Letter of Invitation (LOI) Letter of Invitation (LOI) Project: Special Financing Facility for Local Development (SFF-LD) Subject of Procurement: Construction of Galkayo Prison Project in Galkayo District, Mudug Region, Galmudug State of Somalia (Phase-One) Ref No. SO-MOF-002-2019-CW-ITB Procurement Method: International Competitive Bidding (ICB) Date: February 10, 2020 The Government of Somalia has received financing from Multi-Partner Trust Fund Office (MPTF) administrated by the UNDP toward the cost of the National Window of Somalia Multi-Partner Trust Fund, and intends to apply part of the proceeds toward hiring the services of a private firm/cotractor to undertake Construction of Galkayo Prison Project in Galkayo District, Mudug Region, Galmudug State of Somalia (Phase-One), contract no. SO-MOF-002-2019-CW-ITB The Ministry of Finance of the Federal Government of Somalia hereby invites you to submit your Bid to this Invitation to Bid (ITB) for the above-referenced subject. This ITB includes the following documents and the General Terms and Conditions of Contract which is inserted in the Bid Data Sheet: This Letter of Invitation Section I: Instruction to Bidders (ITB) Section II: Bid Data Sheet (BDS) Section III: Evaluation and Qualification Criteria Section IV: Bidding Forms (returnable forms) Section VII: Works Requirements/Specifications Section VIII: General Conditions of Contract (GCC) Section IX: Particular/Special Conditions of Contract (PCC) Section X: Contract Forms (sample) If you are interested in submitting a Bid in response to this invitation to bid, please prepare your Bid in accordance with the requirements and procedure as set out in this invitation to bid and submit it by the deadline for submission of bids set out in the BDS. Bids will be sourced through International Competitive Procurement (ICB). A complete set of bidding documents (bid document, drawings and BOQ) in English can be provided upon submission of application in person or through this e-mail [email protected]. All Bids must be accompanied by a “BID SECURITY DECLARATION” valid for two years using the form provided in section IV of the bidding document. A pre-bid meeting shall be conducted by the Ministry of Finance, FGS on March 1st, 2020 at 10:00 AM (Local Time) in the main conference hall at the 5th floor of the Ministry of Finance Headquarter- Shangani District, Mogadishu. Prospective bidders who are not in Mogadishu are encouraged to contact this e-mail [email protected]. In order to receive minutes of the pre-bid meeting and /or any clarifications from potential bidders regarding the contract. Bids submitted shall remain valid for a period of 120-days after the deadline submission of bids in accordance with ITB 18 in the Bid Data Sheet (BDS). The time allowed for the completion of the construction works is within 9-months from the contract signing date. Bidding documents should be delivered in person or by mail to the address below by 25th March 2020 at 10:00 AM (Somalia Local Time) Late Bids will be rejected and returned unopened. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 10:00 AM (Somalia Local Time) on 25th of March 2020. Number of copies of bids to be submitted shall be one (1) original and two (2) copies sealed be sealed in separate envelopes marked “Bid reference No-: SO-MOF-002-2019-CW-ITB indicating ‘ORIGINAL’ or ‘COPY’ and the name of the firm. They must be delivered to the address below by 25 March 2020 at 10:00 AM (Somalia Local Time). SOPDDO was founded by a professional group of people from the different parts of the Somali society living in side and outside of the country. The main reason of its foundation was under difficult circumstance of development of the social services based on the unity and incorporation (amalgamation) of the Somali society and encourages the existence of never-ending peace through capacity building and constant orientation towards the human rights and protection.

    Country Policy and Information Note Somalia: Majority clans and minority groups in south and central Somalia Version 2.0 June 2017 Preface This note provides country of origin information (COI) and policy guidance to Home Office decision makers on handling particular types of protection and human rights claims. This includes whether claims are likely to justify the granting of asylum, humanitarian protection or discretionary leave and whether – in the event of a claim being refused – it is likely to be certifiable as ‘clearly unfounded’ under s94 of the Nationality, Immigration and Asylum Act 2002.
