Een mooi moment om terug te blikken en conclusies te trekken. In juni 2009 vonden de verkiezingen voor het Europees Parlement plaats en werden 25 Nederlandse Europarlementariërs gekozen om de komende vijf jaar plaats te nemen in het Parlement. Het Instituut voor Publiek en Politiek (IPP)1 beschikt over data van de hoofdelijke stemmingen van de Nederlandse parlementsleden en hierdoor ligt de mogelijkheid vrij om deze gegevens te analyseren. Door deze informatie te interpreteren kan er onderzoek gedaan worden naar het stemgedrag van de Nederlandse parlementariërs. In 2009 is namens het IPP al onderzoek gedaan naar het stemgedrag van de Nederlandse Europarlementariërs in de periode oktober 2007 tot en met september 2008. Belangrijke conclusies van dat onderzoek waren: • Het stemgedrag van Europarlementariërs is vooral te verklaren vanuit een links/rechts ideologie en niet vanuit nationale belangen. In slechts 9,5% van de gevallen stemmen alle Nederlandse Europarlementariërs hetzelfde. • Het gemeenschappelijk stemgedrag binnen de delegaties ligt veel hoger. De cohesie binnen de verschillende politieke partijen ligt tussen de 0,94 en 0,99, waarbij 1 maximale cohesie is.

  • Jaarrapportage 2014
    Activiteitenverslag 2014 Het Montesquieu Instituut (MI) heeft als multifunctioneel onderzoek- en onderwijsinstituut op het snijvlak van democratie, politiek en parlementaire besluitvorming in Nederland en Europa, zijn zevende jaar (2014) achter de rug. 1 Zoals uit het hierna volgende blijkt zijn in 2014 een aantal zaken voor het Montesquieu Instituut ingrijpend gewijzigd door de mededeling in mei 2013 dat de structurele OCW-subsidie aan het instituut (medio) 2014 eindigt. Hiermee verdween feitelijk de basisfinanciering voor het Montesquieu Instituut. In dat kader heeft het instituut zich genoodzaakt gezien om zich op haar activiteiten te herbezinnen. Besloten is de nog beschikbare middelen te benutten voor valorisatie. Op het vlak van (meer) jarig onderzoek en onderwijs zijn daarmee de activiteiten sterk verminderd. Deze verschuiving in prioriteiten heeft ertoe geleid dat enerzijds succesvolle (onderwijs) projecten zoals de jaarlijkse Masterclass en collegereeksen zijn gestopt vanwege het ontbreken van de basisfinanciering, en anderzijds dat er nieuwe ontwikkelingen lopen op het gebied van realtime research door de uitbreiding van databestanden waarmee wetenschappers sneller analyses kunnen maken (zie bijvoorbeeld het onderzoek van hoogleraar Timmersmans over de keuzes van de Nederlandse Europarlementariërs juli 2014). De beschikbare middelen zijn in 2014 ingezet om lopend onderzoek te valoriseren, het kennisuitwisselingsnetwerk (de Montesquieu-site en social media) aan te vullen, de maandelijkse nieuwsbrief ‘de Hofvijver’, policy papers, analyses/columns en een MI-bundel “Tussenbalans Rutte II” te publiceren. Dankzij een aparte subsidie konden de druk bezochte debatten en politieke cafés die in samenwerking met Nieuwspoort en ProDemos worden georganiseerd, blijven voortbestaan. Ook zijn er in samenwerking met andere organisaties een aantal activiteiten georganiseerd voorafgaand aan bijv.

    Europadebat Er gaan steeds meer geluiden op dat het Gemeenschappelijk Landbouwbeleid, het GLB, na 2013 op de schop moet. Een afzonderlijk beleid voor markten, prijzen en inkomens in de landbouwbouwsector lijkt niet meer verdedigbaar. De vraag is wat daarvoor in de plaats gaat komen. Tijdens het verkiezingsde- bat ‘GLB weg ermee’ van de provincie Noord-Brabant onder leiding van Kees Driehuis blijkt het laatste woord er nog lang niet over gezegd. Europadebat geeft kijkje in toekomst landbouw- en plattelandsbeleid GLB weg ermee? Het nieuwe Europees Parlement zal zich teland in Nederland. The Treaty of Lisbon, which entered into force in December 2009, introduced a series of changes and innovations, which inevitably had a significant impact on Parliament's codecision-related work and practices. The scope of the now 'ordinary legislative procedure' was almost doubled, with important repercussions on the work of many parliamentary committees (in particular those previously unacquainted with the codecision procedure) and on interinstitutional cooperation more generally. Codecision has been transformed considerably since its introduction over 20 years ago under the Treaty of Maastricht and has come a long way since the ‘clash of cultures’ that characterised its early days. It is now a well-oiled legislative procedure involving institutions that, by and large, have never before worked so closely and effectively together and which have made the best possible use of the flexibility inherent in the Treaty provisions. It is not surprising, therefore, that the 'ordinary legislative procedure' has embraced the trend towards early agreements already apparent under the preceding legislatures. First reading agreements alone represented 85% of adopted codecision files in 2009-2014, and they have become one of the defining features of the EU’s primary legislative procedure.

Irrespective of the current difficult economic context, this poses manifold questions as to how one can best ensure that these citizens are socially included and can fully enjoy all their rights. The European Commission has been dealing with these challenges in various ways. The 2012 European Year for Active Ageing is marking our strong political commitment to promoting rights and social inclusion of Europe’s elderly population.
