It is my hope and inspiration that my work will reflect their Mettā (love) and Pyinnya (wisdom) as in indication of my gratitude to them. ii Abstract In 2008, Cyclone Nargis devastated the low-lying Ayeyarwady Delta and more than 150,000 people died during the storm. It was the worst natural disaster in Myanmar’s history and globally it was one of the deadliest cyclones of all time. This thesis assesses the implications of Cyclone Nargis for the human security of delta communities in the past and the future. Using Cyclone Nargis as the focus event, the research investigates multiple dimensions of pre-existing vulnerability, strengths and weaknesses in the early warning and emergency response systems, and the dynamics of post-impact recovery. It argues that the roots of vulnerability and resilience were situated in the history of the national political regime in place at the time of the cyclone. The research is based on community narratives collected in 45 villages from three different marginal zones of the Ayeyarwady Delta. This study argues that disaster risk reduction and the promotion of human security in the Delta requires the expansion of community-based processes focusing on building community resilience and the better utilization of locally relevant physical assets for improved safety. These lessons from Cyclone Nargis should be incorporated into the national DRR framework. Myanmar is exposed and vulnerable to various hydro-meteorological hazards which cause serious humanitarian impacts and consequences. To reduce the loss and damage from the hazards requires a shift from disaster response toward forecast based early actions, including innovative instruments, such as the use of Shock Responsive Social Protection measures to increase the resilience of people and communities. 2. Anticipatory Action, that is Forecast-based Action (FbA), Forecast-based Financing (FbF) and Early Warning Early Action (EWEA) are all initiatives which aim at using weather, climate and impact-based forecasts to trigger actions which reduce the loss and damage from hazards. For clarification, this report uses the term Forecast-based Action to describe the initiatives. 3. In Myanmar, the development of an FbA system is on-going as part of the European Union funded project “Scaling up Forecast based Financing/Early Warning Early Action (FbF/EWEA) and Shock Responsive Social Protection (SRSP) with innovative use of climate risk information for disaster resilience in ASEAN”. The project is led by UN FAO, and the consortium includes UNICEF, WFP and the German Red Cross. This project is complemented by various other projects implemented by the project consortium partners. 4. This report presents recommendations for the development of a sustainable FbA system in Myanmar based on a feasibility assessment.

    1 Geographical Point of View on Transformation from Waste Disposal Site to Housing in Yangon City Dr. Nant Mu Aye Professor and Head Geography Department Yangon University of Economics Introduction Brownfields are generally defined as abandoned or underused industrial or commercial properties where redevelopment is complicated by actual or perceived environmental contamination. Brownfields vary in size, location, age and past use. They can range from a small, abandoned corner gas station to a large, multi-acre former manufacturing plant that has been closed for years. ( Environmental Protection Agency,) Some waste disposal sites suffer from the mistaken perception that they are contaminated, when in fact, they just need to be cleared of debris. There may be soil and groundwater contamination caused by discharges or dumping of organic and inorganic chemicals. Redevelopment of waste disposal sites benefits communities through urban regeneration, reduced sprawl, an increase in tax revenues and job and an improved living environment. Therefore, transformation of waste disposal site to housing area is important for sustainable development of the urban area. Brownfield redevelopment is important because it - restores urban property to productive use, thus increasing property values - increases job opportunities and local tax revenues - improves public health and the environment - utilizes existing public infrastructure. - eliminates neighbourhood blight, thus improving a community's image and long-term sustainability. Brownfields can be redeveloped for a wide variety of purposes. Successful redevelopment efforts have turned brownfields into retail sites, light industrial facilities, office parks, waterfront promenades, parks, schools, low–income housing, stadiums and transit centres. Strategic Brownfield redevelopment can clean up environmental hazards, remove neighbourhood eyesore, create jobs, provide housing and promote general economic health in local communities of all sizes.

In today’s world, we are facing the growing burden of Non‐Communicable Diseases including cancer therefore this year’s congress theme is most appropriate and timely being “To Prevent, Detect, Treat & Live with Cancer”. As we strive for Universal Health Coverage, we look forward to a healthier Myanmar where cancer is detected at early stage and all cancer patients receive quality health care and quality of life. For this to become a reality, research plays a pivotal role for making the correct decisions in cancer diagnosis and subsequent management. All researchers under the Ministry of Health and Sports felt a surge of pride as our National Health Research Policy was approved by the cabinet in September 2017. Among many important issues, to promote Ethical and Responsible Conduct of Research, to develop a national health research agenda and to establish a national health information system for avoiding duplication and redundancy as well as for promoting effective dissemination and appropriate utilization of research findings were included.
