ABSTRACT (Maximun 200 words) A recent series of accidents and incidents at the Washington Metropolitan Area Transit Authority CWMATA) have raised concerns about the Authority's conmitment to safety as its top priority. In January 1996, a train operator was killed at an end-of-the line station when his train slid on icy tracks into parked railcars. There have also been incidents of tower supervisors misdirecting trains in yards, including an incident in which a supervisor directed a train to pass a red (stop) signal. In April 1996, WMATA disconnected the operating mechanisms for the mid-car emergency doors on approximately 100 rail cars without informing the public. The doors were disabled to allow electrical repairs to be made gradually over a two-day period without removing cars from service. Later that month, two workers were injured when their tools made contact with a live electrical cable that should have been deactivated while tracks were being repaired. On May 10, a delayed response to a fire put both firefighters and passengers at risk. This document presents a review of safety and operational issues at WMATA that have contributed to these events. It identifies historical and corporate culture issues that have affected safety performance at the Authority and presents 31 findings, many of which have been the subject of prior internal and external reviews. Metro continues to encourage the U.S. Congress to reauthorize the Passenger Rail Investment and Improvement Act (PRIIA) beyond FY2020, which provides $150 million in annual federal funds matched by $150 million from the District of Columbia, State of Maryland, and Commonwealth of Virginia. In order to establish a sustainable operating model, Metro is limiting jurisdictional operating subsidy growth to three percent and deploying innovative competitive contracting. The items on the KMSRA agenda that remain to be completed include restructuring retirement benefits and creating a Rainy Day Fund.

Conklin County Executive Director February 25, 2020 Mr. Sidney Katz, President Montgomery County Council 100 Maryland Avenue Rockville, MD 20850 Dear Council President Katz: Each year, the Maryland Department of Transportation (MDOT) compiles a Consolidated Transportation Plan (CTP) that outlines the State's capital investment program. The projects included in the CTP are determined by MDOT based on their assessment of project priorities. A component of their analysis is letters provided by Counties and other jurisdictions that outline local priorities. Montgomery County last updated its priorities in 2017. Since that time, numerous factors have changed including the initiation of construction of the Purple Line and the US 29 Flash. Additionally, Vision Zero has been adopted by the County and MDOT has advanced a Traffic Relief Plan for 1-270 and 1-495. These significant changes, coupled with change of County Executive and Council indicate that it is time to update the County Priorities Letter. On behalf of County Executive Ehich, the Montgomery County Department of Transportation began work on a new priorities letter in the fall of 2019. A preliminary draft was developed and refined to reflect the priorities of the Executive Branch, including MCDOT. This draft was provided to the County's State Delegation for review and comment and was provided to the Montgomery County Planning Board. In December 2019, the Planning Board was provided with a briefing and held a work session to discuss the preliminary letter. Additionally, several suggestions were received from members of our State delegation. It is now time for the County Council to review the preliminary draft, with the benefit of the comments from the Planning Board and our Delegation.
