The things that you have been saying about me are not correct, you say that I am not worried, I am worried, and that is why my ministry through the Accountant General have now even established a new unit within the Accountant General in order to deal with the problem. This is a problem, we do not want these queries by the Auditor General, so I am worried in that context. I am not worried in the context of money missing anywhere, not at Bank of Botswana certainly, I am not worried by that, but I am worried by the lack of reconciliation, yeah.

BOTSWANA’S ACHIEVEMENTS ON POVERTY ERADICATION

MR A. S. KESUPILE (KANYE SOUTH): asked the Minister for Presidential Affairs, Governance and Public Administration to state:

(i) Botswana’s achievements on poverty eradication through the Southern African Development Community (SADC) regional plan intended to eradicate poverty in member states;

(ii) specific activities Botswana had to undertake or is undertaking under the SADC regional plan;

(iii) the level of financial and technical contribution Botswana received under the plan; and

(iv) when the plan envisages to have eradicated poverty in all its forms in Botswana and other member states.

NUMBER OF GENERAL PRACTIONERS AND SPECIALIST DOCTORS IN PUBLIC AND PRIVATE HOSPITALS

MR D. L. KEORAPETSE (SELEBI PHIKWE WEST): asked the Minister of Health and Wellness to state: (i) the number of General Practitioners (GPs) in public and private hospitals;

(ii) the number of specialist doctors and their areas of specialty;

(iii) the number of Batswana GPs and specialist doctors; and (iv) the World Health Organisation (WHO) and other international standards on doctor-population ratio and how the country is faring. ASSISTANT MINISTER OF HEALTH AND WELLNESS (MR LELATISITSWE):

(i) Currently, there is a total of 1,773 registered General Practitioners, out of which 1,487 are in the public sector, 26 in private hospitals and 260 in private practice.

Madam Speaker, I would like to state that some of the practitioners, though registered with the Council, are not operating in the country.

(iii) The total number of Batswana General Practitioners is 744 and the total number of Batswana specialists is 155.

(iv) The World Health Organisation standard of doctor-population ratio is 1:10,000. The doctor-patient ratio for Botswana is 3.8 doctors per 10,000 population.

However, it should be noted that these numbers are not a true reflection of the availability of doctors as most of the professionals practice are skewed towards the Eastern corridor along the A1 and it leaves the communities out there without doctors. I thank you Madam Speaker.

Honourable Minister, there is a crisis in our health institutions; in Marina it takes two days for a patient who is in emergency to be seen by a doctor. What is your Government doing to address the situation? Also, why do we have clinics that are operating for 24 hours whilst there are no doctors in those particular clinics? Are there no plans by your Government to maybe appoint resident doctors in these clinics?

MR LELATISITSWE: Thank you Madam Speaker. I guess I cannot answer the questions from the Honourable Member now because they are just fresh questions. So I can go and research more on your questions and answer them.

The second question relates to specialists; if you are aware that other hospitals around the country do not have specialists, for instance; the Selebi Phikwe Hospital, it has no single specialist. I am just wondering whether the 155 specialists we have are enough for our hospitals.

MR LELATISITSWE: Thank you Honourable Member. I want to agree with you that some hospitals do not have specialists. Also, the ratio of specialists to population, I do not have the answer with me of how much is the ratio of specialists to population but I do agree with you that some hospitals like Selebi Phikwe do not have specialists on the ground.
