10 Corruption as an International Policy Problem: Overview and Recommendations KIMBERLY ANN ELLIOTT In just a few months in early 1997, Mexico fired its top drug-enforcement official for accepting bribes and ultimately closed the agency because it was so ridden with corruption; Ukraines president once again declared war on corruption; Chinese Prime Minister Li Peng lamented that his country was losing ground in its war on corruption; President Kim Young Sam deplored endemic corruption in South Korea; Russian Interior Min- ister Anatoly Kulikov pledged to crack down on corruption and the gray economy; Pakistans voters, disillusioned by perceptions of widespread corruption, stayed away from the polls in droves; and public schools in Washington were alleged to be rife with cronyism and nepotism. Corruption scandals in recent years have also contributed to the downfall of governments in Ecuador, Brazil, Italy, and India. Long-entrenched ruling parties have been weakened, including Japans Liberal Democratic Party and Mexicos Institutional Revolutionary Party. In the United States, two decades after the Watergate scandals prompted new rules regard- ing political contributions and the passage of the Foreign Corrupt Prac- tices Act (FCPA), campaign finance reform has reemerged as a major political issue. The number, variety, and importance of countries experiencing corrup- tion scandals highlight both the complexity of this phenomenon and its prominence as a global issue. When it is pervasive and uncontrolled, corruption thwarts economic development and undermines political le- gitimacy. Less pervasive variants result in wasted resources, increased inequity in resource distribution, less political competition, and greater distrust of government. Received March, 2020; Accepted May, 2020 Abstract: The study aims to identify the role of Islamic Sharia to alleviate the problem of financial corruption in Kuwait. The researchers rely on the descriptive method. An extensive literature review was performed with regards to the legitimate ways to combat the financial corruption. The study has conducted interviews with Kuwaiti religious officials who have a long experience in the field of financial corruption. Results indicate that the role of Islamic Sharia is almost absent due to the lack of religious officials’ intervention. Their role in the field of combating financial corruption should be activated and not only restricted to media. This fact had increased the level of the financial corruption according to the annual financial corruption index. The study conveys important remarks. Kuwaiti official ministries and related organizations should embrace Islamic Sharia and rely on the wisdom of religious officials. To combat financial corruption, governments should reinforce the application of Sharia law in Kuwait since it was completely ignored in the past. Keywords: Financial Corruption; Legitimacy Basis. Combating Corruption in the Middle East
Combating Corruption in the Middle East This book examines the phenomenon of ‘grand corruption’ in Kuwait and the pattern in the wider region. Taking an interdisciplinary approach, the work places corruption in its socio- logical, political, and economic context to explore the relationship between the characteristics of Kuwait as a state with an endemic corruption problem. It then focuses on laws and regulations as key problem-solving mechanisms. In doing so, it identifies, explores, and assesses the existing counter-corruption laws and regulations in Kuwait in a broad socio-political-economic context. The work goes beyond doctrinal legal research, employing empirical methodology based on semi-structured interviews with elite politicians and professional experts from criminal justice and non-governmental organisations (NGOs). These valu- able and original insights are reflected upon throughout the study. The grand corruption that permeates the tier of high-profile officials in Kuwait is replicated in many developing countries where accountability mech- anisms regularly suffer from lack of enforcement. The appeal of this book is its application to numerous jurisdictions, and the Gulf Cooperation Council (GCC) countries and Middle East in particular. It will be a valuable resource for academics, researchers, and policymakers working in the areas of financial crime and corruption. Political Control and Perceptions of Corruption in Icelandic Local Government
n Fræðigreinar STJÓRNMÁL & STJÓRNSÝSLA Political control and perceptions of corruption in Icelandic local government Gunnar Helgi Kristinsson, Professor of Political Science, University of Iceland Abstract Political control is an important value of democratic governance and without it democratic accountability can hardly mean much. This is why a number of authors have seen politicization of public service appointments and greater control by the centre as a potential counterweight against trends in in recent decades towards more networked and less hierarchical organizational forms of directing public policy. It may help to reassert democratic control. The option of strengthening political control, however, has not been much studied with regard to its likely effects on corruption. Power has the potential to corrupt unless adequately controlled and strengthening political power in a networked environment may create a structure of temptation which conventional deterrents to corruption are unable to curb. The impact of strong political leadership on corruption is here studied in the context of Icelandic local government, making use of institutional variations in the office of Mayor, which provide a unique opportunity for testing the effects of strong political control on corruption. The analysis indicates that municipalities with strong political mayors are likely to be associated with perceptions of corruption even when other factors, such as the structure of temptation and deterrents, are accounted for.
