also has many roses and hydrangea that grow around the park. Children of all ages are welcome to experience animal breeding (in the summer), youth horse riding (in the winter), and many more events. The facility also houses a large field of grass, a hiking trail, a horse riding ground and other activities for people to enjoy the surrounding nature. Admittance is free. 〇 Gifu Park (Gifu Koen) Gifu Park, a place of scenic beauty and is very important to the citizens of Gifu as the “Park where you can hear the heartbeat of Nobunaga”. Gifu Park contains the ruins of Nobunaga’s Palace, the Eizo and Toichi Kato Memorial Art Museum, the Nawa Insect Museum, cultural assets such as the a three-storied pagoda, and traditional tea ceremony performed in the park. The park also includes many places of historical interest and a place to rest and buy snacks and souvenirs. 〇 Bairin Park (Bairin Koen) 50 different varieties of red and white Japanese apricot trees comprises of the 1300 trees planted in Bairin Park. The “Ume” (Japanese Apricot Blossom) Festival is held from the middle of February to March. In Bairin-Minamimachi. Open all year.

〇 Kogane Park (Kogane Koen) Located in the center of downtown, next to the Yanagase, Kogane Park is an important and charming public spot in Gifu City. With its mechanical clock and waterfall, it makes a wonderful meeting spot. In 5 Kogane-machi Open all year.

〇 Kashimori Park (Kashimori Koen) You can drive to the observatory on Mt. Kamikano on a driving course connected to Mt. Kinka. From there, you can see the downtown area and the Nagara River. This area, famous for its cherry blossoms, is a favorite spot among citizens of Gifu. Kamikanoyama Open all year.

〇 Nagara Park (Nagara Koen) Nagara Park is public space devoted mainly to look out over the locally grown plant life in “The Flower Terrace”, “The Sunken Flower Garden”, and other botanical exhibits. In addition, the park also contains a large playground with many large slides which children can play on and fields where one can take part in non-competitive sports activities. It is the perfect place for children and adults to enjoy the four seasons to become closer with nature, the trees and plants. Admission is free. Open all year around. (Opening time may change.) 〇 Mt. Kinka At the heart of Gifu City stands Mt. Kinka at 329 meters tall, and on the peak of the mountain, Gifu Castle is poised above the city, acting as a symbol of our city. In Spring, the Japanese Chinquapin turn a beautiful golden color, and the forest containing the other 700 tree species and the many animal life which cover the mountain make Mt. Kinka a figurative natural treasure chest. A cable car connects the foot of the mountain to the top, where there is a “Squirrel Village”, and other relaxing nature related activities.

〇 Gifu Castle (Gifu-jo) Gifu Castle was originally first constructed in the beginning of the Kamakura period (end of the 12 century). After the battle of Sekigahara, the castle was abandoned until 1910 when a historical replica of the castle tower was built. However, this replica burned down in 1943, then rebuilt in 1956 with modern construction techniques and the modern building was renovated in 1997. The interior of Gifu Castle is focused on Oda Nobunaga’s Palace, Warriors from the Warring States Period and other exhibitions, and the fourth floor is a stunning panoramic view of Gifu and the neighboring prefectures. 〇 Gifu Castle’s National Historic Site and the Ruins of Nobunaga’s Palace On February 7th, 2011, the ruins of Nobunaga’s Palace and 209 hectors at the foot of Mt. Kinka’s forest was designated as a National Historic Site. It is said, that when Oda Nobunaga was in power a Palace and a garden of unequaled beauty was constructed at the base of the mountain to welcome special guests. In recent years, some of the stones used in this lost garden have been slowly been unearthed. While the whole blue print is still fragmentary, these remains reveal a beautiful garden that was built to resemble a real life Feng-shui painting. Currently, the entrance to the palace is being restored and is awaiting national approval for any further reconstruction. For additional information, please check our city homepage.

〇 The Kawara-machi Neighborhood Persevering through war and natural disaster, the Kawara-machi area has a deep history of chair tradesman’s houses and merchants spanning from the Edo period (17th century) up until the Meiji period (mid-19th century). Kawara-machi is located on the left bank of the Nagara river, and is comprised of a few towns such as Minato- machi, Tamai-cho, Motohama-cho, and other towns. During the Warring States period, these towns were settled on the Nagara river to be used as a river ports to transport shipments of Minowashi (Japanese paper made in Northern Gifu) and lumber.

〇Kakehora-en (Recycled Manga-kan & Field Athletics Square) This facility, containing around 20,000 recycled comic books, is located in an area of rich greenery and natural beauty. There is also an athletic field adjacent to the premises that has about 250 cherry blossom trees planted and everyone from children to adults can enjoy exercising. - 35 - 〇 Kakebora Plaza In the Gifu City Kakebora Plant, a facility to manage garbage, residual heat produced by the incineration is used to heat the pool, waterslide, and baths (medicinal baths, jet tubs, and saunas). It also houses different kinds of educational courses. 〇 Rifure Akutami A facility for a wide range of different ages to come together and enjoy playing sports. 〇 Mitahora Shinbutsu Hot Springs (Onsen) Use of the hot springs is free for citizens of Gifu City who are over 60 years of age. Cost is 200 yen for all others. 〇 Nagaragawa Fureai-no-Mori The forest surrounding Mount Dodogamine, the largest mountain in the City of Gifu, contains a forest that is excellent for walking and enjoying the nature of the Tokai Area. This forest is separated into three areas: “The Four Seasons’ Forest”, “The Viewing Forest” and “The Rendezvous Forest”. This forest also has spectacular bird watching facilities, the Medicinal Trees area and a viewing platform. Furthermore, there is the “Four Seasons Forest Center” (a multi-purpose room) and a camp ground where you can pitch tents and make camp fires. Other events and classes are held as well. 4 Sports Facilities Gifu City utilizes a reservation system for use of public sports facilities, and offers information about availability and various services regarding reservations and other procedures. For your convenience, this service can be accessed 24 hours a day by telephone or the Internet. Real time confirmation of lottery picks and availability is accessible by computer. Facilities that are free of charge cannot be reserved using this system. Instead, please contact the Gifu City General Gym. The fee and hours of operation differ for each facility.
