Knowingly or unknowingly media has directly influenced on intensification of ethnic conflict which was the greatest calamity in the country inherited to a more than three decades history. At the end of 1970th decade, the newspaper became as the only media which is more familiar and which can heavily influence on public. The incident that the brutal murder of 13 military officers becoming victims of terrorists on 23rd of 1983 can be identified as a decisive turning point within the ethnic conflict among Sinhalese and Tamils. The local newspaper reporting on this case guided to an ethnical distance among Sinhalese and Tamils. It is expected from this investigation, to identify the newspaper reporting on the case of assassination of 13 military officers on 23rd of July 1983 and to investigate whether that the government and privet newspaper media installations manipulated their own media reporting accordingly to professional ethics and media principles. The data has investigative presented based on primary and secondary data under the case study method related with selected newspapers published on July of 1983, It will be surely proven that journalists did not acted to guide the folk consciousness as to grow ethnical cordiality and mutual trust. -

According to the definition, it takes two basic forms: corrupt accumulation and extraction and corruption for power preservation and expansion and includes situations where loopholes in national laws and regulations are deliberately side- stepped, ignored and custom-made. Notably, an idea survey conducted among a sample of the Sri Lankan public uncovered some common public perceptions on “ministers” in Sri Lanka, which while being predominantly pessimistic were significantly analogous to the TI definition with the use of terms such as “looter”, “liar, parliament, power, rich”, “crooks”, “big tummy-always shouting doing nothing”, “stupid”, “corruption”, “too many”, “bribery” etc. The Cabinet of Sri Lanka under Executive President Mahinda Rajapakse was sworn in on 23 rd November 2005 with 26 Ministers. -

Abstract In this thesis, I argue that discourses of victimhood, victory, and xenophobia underpin both Sinhalese and Tamil nationalist and religious fundamentalist movements. Ethnic discourse has allowed citizens to affirm collective ideals in the face of disparate experiences, reclaim power and autonomy in contexts of fundamental instability, but has also deepened ethnic divides in the post-war era. In the first chapter, I argue that mutually exclusive narratives of victimhood lie at the root of ethnic solitudes, and provide barriers to mechanisms of transitional justice and memorialization. The second chapter includes an analysis of the politicization of mythic figures and events from the Rāmāyaṇa and Mahāvaṃsa in nationalist discourses of victory, supremacy, and legacy. Finally, in the third chapter, I explore the Liberation Tiger of Tamil Eelam’s (LTTE) rhetoric and symbolism, and contend that a xenophobic discourse of terrorism has been imposed and transferred from Tamil to Muslim minorities. Ultimately, these discourses prevent Sri Lankans from embracing a multi-ethnic and multi- religious nationality, and hinder efforts at transitional justice. -

The Local Authorities Elections Ordinance was introduced in 1946 to provide for the conduct of elections to Local bodies. The Department of Parliamentary Elections functioned under a Commissioner to register voters and to conduct Parliamentary elections and the Department of Local Government Elections functioned under a Commissioner to conduct Local Government elections. The “Department of Elections” was established on 01st of October 1955 amalgamating the Department of Parliamentary Elections and the Department of Local Government Elections. -

The initial emphasis of this five-year project will be on developing a scientifically based, low-cost, community-based approach to rehabilitating key coastal ecosystems at specific sites in the East Coast and facilitating replication of these techniques all along the East Coast (and in due course other tsunami-affected coasts). Three sites representing three major ecosystems – mangroves, coastal lagoons, and sand dunes –have been identified for piloting these themes. The selection was based on outputs from the Threats Analysis and the following criteria. 1. Hotspot analysis: sites where the tsunami effect was severe on the ecosystems and post tsunami reconstructions are in progress, global/national biodiversity importance exist, concentration of various resource users and their high dependency over the available resources exist and user conflicts exist. 2. Accessibility: accessibility by road was a criterion for selecting pilot sites 3. Absence of ongoing management and monitoring projects: sites at which on-going projects have not being considered for selection 4. -

29 complaints against newspapers PCCS, Colombo, 07.06.2007 The Press Complaints Commission of Sri Lanka had received 29 complaints against newspapers during the first quarter of this year of which the commission had dealt with. A statement by the commission on its activities is as follows: The Press Complaints Commission of Sri Lanka (PCCSL) was established three and a half years ago (Oct. 2003) by the media to resolve disputes between the press, and the public speedily and cost-effectively, for both, the press and the public, outside the statutory Press Council and the regular courts system. We hope that the PCCSL has made things easier for editors and journalists to dispose of public complaints on matters published in your newspapers, and at no costs incurred in the retention of lawyers etc. In a bid to have more transparency in the work of the Dispute Resolution Council of the PCCSL, the Commission decided to publish the records of the complaints it has received. Reforming Sri Lankan Presidentialism: Provenance, Problems and Prospects Edited by Asanga Welikala Volume 2 18 Failure of Quasi-Gaullist Presidentialism in Sri Lanka Suri Ratnapala Constitutional Choices Sri Lanka’s Constitution combines a presidential system selectively borrowed from the Gaullist Constitution of France with a system of proportional representation in Parliament. The scheme of proportional representation replaced the ‘first past the post’ elections of the independence constitution and of the first republican constitution of 1972. It is strongly favoured by minority parties and several minor parties that owe their very existence to proportional representation. The elective executive presidency, at least initially, enjoyed substantial minority support as the president is directly elected by a national electorate, making it hard for a candidate to win without minority support. (Sri Lanka’s ethnic minorities constitute about 25 per cent of the population.) However, there is a growing national consensus that the quasi-Gaullist experiment has failed. All major political parties have called for its replacement while in opposition although in government, they are invariably seduced to silence by the fruits of office. Assuming that there is political will and ability to change the system, what alternative model should the nation embrace? Constitutions of nations in the modern era tend fall into four categories. 1.! Various forms of authoritarian government. These include absolute monarchies (emirates and sultanates of the Islamic world), personal dictatorships, oligarchies, theocracies (Iran) and single party rule (remaining real or nominal communist states). 2.! Parliamentary government based on the Westminster system with a largely ceremonial constitutional monarch or president. Most Western European countries, India, Japan, Israel and many former British colonies have this model with local variations. -
