Wheelchair access into the church seems to go without hitch. The only situation I've witnessed where someone experienced any difficulty was due to their acute social anxiety / autism. I'm not sure what to suggest to alleviate this beyond obtaining a postal vote (which is slightly missing the point of this survey).

Inside the church, the lighting is dull unless it is extremely sunny. Due to visual impairment I tend to vote during daylight hours and so I can't comment on whether the interior lighting is adequate at night-time or early mornings. The electoral officials are placed with their backs to the windows on both sides of the hall, meaning that they should get the benefit of any natural light. The voting booths are placed in the centre of the hall and I have found the lighting poor on occasion, particularly for those booths facing the back of the hall. Last time I voted in person I caused slight concern by walking around the booths until I found one bright enough for me to see the names on the ballot paper properly.

I think that the council could do more to check the light levels of the voting booths - accessibility is not just wheelchairs - even if it is simply to illuminate one booth more brightly and direct the visually impaired over to that booth. .

GENERAL REPRESENTATION:

Sight Loss Shropshire: Sight Loss Shropshire is a registered charity that supports visually impaired people of any age resident in Shropshire and Telford & Wrekin.

In response to the invitation to submit views on the current voting arrangements for disabled users across Shropshire, Sight Loss Shropshire has canvassed visually impaired voters living in the area.

There were no issues reported about any specific polling district or polling place.

However, the feedback we have received indicates that the key issue for people with sight impairment is that they are unable to cast their vote independently and privately. Even with the provision of large print ballot papers and tactile voting devices, people who are sight impaired still need someone to read out the names of the candidates and the order in which they appear on the ballot paper. As a consequence, visually impaired people either choose to have a postal vote, so that a trusted family member or friend can assist them to vote, or simply do not bother to vote at all.

There has recently been a legal challenge to the use of the tactile voting device which was upheld in the High Court. Delivering judgement, Mr Justice Swift said that “enabling a blind voter to mark ballot papers without being able to know which candidate she is voting for is a parody of the electoral process”. R (Andrews) v Minister for the Cabinet Office [2019] EWHC 1126 (Admin).

Technology already exists to enable blind people to vote independently and is used in other countries, such as the United States and Australia.
