Competition History Athletics

On the first in 776 BC, Coroebus of Elis won the running race (Known as The Stadion) 192m of distance, to become the first ever Olympic Champion. One of the first athletics events in ancient times was the race in Armor. The first recorded athletics competitions took place in European countries, such as Greece, Ireland and Scotland. Athletics, also known as ‘track and field' in the USA and Canada, was opened up to women at the Amsterdam 1928 Olympic Games. During the Olympic Games, more medals are awarded for athletics than any other sport a total of 141, including 47 gold's. Today, when there is no measurable time difference between the first runners Over the line, the winner is decided by a ‘photo finish’, using the image from a Camera set up on the finish line.

Competition Information

Dates: 5 Days of Athletics Competition of the 13th South Asian Games will be held in Kathmandu from 3 December to 7th December 2019

Venues Competition Venues: National Stadium, Dasarath Stadium, Kathmandu Warm up Venues: Warm up track at Nepal Army sports stadium Bhadrakali, Army complex. Training Venues: Training venues at Army Training Center Lagankhel and APF Halchowk. Team Events: Each NOC May enterer one (1) team in each relay event. Each team shall be composed of (4) athletes from the list of athletes entered for the competition, whether for relays or any other athletics event. Team composition and running order must be declared one hour before the first call for each round of the event. Entries a) The preliminary entry by number from all countries must be received by the organizing committee 13th South Asian Games SAG with intimation to the National Olympic committee of the Nepal NOC not later than 15 oct, 2019. b) The final entry by name of all the competitors team officials must be received by the OCA / SAG with intimation to the Nepal Olympic committee of the Nepal NOC not later then 15 Nov, 2019. After expiration of the deadline prescribed for the final entry, no additional / Change of competitors will be allowed. Final Conformation Official representative of the each country must submit final confirmation of athletes to the South Asian Olympic Committee SAOC Athletic Technical committee immediately after the technical meeting. Competition Rules and Regulation a) The Athletic Competition shall be organized in accordance to the current IAAF rules Any unforeseen incident not covered by the rules shall be resolved in accordance with the constitution of OC-SAG,AAA and IAAF b) The starting and successive heights of the bar in the high jump will be decided by the technical delegate at the technical meeting before competition c) The time limits for athletes to report to the call room before event are as follows Call Rooms Reporting Times Track 30 minutes before the officials start of the event Field Events 40 minutes before the officials start of the event High Jump 45 minutes before the official start of the event Technical Handbook Page 4

Note: this schedule is subject to change depending on the number of participate final schedule can be done only after the confirmation. Implement and Equipment: The OC-SAG will provide all the implements and equipment for the competition, warm up and for training at the respective sites. No personal implements and equipment will be allowed Medical Doping Control: During the 13th South Asian Games, Doping Control tests will be conducted in accordance with the OCA Medical Committee's instructions and will follow the procedures laid down by the world anti-Doping Agency. Medical Facilities: Medical facilities will be available at the Accommodation, Training and Competition Venues. Protest and Appeals A jury of appeal will be formed by the delegate of AAA in accordance with the SAG OC/OCA constitution and Rules as well as the IAAF Rules. Protest will be resolved according to the IAAF rules. A deposit of USD 50 will have to accompany each protest, which will be refunded if the protest is upheld. Technical a) Marathon Route: The time for showing the marathon route will be decided in technical meeting b) Training Facilities: Training Facilities will be available at Warm Up track at Nepal Army ground Bhadrakali Nepal Army Complex from 7.00AM to 11.00Am and 2.00PM to 5.00PM c) Venue of Technical Meeting: National Stadium Tirpureshow Kathmandu or Designated Hotel Technical Delegates: Technical Delegates (TD) shall be appointed by the AAA Technical Officials: International Technical Officials (ITO) to conduct the meet shall be appointed by the Asian Athletics Association (AAA). All other Technical Officials shall be appointed by the Nepal Athletic Association of Nepal (NAA) The number of international Technical Official are as follows: Organization Delegate -1 Technical Delegate - 2 Medical Delegate -1 ITOS - 8 International Photo Finished Judge -1 SAF country NTOS 5 each - 35 Dress Code: The Competitors in the Athletic Competition must wear the official uniform (Sports Costume) of their NOC . No Advertising should be displayed on any article of clothing or equipment in the competition area, in accordance with IAAF rules

18 and 143. Athletes must wear their number on the front and back Numbers must be fixed on the vest all along the edge and must not be folded in any way. Victory and Award Ceremonies: The victory and Award ceremonies shall be held after completion of each final event and after the final result are announced. The ceremony will take place in front of the VIP tribune. The National Anthem of the gold medal winner(s) will be played and the country flags of the medalists will be hoisted. Winners must wear their NAA official Sport Uniform. Prizes: The Prizes for the Athletics Competition will be as follows: Individual Events First Prize Gold Medal- Medal and Diploma for the winner in each event Second Prize Silver- Medal and Diploma for the winner of second Place. Third Prize Bronze- Medal and Diploma for the winner of Third Place. Fourth, Fifth Diploma for each participating competitor finishing fourth, & Sixth fifth and sixth. Team Event First Prize Gold Medal- Medal and Diploma for each Participating athlete of the winning team Second Prize Silver-Medal and Diploma for each participating athlete of the team finishing Second Third Prize Bronze – Medal abd Diploma for each Participating athlete if the team finishing Third Fourth, Fifth Diploma for each participating athlete of the team finishing fourth, & Sixth fifth and sixth

Interviews with the Media Facilities for media interviews will be provided after the Victory Ceremony. Technical Information Center (TIC) Information for team Delegates will be available at the Technical Information centre at the main stadium. Meeting: Technical Meeting will be held on 1st December, 2019. Team manager and one more representative for each participating country may participate. Approval of Technical Handbook This Technical handbook has been approved by the AAA/ASG/NAA Transportation: A comprehensive transport system for athletes, team officials and technical officials will be available exclusively for the SAG 2019 Games. This will include:

1. Transportation of the delegate from Thribhuvan International Airport to place of accommodation. Regular shuttle service from accommodation to official competition venue and training venues. 2. Special transportation services for the opening and closing ceremonies. 3. Departure service from the accommodation to the airport. Athletes Accommodation Different three stars hotels will accommodate athlete, team officials during the period from November 29th to December 11th 2019, the hotel management will provide all possible assistance to the athlete and the official to make them fell comfortable and homely. It is our intention to provide best hospitality services to all our guests and make the 13th South Asian Games 2019, a memorable event. Medical Services A first-aid And Emergency Medical Service First Response will be provided during the SA Games to all participants at the competition and training venues. The service will comprise of a dedicate medical team supported by an ambulance service.Medical services will also be insured at the accommodation for the athletes and officials which will include sports medicine, physiotherapy, general medicine consultancy services and a 24 hour emergency services for acute needs. If patients require more specialized medical care, they will be transported to the SAG nominated hospitals and clinics. Any non – Emergency care provided outside will be the expenses of the individual concerned.
