1 1. Welcome, Introductions and Apologies for absence ACTION Cllr Christian Lea welcomed everyone to the People’s Hall Evangelical Church, Bridgnorth.

4. Community Safety

West Mercia Constabulary

4.1 Sgt Sarah Knight introduced herself has she is taking over from Sgt Richard Bailey

4.2 Sgt Sarah Knight stated if you want to know more about crime in your area even down to street level to use the following website: http://www.police.uk/

4.3 Currently West Mercia Police are running two crime schemes the first one is “We don’t buy Crime” campaign this will be spear headed by 1,400 smartwater kits that were delivered to households in which has proved to be a success. For information smartwater should be used by the used by date on the product but it does last for 5 years from that date and in some cases even longer up to 10 years.

4.4 The second scheme is to encourage people to join Watch Schemes in their areas such as NHW, Rural Watch, Horse Watch and Facewatch (using smart phones) to find out more about watch schemes please go to the following website: http://www.westmercia.police.uk/watch/

4.5 Sgt Knight commented that West Mercia Police are recruiting Specials and volunteers in the area, if anyone is interested to contact the Local policing team in Bridgnorth.

4.7 Shropshire Fire and Rescue

Fire Officer Ashley Brown stated that the Bridgnorth Fire Station had vacancies and if anyone was interested they could come along on a Tuesday evening 7-9 at Bridgnorth Fire Station or contact Shropshire Fire and Rescue 01743 260 200 or email [email protected]. website: https://www.shropshirefire.gov.uk/

5. Presentation 1: Big Conversation – Tom Dodd Commissioning Data Analysis and intelligence Manager Shropshire Council

5.1 Tom Dodds commented that over the past few years, central government has and continues to severely cut the funding it gives to local authorities. As a result of this, Shropshire Council has been working hard to maintain quality services for Shropshire people within a reducing budget. Since 2009, we have responded to these cuts and have made efficiency savings of £146m, through redesigning our services in more cost effective ways. Now there is a need to do even more.

5.2 By 2021, the £43m revenue support grant we receive from central government will end and we estimate that the Council will be around £80m worse off due to the falling income coming in to the council and rising costs.

5.3 Therefore Shropshire council as over the last 6 months have launched the Big Conversation to consult with the general public the results of which were given in a presentation (for copies of the presentation please contact Tracy Johnson)

5.4 The key messages from the consultation so far is that Adult social care are a fundamental issue. The respondents generally agree with principles of protecting some services and cutting back on others.

3 There is support the idea of increasing income. In workshops participants felt that Town and Parish Councils should be working together more to deliver services locally. A strong desire to see enhanced voluntary involvement in delivering services.

5.5 Some of the conclusions and recommendations are that Businesses involved in the focus group called for new relationships between businesses and Shropshire council. Residents wanted to find out more about the funding and the associated costs in delivering services. To help deliver services more locally and together Town and Parish Council called for more advice and guidance and more information about service in scope and budgets.

5.6 The Big Conversation will continue for years to come and it is not just something Shropshire Council are doing alone. As with all Public Sector organisations such as the local NHS and Police, we need to ensure that the public services we deliver meet the needs of our local communities.

Cllr Winwood commented that there was need to move forward and work together with Town and Parish Councils and conversations needed to start as soon as possible with them about the services the residents want to continue in the area.

Cllr Parr commented that the Enterprise Growth Hub was working well with businesses and the Enterprise Growth Committee was receiving good feedback from businesses on how SC can move forward with businesses and a task and finish group is being set up.

Cllr Marshall commented on working in partnership with other organisations such as and Wrekin Council to share and run services. Conversation have been going ahead with Council and other organisations.

6. Presentation 2: Health Theme

6.1 Professor Rod Thomson – Director of Public Health Shropshire and Herefordshire

Public health is around population health, not focussing on acute treatment of patients in hospitals and GP practices but focusing on keeping people well – making the biggest difference to the most people.

This includes the commissioning of outbreak control, sexual, health, dental, public health, health visitors, school nurses, drug misusers

4 6.2 Dr Julian Povey – Shropshire Clinical Commissioning Group

Dr Povey explained that Shropshire CCG has 19 voting members and they commission health services for Shropshire.

He updated on Future Fit where the CCG has consulted with the public on how health care delivery can change

A series of options had been identified but it is currently unclear which way forward they will go due to the big gap in what they wanted to what they can afford.

So they are currently looking at costs, how to make better use of the community and continue to engage with the public

6.3 Jane Randall-Smith – Health Watch

Health Watch was set up in 2013 as an Independent Consumer Champion. They want to hear what people think about the health service and social care they receive – not just problems but what works well too.

They will support people to make their complaints to the right person, but in the main are looking for trends.

They are happy to get out and meet as many groups as possible.

Michael Grocock commented on his disapproval of the ground work which had taken place at pale meadow bank whilst birds were still nesting
